Friday was such a busy candidate filing day that we still haven’t finished all our coverage of candidate filing action here on OC Political, but for those of you who weren’t reading over the weekend, here’s a quick rundown/annotated table of contents of what we’ve covered so far:
The big news that dominated our coverage was the AD-69/AD-72/OCBE chaos:
- OC Democrats’ Worst-Case Scenario Comes True: Coups Benefit Republicans in AD-69 & AD-74
Republicans had long feared an all-Republican battle between Assemblyman Allan Mansoor and Newport Beach Councilwoman Leslie Daigle, which would eat up Republican human and financial resources in both June and November. There were further fears that Democrats would cast their votes for Daigle to oust the more conservative Mansoor. These fears proved unfounded when Democrat Robert Rush qualified for the ballot.
However, the scenario Republicans feared in AD-74 became the scenario Democrats face in AD-69. Republican Robert Hammond pulled out of the AD-69 race, leaving four Democrats to face only each other in a bloody intra-party battle in June. Then the top two of those four will face each other again in a bloody intra-party battle in November. AD-69 will eat up Democratic human and financial resources in November when they could have been spending their time, energy, and money battling Republicans.
(Prop 14 made this possible by eliminating traditional primaries, and requiring the top two candidates from the June primary to advance to the November general election, even if they’re from the same party, even if someone broke 50% in June, and even if there were only two candidates in June.)
- Hammond Enters OCBE Race & Withdraws from AD-69, Producing OC Democrats’ Worst-Case Scenario
Republican Robert Hammond withdrew from the AD-69 race to enter the race for Orange County Board of Education, Trustee Area 1. It was Hammond’s withdrawal from AD-69 that left Democrats in a bloody intra-party war in November, locking up Democratic resources to attack Democrats instead of Republicans. OCBE 1 is held by conservative Republican Long Pham, who made all this possible by vacating his seat to run for AD-72.
- AD-72: Five Candidates (Two Democrats, Three Republicans) Running
The Republicans in the AD-72 race are OCBE Trustee Long Pham, Los Alamitos Mayor Troy Edgar, and Huntington Beach Businessman Travis Allen. The Democrats are Garden Grove Planning Commissioner Joe Dovinh and 89-year-old Tea Party Democrat Albert Ayala.
- Matt Harper opts out of 72 AD race
Not among the candidates was Huntington Beach Councilman Matt Harper who announced his withdrawal on the final day of filing. Just five weeks ago, the Republican line-up in AD-72 was expected to be Harper, Long Pham, and Westminster Councilman Tyler Diep. Now Harper and Diep are out, replaced by Troy Edgar and Travis Allen.
- Bizarre Travis Allen Strategy in AD-72: Alienate Non-Huntington Beach Voters and Declare Los Alamitos to Be “Foreign”
With Matt Harper out and Travis Allen jumping in the race in the final days of filing, Allen certainly made a splash, with a pair of bizarre press releases that attacked Harper for endorsing “Foreign Candidate” Troy Edgar.
After all the AD-69/AD-72/OCBE chaos, how could we forget the legendary Spitzer-Pauly showdown? And Steve Rocco!
- Board of Supervisors: Two Crazy Races on the Docket
The well-anticipated fiery battle for the Third Supervisorial District is proceeding as expected, with former Assemblyman/Supervisor Todd Spitzer and Villa Park Councilwoman Deborah Pauly facing off. I don’t think Supervisor Janet Nguyen will object to being known as the boring candidate in her race, as her sole challenger is convicted ketchup thief Steve Rocco. (For the record, I am not related to Supervisor Nguyen. The last name Nguyen is held by 36% of Vietnamese people.)
Wait, there’s more! The Fullerton Recall!
- Battle for Fullerton: The Field is Set
Thirteen candidates have filed for the three seats up for recall. Rick Alvarez (R), Janes Rands (G), Greg Sebourn (R), and Paula Williams (D) have filed to replace Don Bankhead. Dorothy A. Birsic (R), Glenn P. Georgieff (D), Matthew Hakim (D), Travis Kiger (R), and Roberta Reid (NPP) have filed to replace Dick Jones. Doug Chaffee (D), Barry Levinson (R), Sean Paden (R), and Matthew Rowe (NPP) have filed to replace Pat McKinley.

