Ballot designations are the only piece of information that appear directly on the ballot other than a candidate’s name (and sometimes, political party).
Yesterday was OC Political’s coverage about OC’s worst ballot designations. Today, we’ll talk about OC’s best ballot designations.
As noted yesterday, “One of the most important things a candidate does in a California election may well be selecting a ballot designation. That short phrase below a candidate’s name is the very last piece of information that every voter sees before casting their ballots. Additionally in low-profile races, that short phrase could well be the only piece of information that voters see about a candidate before casting their ballots. California’s unique ballot designation system has even received coverage in the national press, such as this 2016 article in The Hill.”
Just a reminder, appearance on this list has nothing to do with whether the candidate is great or terrible, whether the campaign is well-run or poorly-run, whether the campaign is well-funded or underfunded, or whether I personally like the candidate or hate the candidate; it’s simply commentary on their ballot designation.
(Sadly, this post won’t be anywhere near as funny as yesterday’s post on OC’s worst ballot designations.)
Elected officials’ ballot designations are an inherent advantage, so this article excludes the designations of elected officials. Even in the worst years of anti-incumbency, incumbency remains an inherent advantage. Incumbents win 90% of the time typically, and even in anti-incumbent years, we still see 75% of incumbents re-elected.
Also as with the list of worst ballot designations, we will not be including statewide races, partly because Brenda Higgins and Craig Alexander have been beating the dead horse of the Governor’s race this morning on OC Political (and the past month) and partly because we didn’t include statewide races on the worst ballot designation list. We are only covering County seats or State/Federal districts that include OC. Without further ado:
OC’s Ten Best Ballot Designations (for Non-Incumbents/Non-Elected Officials)
- Orange County Undersheriff (Don Barnes in the Sheriff’s race)
It doesn’t get much better than this when you’re running for Sheriff. This is as close to an incumbent ballot designation as it gets.
- Deputy Assessor (Richard B. Ramirez in the Assessor’s race)
This is a great ballot designation when you’re running for Assessor. Unfortunately, for Ramirez, there is someone with a much better ballot designation in the race: Orange County Assessor Claude Parrish. (Parrish’s designation just wasn’t eligible for this list since we are excluding the designations of elected officials.)
- University Dean/Professor (Lisa Sparks in the County Board of Education, Trustee Area 5)
Everyone running for school board wants an education-related ballot designation. However, “University Dean” is one of the most impressive ones available, showing both teaching and leadership experience at the highest levels of education. The only better ones I’ve ever seen are “University President” (David Boyd when he first ran for County Board of Education, Trustee Area 2 in 2010) and iterations of Superintendent.
- Retired Fire Captain (Joe Kerr in the 4th Supervisorial District)
Voters respect firefighters. Fire Captain shows leadership experience. Kerr’s tough battle is two of his opponents are mayors and two are councilmembers; it’s just their designations weren’t eligible for this list since we are excluding the designations of elected officials.
- Victims’ Rights Attorney (Brett Murdock in the District Attorney’s race)
Voters have great sympathy victims and great respect for victims’ rights, and few offices are better-equipped to help victims than the District Attorney. Unfortunately for Murdock, two of his opponents have better ballot designations: Orange County District Attorney and Orange County Supervisor/Attorney. (Their designations just weren’t eligible for this list since we are excluding the designations of elected officials.)
- FBI Advisor/Attorney (Omar Siddiqui in the 48th Congressional District)
This one is intriguing. In yesterday’s worst ballot designations, I wrote “Unless you’re running for Attorney General, Superior Court Judge, or District Attorney, there is no value in using attorney as your ballot designation: think about all the insulting things people say about attorneys. There are some modifiers that make great exceptions…” Well, FBI Advisor/Attorney is a great exception. It makes Siddiqui look almost like a prosecutor, and voters love prosecutors. (Though Siddiqui’s ballot designation is strong, his problem is how much better-funded his four opponents are, including the incumbent.)
- Fraud Investigator/Businessman (Russell Rene Lambert in the 46th Congressional District)
This one is also intriguing. A “Fraud Investigator” has a certain degree of expertise. It lends itself well to a government reformer message. Unfortunately, for Lambert, party registration is very slanted against him in his district for this partisan seat and the fact that there is someone with a much better ballot designation in the race: United States Congressmember Lou Correa. (Correa’s designation just wasn’t eligible for this list since we are excluding the designations of elected officials.)
- Orange County Business Owner (Scott Baugh in the 48th Congressional District and Greg Haskin in the 72nd Assembly District)
This is a different spin on the usually strong ballot designation of Small Business Owner. Adding “Orange County” makes it clear the candidate’s business is in Orange County, so they’re employing people locally. The challenge for Republicans Baugh and Haskin is each of them are facing off against a Republican elected official: Congressman Dana Rohrabacher and Councilman Tyler Diep; plus there are well-funded Democrats for both seats. (Rohrabacher and Diep’s designations just weren’t eligible for this list since we are excluding the designations of elected officials.)
- Entrepreneur/Company President (Josh Lowenthal in the 72nd Assembly District)
There’s some good advice going on in the 72nd Assembly District when two of the candidates make this list and a third was simply ineligible because we are excluding the designations of elected officials. With Company President, FreeConferenceCall.com President Josh Lowenthal has conveyed to voters that he is not only a businessman but a rather successful one, and with the Entrepreneur portion, he’s showing he’s a self-made businessman.
- Technology CEO/Entrepreneur (Rachel Payne in the 48th Congressional District)

