I generally prefer to post about local issues but this caught my eye with the Supreme Court beginning their talks on gay marriage tomorrow.

Frederick E. Allen from Forbes Magazine wrote an article about Starbucks CEO Howard Schultz taking a pretty hard stand in support of gay marriage at the company annual meeting. I will first post the article and give my brief thoughts on this afterwards.

At Starbucks’ annual meeting in Seattle on Wednesday a shareholder complained to the chief executive, Howard Schultz, that the company had lost customers because of its support for gay marriage. Last year Starbucks announced its support for Washington’s state’s referendum backing gay marriage, and in response the National Organization for Marriage launched a boycott of the coffee chain.
“In the first full quarter after this boycott was announced, our sales and our earnings, shall we say politely, were a bit disappointing,” said the shareholder, Tom Strobhar, whom the Huffington Post identifies at the founder of the anti-gay marriage Corporate Morality Action Center.
Was Schultz taken aback? Not in the least. He responded, “Not every decision is an economic decision. Despite the fact that you recite statistics that are narrow in time, we did provide a 38% shareholder return over the last year. I don’t know how many things you invest in, but I would suspect not many things, companies, products, investments have returned 38% over the last 12 months. Having said that, it is not an economic decision to me. The lens in which we are making that decision is through the lens of our people. We employ over 200,000 people in this company, and we want to embrace diversity. Of all kinds.”
At that point the audience interrupted in cheers and applause. Then Schultz concluded, “If you feel, respectfully, that you can get a higher return than the 38% you got last year, it’s a free country. You can sell your shares in Starbucks and buy shares in another company. Thank you very much.” More cheers.
A Washington Post poll this week found that support for gay marriage among Americans has shot up to 58% in favor and 36% against, a complete turnaround in less than 10 years. Schultz’s stand isn’t nearly as daring as it would have been a few years back, but still, it’s impressive to see a CEO think about more than the bottom line and get cheered by his shareholders for it.

Clearly Shultz fears very strongly about this issue and believes in what he is supporting based on his comments. With the looming Supreme Court decision expected this year I expect to hear more from businesses and non-political folks on the issue but I think that this is a huge mistake.
My personal opinions are that businesses should focus on trying to increase revenues in whatever way possible. People who are opposed to gay marriage might continue to purchase products from their but the odds are that some won’t. As an example I recently posted on Facebook that my computer had crashed and a few people recommended that I purchase a service that backs up your data automatically such as www.carbonite.com. I ended up signing up with this service after much consideration due to numerous recommendations and high reviews on different websites from users. A liberal Facebook friend then lashed out about www.carbonite.com being a terrible choice because they advertise on the Rush Limbaugh radio show. It would not have mattered to me whether they advertised on Rush Limbaugh, Rachel Maddow, or Conan I was simply looking for a solid product. Clearly some people are influenced in a negative way by what certain companies do in the political realm.
Starbucks has potentially painted itself into a corner by taking this position. In fairness my opinion does not reflect the specific position that Starbucks took as I have the same issue with Chic-Fil-A who took the opposite stand on the issue. Starbucks should focus on making/selling coffee and Chic-Fil-A should focus on making/selling chicken sandwiches as most people couldn’t care less where they stand on political/policy issues. It’s not like Congress was waiting to hear from Colonel Sanders before they voted on Obamacare.