We’re still not done with our candidate filing coverage, but at least, now, dear reader, you’re caught up.
I give South OC the award for most boring region in the 2012 Primary. Things are much more interesting in the North OC and Central OC campaigns. Fear not, South OC, I anticipate fun from you in the 2014 Primary to replace termed-out Supervisor Pat Bates unless Senator Mimi Walters decides to ruin it all by entering and clearing the field for herself, assuming Assemblywoman Diane Harkey continues on her path to the Board of Equalization.

3rd District Candidates Todd Spitzer and Deborah Pauly, 1st District Supervisor Janet Nguyen, and 1st District Challenger Steve Rocco
I’m not sure which supervisorial race will be more entertaining this June: Todd Spitzer vs. Deborah Pauly or Janet Nguyen vs. Steve Rocco. The Spitzer-Pauly race in the Third District will have some great fireworks, as Spitzer and Pauly are two of Orange County’s most aggressive campaigners while the Nguyen-Rocco race in the First District will simply be entertaining by virtue of Steve Rocco.
Third Supervisorial District
Incumbent Supervisor Bill Campbell is termed out after nearly ten years on the Board of Supervisors; he was elected in a 2003 special election (indeed, this was Orange County’s first-ever Supervisorial vacancy special election, as all previous vacancies had been filled by gubernatorial appointment) to replace Todd Spitzer who had vacated the seat to enter the State Assembly.
The candidates (as expected) are:
Former Assemblyman and former Third District Supervisor Todd Spitzer is running to for his old job. Originally slated to battle former Assemblyman Chuck DeVore for the seat, DeVore moved to Texas late last year. With DeVore out, Villa Park Councilwoman Deborah Pauly stepped into the race. Fireworks have sparked every time these two candidates have met in debates throughout the Third District. The mail should be fun to read. Spitzer definitely has the cash advantage in this race, as I posted here. For other coverage of the race, you can view the, um, rather, um slanted perspective that HBK provides.
First Supervisorial District
The candidates are:
After Kinde Durkee wiped out Democrat Assemblyman Jose Solorio and Democrat Senator Lou Correa’s warchests, Supervisor Janet Nguyen was left with a warchest that dwarfed those of Solorio and Correa combined. Solorio and Correa would have had to spend an enormous sum to unseat Nguyen.
With the fact that most of his money was gone and that Assemblymembers don’t have a very good track record of unseating incumbent Supervisors (see Guy Houston or Audra Strickland), Solorio opted to avoid a losing battle with Nguyen.
Faced with the fact that most of his money was gone, Correa opted to wait. He could be hoping that Nguyen will go for his Senate seat in 2014 when he’s termed out, which will free up the First Supervisorial District seat for a 2015 special election, much like Correa did when he vacated this Supervisorial seat in 2006 causing a 2007 Supervisorial special election that Nguyen won.
So now we’re left with, um, what’s the polite way to put it, um, colorful former Orange Unified School District Trustee Steve Rocco. I could also call him convicted ketchup thief Steve Rocco. Perhaps, Rocco’s previous election opponents can form a bipartisan coalition to give Nguyen advice on beating Rocco (or at least on how to keep Rocco from stealing her condiments), though I suspect the advice will be along the lines of: don’t steal mustard:
- OUSD Trustee Rick Ledesma (R), who defeated Rocco 72%-28% in November 2010
- Former OC Public Administrator John Williams (R), who defeated Rocco 58%-11% in a four-way race in June 2010
- Santa Ana City Councilman Carlos Bustamante (R), who defeated Rocco 50%-18% in a four-way race in November 2008
- Rancho Santiago Community College District Trustee John Hanna (D), who defeated Rocco 74%-26% in November 2006 and 71%-29% in November 2002
- Santa Ana Mayor Miguel Pulido (D), who defeated Rocco 71%-12% in a three-way race in November 2000
(Surprisingly, Rocco did not run for Governor in the 2003 recall.)
Don’t ask OC Park Ranger Phil Martinez, though, as he’s the one who lost 54%-46% to Rocco in the OUSD race in November 2004.
Will Rocco accuse Supervisor Nguyen of being part of “The Partnership” which Rocco previously claimed was the secret group ruling the United States? Will Rocco accuse Supervisor Nguyen of trying to have him killed, similar to the accusation he leveled at “The Partnership,” Chapman University President Jim Doti, and Chapman Professor Fred Smoller?