We’re live from the OC GOP Central Committee meeting, where three endorsements are being considered:
- Tim Shaw (R-La Habra) for Orange County Board of Supervisors, 4th District
- Mari Barke (R-Rossmoor) for Orange County Board of Education, Trustee Area 2
- Lisa Sparks (R-Newport Beach) for Orange County Board of Education, Trustee Area 5
The Barke and Sparks endorsements for County Board of Education are expected to be fairly quick since Barke is the sole Republican challenging incumbent David Boyd (NPP-Costa Mesa) and Sparks is the sole Republican running to replace the retiring Linda Lindholm (R-Laguna Niguel).
Shaw’s endorsement request for Fourth District Supervisor will be the most hotly contested, as Councilwoman Lucille Kring (R-Anaheim) is also running. Shaw is on the agenda because a majority of the members of Central Committee signed his petition to have his endorsement request heard. In order to actually be endorsed requires a 2/3 vote of the Central Committee.
Emails to the Central Committee have already flown back and fourth on the Fourth District. Kring has been accused of breaking her word to the Central Committee by voting for the Transient Occupancy Tax (TOT, also known as Hotel Tax) subsidy of $158 million for businesses in the Anaheim resort district and accused of accepting campaign contributions from public employee unions; and even quoting a 2016 OC Register editorial calling Kring “patently dishonest.” Shaw has been accused of supporting a 0.5% sales tax increase and an extension of a 4.5% utility tax (in lieu of an expiring 6% utility tax).
7:00 PM: After the invocation and Pledge of Allegiance, various elected officials are introduced followed by an update from the College Republicans.
7:25 PM Before the endorsements, there are three speakers:
7:54 PM: Speeches are complete. Endorsements will now begin.
7:55 PM: Mark Bucher moves and Chris Norby seconds the endorsements of Barke and Sparks for Orange County Board of Education.
7:56 PM: Scott Peotter moves to call the question when no one says they wish to speak in opposition.
7:57 PM: Both the Peotter and Bucher motions pass unanimously, so BARKE AND SPARKS ARE ENDORSED FOR ORANGE COUNTY BOARD OF EDUCATION.
7:58 PM: Mary Young moves and Andy Whallon seconds the endorsement of Tim Shaw for Supervisor.
7:58 PM: John Moorlach speaks in favor of endorsing Shaw. He cites Shaw’s service on the La Habra City Council, as Vice Chair of OCTA, and on the Orange County Sanitation District. He argues if Shaw had run for the 29th Senate District in 2016, Shaw would have beat Josh Newman.
7:59 PM: Deborah Pauly speaks in opposition to endorsing Shaw. She speaks to the importance of opposing tax increases. She spoke of 10 years ago how he was supporting a 0.5% sales tax increase in La Habra, which at the time was in the same Assembly District as Pauly’s home of Villa Park. She spoke of his serving as Treasurer of the ballot measure committee to extend the utility tax in La Habra.
8:02 PM: Shaw argues the measure would have lowered utility taxes. He states he was not involved in the sales tax effort.
8:03 PM: Chairman Fred Whitaker notes that there are two Republicans running for the seat: Shaw and Anaheim Councilwonan Lucille Kring.
8:05 PM: Chris Norby says he is personally endorsing Shaw but sees no reason for the Central Committee to endorse one Republican over another. He notes when he was elected to the same Supervisorial seat, the Central Committee endorsed neither Norby nor incumbent Republican Cynthia Coad. He would rather see which one advances to the run-off in November.
8:07 PM: Craig Young asks about the filing deadline and endorsement vote threshold.
8:08 PM: Chairman Whitaker explains that the filing deadline is March 9 but no other Republicans are known to be considering the seat. The endorsement threshold is 2/3 of those present and voting, so abstentions lower the number of votes needed to reach 2/3.
8:09 PM: The voice vote is too close, so a standing vote is called.
8:10 PM: The vote to endorse Shaw is 24-9 (22 is necessary to reach 2/3), so SHAW IS ENDORSED FOR ORANGE COUNTY SUPERVISOR, 4TH DISTRICT.
8:11 PM: In the 74th Assembly District, John Warner announces that Will O’Neill has been recommended by the 74th District Caucus to replace Warner, who is resigning from the Central Committee due to his time constraints as President of the Lincoln Club.
8:12 PM: Jon Fleishman moves and Brett Barbre seconds to confirm O’Neill to the Central Committee vacancy.
8:13 PM: O’Neill confirmed unanimously.
8:14 PM: Various officer reports are presented, including a lengthy discussion and approval of the 2018 operating budget.
8:27 PM: Various club reports are presented.
8:37 PM: Meeting adjourned in memory of Peter Moriarty, founding President of VetsROC.