Making a combined salary of $5 million in 2011, California’s two highest paid state employees were cut from the state payroll in the last four months.
Hired in late 2001, the state’s highest paid state employee made $2.88 million in 2011. He was fired in November after six years of subpar performance at UC Berkeley.
Hired in early 2003, the state’s second-highest paid state employee made $2.15 million in 2011. He was fired over the weekend after five years of declining performance at UCLA.
Little surprise, all five of the top five highest-paid state employees (from 2011, the latest year with numbers available) came from the University of California system’s payroll. With those two gone, the highest earners from 2011 still collecting state salaries are UCLA’s Ronald Busuttil ($1.98 million), UCSF’s Anthony Azakie ($1.81 million), and UCSF’s Philip Leboit ($1.53 million).
Oh, those two who were fired? The one fired in November was Jeff Tedford, Head Coach of the Cal Football, and the one fired over the weekend was Ben Howland, Head Coach of the UCLA Men’s Basketball team.
For some of our readers, you saw this a mile away as soon as you read the headline. For other readers, this raised your hackles at the start of this post and is still an outrage.
Back in July, I had written a post about the massive $169 million subsidies that the UC and CSU systems provide to Division I athletic programs. This is a net cost that already accounts for all revenues provided by these athletic programs to the universities.
UCLA spent $2.59 million in subsidies to its athletic programs while UC Berkeley spent more than four times as much, with $10.51 million in subsidies to its athletic programs.
As I noted in July:
At a time of budget cuts, tuition increases, class reductions, and enrollment reductions, should UC & CSU really be spending this much money to subsidize athletics? Aren’t athletic departments supposed to subsidize the universities, not the other way around?

I was working on a database of the part affiliation of all Orange County local elected officials. Finally, I have completed the project with all of the special districts and county seats being added. I also fixed some errors in the previous versions (here, here, and here) and have combined the database into one post.

We are adding a new feature to our humble blog. Readers will soon be able to go to one location to find campaign finance data on all 2012 candidates for local elected office. As far as I can tell no other website currently has this information. While this project will take a while and we will be releasing one city at a time (if we get some donor support) it should be well worth it. Here is a little sample for you to glance at:

I attended the Aliso Viejo City Council meeting this evening in the interest of following the vote on the “Green City Initiative” which was on the agenda this evening.

Here is the staff report on the item:
Recommended Action
Staff recommends the City Council review this staff report, accept the staff presentation, approve the attached Resolution pertaining to the Green City Initiative, and direct staff to prepare an Initiatives and Implementation Measures Prioritization and Cost Matrix for Council consideration.
Background
At its March 6, 2013 meeting, the City Council continued this item until March 20, 2013. The purpose of the continuance was twofold; to provide staff sufficient time to complete a Matrix indicating general points of origin of proposed Initiatives and Implementation Measures and to conduct a presentation about the Green City Initiative at the March 11 AVCA board meeting.
Discussion
Staff has attached the requested Matrix to this report. The Matrix lists all proposed Initiatives and Implementation Measures and indicates the direct or indirect origin of each Initiative and Implementation Measure. The points of origin are divided into five categories: Assembly Bill 32/Senate Bill 375; California Environmental Quality Act (CEQA); Other State legislation (e.g. Governor’s Executive Orders, etc.); City Plans and Codes; and, Public Workshop and/or Staff generated.
In addition, staff conducted a presentation about the Green City Initiative to the AVCA board and general meeting on March 11, 2013. The presentation was very well received. AVCA’s board took no formal action.
March 6 Staff Report and Attachments
Staff has attached the March 6, 2013, staff report/attachments to this report for City Council review and comment. Staff also provided to Council at that meeting copies of comments sent by CityPerk, Sandra Leone, the Orange County Association of Realtors, and NAIOP- Commercial Real Estate Development Association. The CityPerk and Leone comments were supportive of the Green City Initiative and were read into the record by the Mayor. No staff responses are necessary. However, the Orange County Association of Realtors and NAIOP indicated they could not support the Green City Initiative because of what was characterized as staff not making changes to the document discussed at a January meeting with business