Almost two weeks ago, I posted here that Deborah Pauly had pulled neither the Ballot Designation Worksheet nor her Declaration of Candidacy form. Guess what…she still hasn’t pulled those papers.
Is she not running?
It could be she realizes her tiny warchest cannot compare with Todd Spitzer’s enormous funds. Maybe she’s afraid her ugly incident of ignoring police officer’s instructions and nearly committing DUI will come out across mailers throughout the 3rd Supervisorial District. Maybe she’s concerned about the lack of support from city councilmembers in the 3rd Supervisorial District. Maybe she’s concerned that Republican women aren’t backing her – a fellow Republican woman. Maybe she’s still losing support.
Deborah Pauly only has today and tomorrow to pull and file her Ballot Designation Worksheet and Declaration of Candidacy form.
Time’s ticking, Deborah. Are you in, or are you out?

Examining Todd Spitzer’s endorsements, it’s clear Deborah Pauly has little support from local City Councilmembers in her bid for Supervisor. Excluding Pauly herself, only Irvine Democrats Larry Agran, Beth Krom, and Sukhee Kang, along with Tustin Democrats Deborah Gavello and Rebecca Gomez, and Anaheim’s Democrat Lorri Galloway and DTS-turned-Republican Gail Eastman have not endorsed Spitzer – though none of them have endorsed Pauly either.
A major part of a Supervisor’s job is working with local Councilmembers to address their mutual constituents’ concerns, and it’s clear Pauly isn’t up to the job. Considering the Councilmembers work with each other on regional committees and boards to address regional concerns, it’s even more notable that her colleagues across the Third Supervisorial District know she isn’t up to the job.
The most shocking fact is that all of her colleagues on her own Villa Park City Council endorsed Spitzer, as it’s rare for a Councilmember to endorse a colleague’s opponent, but in this case all of them did. They’re the ones who know her best, and they know she’s not up to the job.
Spitzer is endorsed by the overwhelming majority of councilmembers in the Third Supervisorial District, including all 5 Republican Mayors and the majorities of all 5 Councils with Republican majorities:

In a blow to Republican Woman Elected Official Deborah Pauly, most Republican women elected officials are backing Todd Spitzer for Supervisor.
The majority of Republican women Councilmembers in the Third Supervisorial District are backing Todd Spitzer over fellow Republican Woman Councilmember Deborah Pauly.
Every Republican woman Community College District Boardmember in the Third Supervisorial District is backing Todd Spitzer over fellow Republican woman Deborah Pauly.
Both women on the Orange County Board of Supervisors (Pat Bates and Janet Nguyen) have endorsed Todd Spitzer over fellow Republican woman Deborah Pauly.
Both women in Orange County’s state legislative delegation (Mimi Walters and Diane Harkey) have endorsed Todd Spitzer over fellow Republican woman Deborah Pauly.
Spitzer has even locked up the Third Supervisorial District’s Republican woman water board member vote over Republican woman Deborah Pauly.
Are there any Republican women elected officials backing their fellow Republican woman elected official, Deborah Pauly? Just look at her endorsements list, and it’s clear the answer is no.

Todd Spitzer and Deborah Pauly will be speaking tonight at 6:30 p.m. at Hewes Middle School, 13232 Hewes Ave., North Tustin. The Orange County Register reported that as a direct result of a January candidate forum, three of Pauly’s council colleagues endorsed Spitzer. Each time Spitzer and Pauly appear in public together, Spitzer gains more supporters.
Fortunately for Pauly, there’s few people left who haven’t endorsed Spitzer, so there could be little support left to lose.

Here is part 6 in this 7 part series that is going out this week on the blog.