An education revolution has been brewing in Orange County. We’re seeing massive change in Orange County thanks to charter schools, the Parent Trigger Law, and litigation against compulsory union dues by the California Teachers Association. I’m going to do a three-part series on this.
Charter schools are a recognition that one-size-fits-all does not work for all students. There needs to be competition because some students need a different kind of school, just like there are many different types of colleges and universities.
Despite Orange County’s conservatism, the education community has long known Orange County as an anti-charter school county. It’s not the voters who were anti-charter school. It was the school board members.
The 2007-2008 Grand Jury even issued a report where they recommended, “The chartering authorities should follow the intent of the legislature by encouraging the establishment of charter schools by granting more charter school petitions provided they meet the State requirements.”
At the time of the Grand Jury report, there were 11 charter schools in Orange County. Over the next six years, just three new charters were approved. Keep in mind there are 29 chartering authorities in Orange County: the Orange County Board of Education and the 28 local school districts.
Here’s what the state of charter schools looked like in May 2014. This shows Orange County’s four neighboring counties, plus tiny Humboldt County.

Then in June 2014, with assistance from the California Charter Schools Association, South County voters tossed the County Board of Education’s most virulent anti-charter school member, 32-year incumbent Liz Parker, who to the surprise of many, was a registered Republican. By a 57%-43% margin, the voters sent in Linda Lindholm to replace Parker.
Things have changed significantly for charter schools in Orange County since Lindholm replaced Parker. We have overtaken Humboldt County. Local school districts got the message and approved two more charter schools in the latter half of 2014. In the first half of 2015, the Orange County Board of Education approved another two charter schools. Orange County has grown its charter schools to 19, still a bit behind Riverside and far behind San Bernardino, and way, way behind San Diego and Los Angeles Counties (even when adjusting for population).
As I noted in a post a month ago:
Trustee Ken Williams, elected in 1996, has a voting record generally supportive of charter schools. Trustee Robert Hammond, elected in 2012, has a voting record consistently supportive of charter schools. Between 2012-2014, Williams and Hammond often found themselves on the losing ends of 3-2 votes on charter school applications. Lindholm’s victory in unseating Liz Parker shifted the Board to a pro-charter school majority. To their credits, Trustees Jack Bedell and David Boyd, along with the Orange County Department of Education staff, recognized the sea change delivered by the voters. Staff reports for both Vista Heritage and CCPA have recommended approval of the charter schools. Bedell and Boyd joined a unanimous vote in favor of Vista Heritage’s application and are expected to join a unanimous vote for CCPA.
The Orange Unified School District provisionally approved a charter school in May by a 5-2 vote. Unfortunately, due to absences, the OUSD Board’s vote on final approval was 3-2, one vote short of the necessary four votes. That charter school, Unity Middle College High School, has appealed to the County Board of Education with a vote expected in August. Considering OUSD’s rejection wasn’t a real rejection, and was more of a fluke, we should expect Orange County’s 20th charter school before the close of summer.