In addition, Councilmember Munzing emailed questions/comments to be addressed. Staff is working on responses but will need additional time to complete such. All questions/comments received are attached to this report.
Conclusion
The Green City Initiative is a policy document dedicated to achieving overall goals the City Council expressed at the beginning of this process. That is, the Green City Initiative is focused on creating a blueprint for a more sustainable environment for Aliso Viejo residents and business through increased efficiency of energy and water use and resultant money saved. Another financial benefit of the Green City Initiative necessarily will accrue to developers who, without the Green City Initiative, would be required to conduct independent analyses of greenhouse gas emissions for each proposed project. After adoption of the Green City Initiative and insertion of its Initiatives and Implementation Measures into the General Plan, developers need only demonstrate consistency with the General Plan to avoid performing separate (and what could be expensive, depending on the scope of any proposed project) greenhouse gas emissions analysis.
Other benefits of the Green City Initiative include suggestions of ways to improve public health and thereby quality of life, enhancing Aliso Viejo’s ability to maintain a competitive economic advantage with other cities in south Orange County because an energy efficient “green” residential and business environment could attract and retain investment money and business income, ensuring Aliso Viejo would comply with State legislative requirements related to reduction of greenhouse gas emissions, and demonstrating the City is an example for members of the Aliso Viejo community and for developers by employing appropriate Green City Initiative Implementation Measures to maximize efficiency and use of resources in its municipal operations, activities and facilities.
Upon adoption, staff will return to Council with an Implementation Matrix that addresses priority, timing, and cost of proposed Implementation Measures.
Recommendation
Staff recommends the City Council review this staff report, accept the staff presentation, approve the attached Resolution pertaining to the Green City Initiative, and direct staff to prepare an Initiatives and Implementation Measures Prioritization and Cost Matrix for Council consideration.
A ton of public speakers from both sides attended the meeting and were involved in the public comment section of the meeting. It was fairly respectful in terms of decorum towards public speakers at the meeting. The meeting did have quite a feeling of tension though as some speakers were extremely passionate in the way they delivered their message on both sides of the argument.
Here is a recap of what Councilmembers had to say on the issue:
Mike Munzing- Talked about the additional water on the planet and talked about how he met with Congressman Rohrabacher and his science advisor and both the science advisors and Congressman Rohrabacher had concerns about AB32, questionable science in the report, and potential for future liability. My take was that Munzing is a really solid Councilman who clearly did his homework prior to the meeting and took a huge stand for liberty today (technically yesterday).
Ross Chun, Phil Tsunoda, and William Phillips- I have to be honest, I figured based on opinions I had heard from some of my Democrat friends that these 3 would have definitely voted for this item regardless of any public comments made very quickly. In all honesty these three councilmembers seemed to really take this issue seriously and really cared about what the members of the audience came out to say. I don’t know how they will vote when/if the item comes back but they seem to be open to what constituents want.
Carmen Cave- She had the best poker face of all the Councilmembers, it was hard to tell where she was at on this issue. During the public comment section she seemed quite displeased with all speakers on both sides. When/if this item comes back for the Councilmembers at a future meeting she might hint at where she stands on the issue.
The final decision was to continue the item with the recommendation to tell staff to go back to the drawing board and either say how long it would take to answer 244 questions that were asked by Councilman Mike Munzing or tell staff to give information as to the lowest requirements needed if this item were to be passed.

I am finally stationary for the first time today and have meaning to blog about this item since early this morning. San Clemente residents witnessed a new elected official get selected yesterday at the City Council meeting.

Former San Clemente City Treasurer Pall Gudgeirsson moved up he food chain recently to become the new San Clemente City Manager. This caused a vacancy for the office of City Treasurer which in San Clemente is an elected position. Gudgeirsson had served as Sen Clemente City Treasurer for a while and ran unopposed for City Treasurer in 2012, 2008, 2004, 2000, 1996, and… well you get the point.
This is an elected office where you have no voting rights but as John Moorlach could warn you a Treasurer can make grave mistakes.
Yesterday in a unanimous vote Mark Taylor was selected to be the new San Clemente City Treasurer. We here at OC Political would like to wish him the best of luck in this office. Stay tuned tonight as I am currently watching the “Green City Initiative” item on the Aliso Viejo City Council agenda and will write about it later this evening.

