Fountain Valley’s McCurdy Becomes 4th OC Councilman to Resign in 4 Months

Recently resigned City Councilmen Mark McCurdy (R-Fountain Valley), Josh Wilson (R-Los Alamitos), Steve Hwangbo (R-La Palma), and Jerry Slusiewicz (R-Laguna Niguel)

In a continuing exodus of Orange County’s City Councilmen, Mark McCurdy (R-Fountain Valley) resigned this afternoon, becoming OC’s fourth City Councilman to resign in as many months.  Josh Wilson (R-Los Alamitos) announced his resignation on October 30, Steve Hwangbo (R-La Palma) resigned on November 30, and Jerry Slusiewicz (R-Laguna Niguel) announced his resignation on December 7.

Running a few months ahead of this group of resignations, Bert Hack (D-Laguna Woods) resigned on May 23 after suffering a stroke, and the Laguna Woods City Council appointed Joe Rainey (R-Laguna Woods) to fill the remainder of his term, which expires in November.  Hack had served on the City Council since the founding of Laguna Woods in 1999.   Additionally, voters recalled Andrew Hamilton (R-Lake Forest) on January 2 and elected Tom Cagley (R-Lake Forest) to fill the remainder of his term, which expires in November.  Hamilton had been first elected to the Lake Forest City Council in 2014.

Today: Mark McCurdy of Fountain Valley

In an email released by the City, McCurdy cited a new job outside of the area, writing:

“At this time, I find it necessary to secure employment outside the area, and having no other option, to effective immediately, step down from my position serving on the City Council. It has been an honor to serve the citizens of Fountain Valley and, for that I will always be grateful.”

Just six weeks ago, McCurdy had been passed over for Mayor by his Council colleagues despite the Fountain Valley City Council’s long tradition of seniority dictating that it was McCurdy’s turn to be Mayor; he had similarly been passed over for Mayor Pro Tem the year before.   McCurdy had previously served as Mayor Pro Tem in 2012 and Mayor in 2013.  First elected to the Fountain Valley City Council in 2010, McCurdy had been the top vote-getter in 2014 (which broke his tie in seniority with Councilman Michael Vo, who became Mayor six weeks ago).

The Fountain Valley City Council will decide whether to appoint a replacement Councilmember or hold a special election to fill the remainder of McCurdy’s term, which expires in November.

October 2017: Josh Wilson of Los Alamitos

In October, Wilson resigned from the Los Alamitos City Council citing a new job as a credit union executive in Montana.  Wilson had been first elected to the Council just 11 months earlier when he had been the top vote-getter, surpassing two incumbents and unseating Councilman Dean Grose.  In a statement released by the City, Wilson said:

“Reaching the decision to leave Los Alamitos was difficult. I am sincerely appreciative of the community’s support and I am proud of my service to the city. I have the utmost confidence that Los Alamitos will continue to thrive under the leadership of the City Council and the dedication of the city staff.”

The Los Alamitos City Council appointed Mark Chirco (NPP-Los Alamitos) in December to replace Wilson.  Chirco will serve until the November election, when voters will elect a replacement to serve the remainder of Wilson’s term, which expires in 2020.

November 2017: Steve Hwangbo of La Palma

First elected in 2010, Hwangbo was the top vote-getter in his 2014 re-election to the La Palma City Council.  A rumored Republican candidate for the 65th Assembly District to challenge Assemblywoman Sharon Quirk-Silva (D-Fullerton), Mayor Pro Tem Hwangbo instead resigned from the City Council in November exactly one year to the day before term limits would have ended his Council service.  Hwangbo cited “personal reasons” according to a City press release.  He had been Mayor in 2013 and had been widely expected to become Mayor in 2018.  In an email to the Orange County Register, Hwango wrote:

“It was truly an honor and privilege to represent and serve fellow La Palma citizens for last seven years.”

The La Palma City Council appointed Kathy Flachmeier (NPP-La Palma) two weeks ago to replace Hwangbo.  She will be sworn into office tomorrow and will serve the remainder of Hwangbo’s term, which expires in November.

December 2017: Jerry Slusiewicz of Laguna Niguel

First elected to the Council in 2012, Slusiewicz had just been re-elected in 2016.  This year, Mayor Slusiewicz had challenged the legitimacy of a $410,000 contract overrun while he himself was accused of abusing his power as Mayor of Laguna Niguel to intimidate City staff and residents.  Consequently, the City Council threatened to remove Slusiewicz as Mayor.  Instead, he stepped down as Mayor in August but planned to remain on the Council.  However, in December, Slusiewicz resigned from the Laguna Niguel City Council after a bizarre incident in which his office window was damaged by an unknown object, possibly a bullet.  In a statement released by the City, Slusiewicz said:

“Serving the citizens of Laguna Niguel has always been a tremendous privilege and I am grateful to the taxpayers who twice elected me as their advocate. Yet my greatest commitment has always has been to my family and my highest honor serving as a husband and a father. Their safety is my top priority, and this has shaken us to the core. Considering the events of the last 48 hours, we have decided as a family that it would be unwise for me to remain on the City Council.”