In what should be a rather lengthy meeting, the Orange County Board of Education will be meeting today to consider a number of lengthy items.
First on their discussion calendar is Item J-1, which is the application of the College and Career Preparatory Academy (CCPA) for a charter school. The staff report recommends approval of the charter school. The CCPA charter school application is the second request and the first direct application to the Orange County Board of Education since the election of Trustee Linda Lindholm last year. Four months ago, the Vista Heritage Charter Middle School won 5-0 approval from the Orange County Board of Education when it appealed a 4-1 denial by the Santa Ana Unified School District Board of education (Trustee Ceci Iglesias was the sole vote at SAUSD in favor of Vista Heritage).
Lindholm’s victory over eight-term incumbent Liz Parker marked a critical shift for the County Board of Education. Parker who voted for charter school petitions once in a blue moon led a Board majority that rarely approved charter school petitions. Orange County’s hostility to charter schools was bizarre considering our neighboring counties all had many times more charter schools (even when adjusting for population) and the pro-charter school stance of the majority of Orange County residents.

Trustee Robert Hammond, elected in 2012, has a voting record consistently supportive of charter schools. As the Orange County Register noted:
While California is a nationwide leader in both the number and growth of charter schools and students attending them, Orange County is lagging. The state, according to a recent National Alliance for Public Charter Schools study, welcomed in nearly 90 new charter schools this academic year, giving a total of 1,184 – an amount nearly double that of the next-closest state in line, Florida, home to only 653.
Statewide, the study puts estimated enrollment at almost 550,000 students.
Orange County has only 16 charters – two of them limited to what is called “nonclassroom based” study, where less than 80 percent of instruction is onsite. Los Angeles County, meanwhile, has 355 charter schools. The Inland Empire has 63.
We are, in other words, remarkably deficient in providing educational choice.
Item J-3 is a “Statement Regarding the Common Core Math Standards” drafted by Trustees Lindholm and Bedell.
At 12:30 PM, Item G-4 will be a public hearing regarding the Fiscal Year 2015-16 budget. (Oddly, the actual text of the budget was not part of the agenda packet online.)

Chris Nguyen posted a humongous grid of endorsements that broke down all the major organizations and what candidates they endorsed for non-partisan offices in Orange County. You can take a look at his humongous grid of endorsements here. As a follow-up I have done the math on how the endorsed candidates fared in the Tuesday election and have given credit to an organization for endorsing a candidate that either won outright or advanced to the November election.

Here is a guide to the abbreviations: OC GOP = Republican Party of Orange County, DPOC = Democratic Party of Orange County, CRA = California Republican Assembly, HJTA = Howard Jarvis Taxpayers Association, CWLA = California Women’s Leadership Association, OC Tax = Orange County Taxpayers Association, OCBC = Orange County Business Council, and CTA = California Teachers Association.
Anybody that got 75% and higher can be considered an organization with a valuable endorsement but the big winners from this election cycle were the California Women’s Leadership Association (Orange County Chapter) and the Howard Jarvis Taxpayers Association both of which managed to endorse no losers.