This Assembly district is currently represented by Assemblyman Don Wagner and represents a chunk of North Orange County along with a large slice of Irvine. With that being said here is the break-down of who has pulled papers:
Ken L. Williams Jr.– He is currently an elected member of the Orange County Board of Education and a past member of the OC GOP Central Committee.
Noel Stone Parrish– I could be mixing her up with somebody else but it appears that she is a former resident of Los Angeles County who moved to Orange County.
Todd Spitzer– He is currently a candidate for Orange County Supervisor in the 3rd District and an elected member to the OC GOP Central Committee. *incumbent.
Marcia Gilchrist– She has been a solid voice in Republican politics for a long time including her service as an elected member of the OC GOP Central Committee. *Incumbent.
Deborah Pauly– She is currently a member of the Villa Park City Council and Vice Chair of the OC GOP. Also she is rumored to possibly be running for Supervisor against Todd Spitzer. *Incumbent.

Walter H. Myers III– He is someone who I consider to be a friend and he is also a very solid Republican as well. We are clearly rooting for our fellow blogger here at OC Political to win.
Lynn Schott– She is currently an elected member of the OC GOP Central Committee. It might be just me, but she comes across as angry all the time.
Nick Wilson– He is currently a Tea Party Republican who is running for a second time for this Central Committee seat after a tough loss in 2010.
Denis Bilodeau– He is currently an elected member of the Orange City Council and Orange County Water district. He was recently appointed to the OC GOP Central Committee. *Incumbent.
Ray Grangoff– Currently a member of Supervisor Pat Bates staff and also an elected member of the OC GOP Central Committee. *Incumbent.
Scott “Scotty” Voigts– A current elected member of the Lake Forest City Council and also a member of Assemblyman Don Wagner’s staff.
Readers help me out by adding info on any candidates that I may have left out and feel free to fill me in on the candidates I found nothing on.

One of the most telling signs that Deborah Pauly is bending under pressure to Todd Spitzer’s steamroller of a campaign can be found in the candidate filing log from the Registrar of Voters. You can see the financial numbers from this race in this post by one of my colleagues on this blog.
Yesterday, Pauly filed all of her candidate filing paperwork for Central Committee in the 68th District, including her Ballot Designation Worksheet and her Declaration of Candidacy form. (She is using “Councilwoman, City of Villa Park” as her ballot designation, by the way.)
In the 3rd Supervisorial District race, she has pulled neither the Ballot Designation Worksheet nor her Declaration of Candidacy form. Why didn’t she at least pull those papers while at the Registrar of Voters when she filed those two forms for Central Committee?
Considering both forms are quite brief, why didn’t she file them for both offices? Furthermore, shouldn’t a candidate for two offices file for the race that’s their top priority first? Like Pauly, Spitzer is also running for both Supervisor and Central Committee, but Spitzer has filed all of his candidate filing paperwork for Supervisor.
It’s becoming clear Deborah Pauly is not long for this supervisorial race.

The OC Weekly broke a story about Deborah Pauly being a passenger in the car while her husband got into an accident while under the influence of alcohol. Deborah Pauly was not driving the vehicle the night of the incident, but she put herself in a very unfortunate situation because as an elected official you should have more sense than this.
…Pauly wouldn’t have to explain today why voters should trust a politician who repeatedly ignored the commands of police officers and wanted to drive home drunk.
This is not the example that an elected official should be setting for others by allowing somebody else to drive drunk. Although I guess that we will never know for sure, it appears that she attempted to try to drive home drunk after her husband was arrested.
…While Plascencia tried to administer a DUI test, another officer twice told Deborah to stay in the Porsche. James was so drunk that Plascencia repeatedly had to stop simple tests “for his safety” because James was swaying so much and nearly falling on his face. When Plascencia asked James which DUI test he’d prefer, he replied “Neither,” then yelled to Deborah–who was trying to walk to her husband despite having been told to stay near the bashed-up Porsche a third time–“he needed to submit to a blood or breath test.”
James was placed under arrest for DUI. Plascencia informed Deborah of this, who promptly “requested she be allowed to drive her husband’s car home.” Plascencia didn’t allow her because “while I was standing next to Deborah, I smelled the strong odor of an alcoholic beverage coming from her person. Her eyes were blood-shot, watery, and they also had a glossy appearance. Her facial muscles appeared to be flaccid. Deborah slurred her words as she spoke.”
Score one for Spitzer on this one and Pauly is lucky she wasn’t arrested for failing to obey the orders of the officer.