Two weeks after Slusiewicz’s resignation, the Laguna Niguel City Council appointed former Mayor and current Orange County Board of Education Trustee Linda Lindholm (R-Laguna Niguel) to fill Slusiewicz’s seat until the November election, when voters will elect a replacement to serve the remainder of Slusiewicz’s term, which expires in 2020.  Planning to retire from public office by the end of 2018, Lindholm has already stated she will not be a candidate for either the Council seat or her Board of Education seat.

Who is Robyn Nordell?  She is an Orange County homeschool mother and advocate, a pastor’s wife, a tireless advocate for open and transparent government, a social and fiscal conservative and one of the most talented, honest, brightest and kind persons I know.  Robyn does not get paid one penny for her work in researching candidates and ballot propositions / measures, putting together her voter recommendations and publishing them on her web site.  Plus she is gracious to publish others voter recommendation lists (like my own) even when we make recommendations different from her own. She is a Patriot!

Special Election Qualifies for North Orange County Community College District Trustee Area 3

On June 30, North Orange County Community College District Trustee Donna Miller (D) resigned just seven months after being re-elected to a four-year term.

Five people applied to fill the vacancy in Trustee Area 3, including Daniel Billings (NPP) and Buena Park Library District Trustee Al Salehi (NPP).  The NOCCCD Board appointed Billings unanimously on August 25.  Billings would hold the seat until November 2016, when the seat would be up for a two-year short-term election.  The seat would then resume a regular four-year term in the November 2018 election.

Salehi then circulated a petition under Education Code 5091, which allows an appointment to be invalidated by a petition of 1.5% of registered voters submitted within 30 days of the appointment, which would then trigger a special election.  (1.5% of registered voters in NOCCCD Trustee Area 3 is 799 valid signatures.)

County Superintendent of Schools Al Mijares (R) must call the special election for a Tuesday within 130 days of certification of the petition (which occurred on Tuesday), so the special election for NOCCCD Trustee Area 3 will likely take place in late January or early February (no later than Tuesday, February 9).

NOCCCD Trustee Area 3 consists of the entire City of La Palma, most of the City of Buena Park, City of Cypress north of Orange Avenue, and two portions of Anaheim (one north of Ball Road and west of Beach Boulevard; the other north of La Palma Avenue and west of Magnolia Avenue).

Besides Salehi, rumored candidates include 21-year-old Centralia School District Trustee Connor Traut (D), Centralia School District Trustee (and former La Palma Councilman) Henry Charoen (R), La Palma Councilman Steve Hwangbo (R), and Anaheim Union High School District Trustee (and former La Palma Councilman) Brian O’Neal (R).  (Update 10/27: This list inadvertently left off Billings; OC Political regrets the error.  O’Neal sent an irate email denying any interest in the seat.)

In both 2012 and 2014, Salehi came in fourth out of eight for Buena Park City Council after moving into the city in 2010.  He won 2.4% of the vote when he came in fourth in the primary for the 45th Congressional District (on the other side of the county, where he had zero name ID) behind now-Congresswoman Mimi Walters (R), Drew Leavens (D), and now-Mission Viejo Councilman Greg Raths (R).

If the election is conducted as an all-mail ballot election (aka all absentee ballot election), NOCCCD taxpayers would pay $168,000-$197,000 for the costs of the election.

Termed Out City Councilmembers Eyeing School and Water Boards

In the era of term limits, many City Councilmembers run for higher office while others seek to extend their political lives by running for lower office.  As we peer into candidate filing, there are at least three City Councilmembers are exercising the option to do the latter.

La Palma City Councilman Henry Charoen, Garden Grove City Councilwoman Dina Nguyen, and Newport Beach City Councilwoman Leslie Daigle

  • La Palma City Councilman Henry Charoen has pulled (and filed) papers for the Centralia School District
  • Garden Grove City Councilwoman Dina Nguyen has pulled papers for Orange County Water District, Division 1
  • Newport Beach City Councilwoman Leslie Daigle has pulled papers for Orange County Water District, Division 5

Charoen and the Centralia School District

Charoen (R) is prepared for this campaign for Centralia School District, transferring nearly $30,000 into his school board account from his Assembly account after he opted not to seek the AD-65 seat.  $30,000 pays for a lot of voter contact in a district as tiny as Centralia, plus he has significant name ID in the La Palma portion of Centralia.  He also teaches at UCI.  At this point, Charoen is the only one who has actually filed.