The Orange County Board of Education has agendized a discussion of the controversial Common Core curriculum for its meeting this morning. Under the information items proposed by Board members, the Board has the following on its agenda:
Board Policy 100-2 – All
Common Core – Boyd/All
Brown Act – Boyd
Williams’ OC Register Editorial – Boyd
Oath of Office – Boyd/Parker
AB1266 Resolution – Hammond
(Boyd is Board President David Boyd, who represents the 2nd District. Hammond is Robert Hammond, who represents the 1st District. Williams is Ken Williams, who represents the 3rd District. Parker is Elizabeth Parker, who represents the 5th District. The only member not mentioned on the list is Jack Bedell, who represents the 4th District. The district lines roughly follow those of the Supervisorial districts with a few exceptions, including a gerrymander to split the City of Costa Mesa, where both Boyd and Parker reside. Related to the Common Core discussion, the County Board of Education has also agendized a discussion on this OC Register op-ed on Common Core by conservative Board Member Dr. Ken Williams. (The Williams op-ed is one of the rare articles that is not behind the OC Register paywall.) Here are excerpts of the Williams op-ed:
As Obamacare implementation is the subject of national headlines, also in 2014, an equivalent tsunami will occur in America with a controversial national education curriculum arriving in our schools and classrooms. For practical purposes, it transforms and adversely impacts classrooms and removes parents and locally elected school board members from governing schools in their community.
Common Core is a one-size-fits-all program. It was paid for by the federal government – against federal laws that prohibit Washington from establishing national educational standards, testing and curriculum.
It’s similar to the current national health care debate. Common Core’s stealthy implementation by the Obama administration, national and state educational organizations and state governments keep parents and taxpayers in the dark.
…
Originally, 46 states voluntarily adopted Common Core with federal funding “Race-to-the-Top” grants. Conservative states such as Alaska, Nebraska, Virginia and Texas declined to adopt the standards. As opposition increased across the country, Indiana and Michigan recently dropped out under public or legislative pressure.
Here in California, Common Core was adopted by the State Board of Education in August 2010. A main objection to Common Core is it circumvents the ideals and concept of “local control.” In reality, an unelected, governor appointed, 11-member state board of education, decides without substantive debate. Local boards have little input or ability to change curriculum.
Local control of education has been hijacked specifically by unelected officials holding the purse strings in Sacramento; and in general by the federal government and national education organizations. Common Core dismisses the idealism of local control of education by parents, teachers and school boards laid out in the Northwest Ordinance by our founding fathers; it “dumbs down” academic standards; and huge financial costs are born by taxpayers to implement a national curriculum that is unfunded, and has never been tested or proven.

In today’s paper, the OC Register editorial board noted (sorry, this one is behind the paywall):
[Lance Izumi, director of education studies at the Pacific Research Institute] warned that state schools will shift in 2014 “from the rigorous state standards to less-rigorous Common Core standards. This is a sharp turn backward.” Common Core is a national program, sponsored by the National Governors Association and the Council of Chief State School Officers, to standardize school curricula nationwide. In California, for example, that means pushing the algebra requirement from eighth grade to ninth grade.
The Board will also be discussing AB 1266, which is described by the Privacy for All Students campaign (the effort to overturn AB 1266) as “a bill recently enacted by the California Legislature and signed by Governor Jerry Brown. The legislation creates the right of elementary and secondary school students to use sensitive sex-segregated school facilities such as showers, restrooms and locker rooms based on the student’s perceived gender identity rather than their actual sex. It’s the only legislation of this kind to have ever been enacted in the country.”
The County Board of Education traditionally met on Thursdays, but moved their meetings to Wednesdays, effective with their previous meeting. They’re scheduled to meet at 8 AM today in their Board room at 200 Kalmus Drive in Costa Mesa.

I was working on a database of the part affiliation of all Orange County local elected officials. Finally, I have completed the project with all of the special districts and county seats being added. I also fixed some errors in the previous versions (here, here, and here) and have combined the database into one post.

As promised, I have now put together a database for the School Board members and their party affiliation based on who will be serving post election. Based on results in a couple of races being close, this list may change before it goes up on the website permanently.
If anybody reading this finds an error (like the situation where I thought Wendy Leece ran unopposed for NMUSD) please let me know so I can fix it.