Let me first start by saying yesterdays meeting of the Orange County Board of Supervisors was quite interesting as I did not expect the list of candidates for OC Auditor Controller to be whittled down. Call me pleasantly surprised as we now have our list of 7 finalists for the position which we are posting here for our loyal readers.
George Beck
James Benuzzi
Jan Grimes
Nick Pham
Gustavo Rodriguez
Eric Woolery
Alexander Yu
I have only heard of two individuals on this list and one of them was an absolute shock to me. Jan Grimes was one of the last people who I thought would apply based on statements that I had seen from her in the OC Register. At first I thought perhaps my memory was off, but then I heard this exchange take place:
11:10 AM- John Moorlach recommended that only Jan Grimes be interviewed for the position. I am surprised since she claimed she had no interest in the position based on my recollection.
11:11 AM- Supervisor Spitzer read my mind and also brings up the concern he has with somebody choosing to not finish their term if they get appointed. He is concerned about a candidate being really interested in the position instead of a caretaker.
11:13 AM- Janet Nguyen brings up the fact that Jan Grimes made the statement that she does not want to be elected in 2014 which is why she was not originally appointed.
11:14 AM- We might hear from Jan Grimes as she is in the room. It is up to her according to Supervisor Nelson.
11:15 AM- Supervisor Bates agrees to the idea of interviewing multiple candidates for the position.
11:16 AM- John Moorlach is really pushing Jan Grimes for whatever reason??? He admits that she is only interested in the term ending in 2014.
11:18 AM- Moorlach is concerned that the person appointed will have an advantage in the election and supports a caretaker in order to create an open election for the seat in 2014. I am very confused by this logic???
11:20 AM- Supervisor Nelson agrees with the 3 other Supes that the remaining 7 candidates should be interviewed.
11:21 AM- If I recall correctly John Moorlach is being a hypocrite. He was appointed to the Treasurer Tax-Collector to fill an unexpired term and then ran for it with the incumbent title.
11:22 AM- FYI I just realized I did not type the 7 names earlier but here they are: George Beck, Jim Benoozi, Jan Grimes, Nick Pham, Gustavo Rodriguez, Eric Woolery, and Alexander Yoo.
11:25 AM- Supervisors Spitzer and Nguyen bring up examples of candidates claiming that they will or will not run and then changing their mind when the time comes to file for office. It is clear that they are both opposed to having a caretaker in the office.
11:26 AM- The item passes 4-1 with Moorlach dissenting to interview the 7 candidates mentioned above.
I decided to spend my late evening researching Jan Grimes after I recalled reading about her having no interest in the position and Supervisor Nguyen & Spitzer confirming my recollection. Here are a few articles that relate to the Auditor-Controller position:
1) The first article that I ran across was from the Voice of OC which discusses the possibility of making the position an appointed one. In order to give background on the article it was written after Deputy Auditor-Controller Shaun Skelly retired. The telling sentence from the article is as follows,
“Now Jan Grimes, whom Skelly appointed as interim auditor-controller, has told supervisors she doesn’t want the job either”
2) Another article that I ran across was a Total Buzz article written by OC Register reporter Andrew Galvin. This article talked about all three positions that the County was taking applications for at the time. He also makes mention of Jan Grimes no longer being in the OC Auditor-Controller hunt.
“Moorlach had planned to propose confirming Jan Grimes, a long-time county employee who has been serving as interim auditor-controller, in that role at next week’s board meeting. Now, that won’t happen.
Grimes has told the board she doesn’t want to take on the role of an elected official, preferring to remain a county employee.
Moorlach said he’s encouraged Grimes to apply for the post and thinks she’ll be the top candidate. Whether she can continue to run the department without becoming the incumbent is being researched by County Counsel Nick Chrisos. Taking over the elected post would mean she’d stop accruing annual leave and sick time and have to cash out what time she has, said Steve Danley, the county’s human resources director.”
I am going to dig a lot deeper on this one but something is really odd about this situation. The argument of having somebody try to gain the appointment as a caretaker for a year and then allow a bloody election for an open seat makes no sense whatsoever. This for whatever reason really bothers me that she didn’t want the position and now is very interested in the appointment (although I have yet to actually hear from her). The one thing that she has got going for her is that she is not a career politician which would bother me far more. We will have to wait and see what happens but I would like to learn a whole lot more about the other applicants left standing and would be far more encouraged by one of them being selected.
As soon as more information becomes available (I am constantly checking for a press release on this) on the final 7 applicants I will be reporting on it for our readers.