Incumbent Lisa Jordan (R) has pulled papers, as has appointed incumbent Kevin Sequeira (R).  73-year-old incumbent Irv Trinkle (R) has not pulled papers, and I’ve heard conflicting rumors about him, with some saying he’s retiring and others saying he’s running for re-election (Trinkle’s campaign web site was last updated in the spring).

Former Centralia Board Member Art Montez (D) pulled papers for both Centralia and the Buena Park Library District.  Jordan beat Montez by 64 votes in 2010 when Montez was an incumbent.  Montez lost by 5% in 2012 in an unsuccessful bid to return to the Board.  If Montez files and loses for a third consecutive time, he risks going from former Board member to perennial Board candidate.  He has to either sit this one out or win his old seat back in order to avoid that fate.  He probably shouldn’t file for both the Centralia School District and the Buena Park Library District, lest he suffer the fate of former Water Board Director Douglas Chapman, who lost both races when he ran for two seats in 2012.

Though an experienced field of elected officials have pulled papers in Centralia, the first person who pulled papers was 20-year-old Chapman University student Connor Traut (D) who moved to Anaheim a few months ago from Ladera Ranch, where he was a member of the Ladera Ranch Civic Council.  Traut is an acolyte of Anaheim Councilman Jordan Brandman (D).  (Brandman allies seem to be popping up in different Anaheim school board seats, as D.R. Heywood (D) has pulled papers in the Anaheim City School District.)

Nguyen and Orange County Water District Division 1

Nguyen (R) appears to be unopposed for the Division 1 seat in the Orange County Water District.

In total, the OCWD Board has ten members: seven directly-elected and three appointed by City Councils (Anaheim, Fullerton, and Santa Ana). Incumbent Kay Barr is the only directly-elected Democrat on the OCWD Board.  The other six directly-elected members are Republicans.  Of the three appointed positions, Anaheim appointed Harry Sidhu (R), Fullerton appointed Jan Flory (D), and Santa Ana appointed Vincent Sarmiento (D).

Barr is retiring, and Nguyen is the only candidate who has pulled papers.  Dina Nguyen made an ill-fated bid for Orange County Supervisor against Janet Nguyen (R) in 2008.  Barr and both Nguyens served on the Garden Grove City Council: Barr from 1962-1970 and 1974-1978, Janet Nguyen from 2004-2007, and Dina Nguyen from 2006-present.  Barr has been an OCWD Board Member since 1979.  At 35 years, Barr’s exit ends the longest tenure by a single person in the 81-year history of OCWD.

(For the record, I am not related to either Dina Nguyen or Janet Nguyen.  The last name Nguyen is held by 36% of Vietnamese people.)

Daigle (R) is challenging incumbent Orange County Water Board Member Steve Sheldon (R).  Sheldon was appointed to the OCWD Board in 2005 and won 71% of the vote in his 2006 bid for a full term against termed out Newport Beach City Councilman Tod Ridgeway (R).  Presumably, Daigle does not plan to suffer the same fate as Ridgeway.  She does have significantly higher name ID than Ridgeway did thanks in part to her ill-fated run for AD-74 when she challenged Allan Mansoor in 2012.  She fared slightly better in OCWD Division 5 than in the rest of the district, winning 25.3% of the vote (as opposed to her districtwide total of 23.8%).

I was working on a database of the part affiliation of all Orange County local elected officials. Finally, I have completed the project with all of the special districts and county seats being added. I also fixed some errors in the previous versions (here, here, and here) and have combined the database into one post.

2012 City Council Party Affiliation Post

Chris Nguyen did a great job putting together a local database of all party affiliations for candidates running for local office. I thought that I would take the time to expand on his post and show a database of all Orange County Councilmembers (Also OC Board of Supervisors) that will be serving on City Councils starting next month and what party they are affiliated with.

How Well Did the OC Register’s Endorsements Go?

This year marked the first time that The Orange County Register endorsed candidates for office.  While the paper has endorsed for or against ballot measures on a regular basis, this was the paper’s first foray into endorsing City Council candidates.

On statewide ballot measures, The Register went 10-1 (91%) with Orange County voters but 7-4 (64%) with California voters.

On local ballot measures, The Register went 7-14 (33%) with the voters.

I’ll still be number crunching over the next days and weeks, but despite what looks like a dismal endorsement record, it appears The Register was actually middle of the pack on their endorsement success rate in Orange County.

You may have seen my prior post entitled, “Republican? Democrat? Independent?  The Partisan Affiliations of Everyone Running for Everything in Orange County.” In an effort to bring more information to voters, here is my humongous grid of endorsements, showing endorsements from the Democratic Party of Orange County, the Democratic Foundation of Orange County, the Orange County Register, the Republican Party of Orange County, the California Republican Assembly, the Lincoln Club of Orange County, Atlas PAC, and Family Action PAC.

Regrettably, I’ve been unable to find a comprehensive, countywide listing of chamber and union endorsements.
