Who is Robyn Nordell? She is an Orange County homeschool mother and advocate, a pastor’s wife, a tireless advocate for open and transparent government, a social and fiscal conservative and one of the most talented, honest, brightest and kind persons I know. Robyn does not get paid one penny for her work in researching candidates and ballot propositions / measures, putting together her voter recommendations and publishing them on her web site. Plus she is gracious to publish others voter recommendation lists (like my own) even when we make recommendations different from her own. She is a Patriot!

Under California law, the deadline for filing for most offices was this past Friday, August 12. However, in races where there is an eligible incumbent who chose not to file for re-election, non-incumbents received an extra five days to file. Consequently, the deadline for non-incumbents to file has been extended until 5:00 PM on Wednesday, August 17 for 20 races for college board, school board, and special districts. None of these require nomination signatures, so a prospective candidate could literally pull and file papers in the final minutes before 5:00 PM on August 17.
Three of these contests actually have more seats than candidates. In other words, there aren’t enough candidates for these races, so anyone who files will go unopposed, but at this point, if no one else files, these three districts will have vacancies:
There’s an additional five contests where the number of seats equal the number of candidates. In other words, if no one else files, all of these candidates will be elected unopposed:
Looking at the list below, some of you may be wondering why Rancho Santiago Community College District, Trustee Area 1 is not listed. In that case, incumbent Jose Solorio (D) actually resigned from the seat, so there is no incumbent. When there’s no incumbent at all, there’s no extension.
For those of you who are curious
Here’s the complete run-down on the 20 contests where filing has been extended to 5:00 PM on August 17 because at least one incumbent failed to file, giving non-incumbents an extra five days to file:
- North Orange County Community College District, Trustee Area 2
- Incumbent Leonard Lahtinen (D) did not file for re-election, opting instead to run for Anaheim City Council. Three candidates have pulled and filed papers to replace him so far:
- Centralia School District Trustee Art Montez (D), who was on the Centralia Board from 1998-2010, when he was defeated for re-election, lost a 2012 bid to return to the Board, and then finally returned to the Centralia Board in the 2014 election, but he’s already looking for another office just two years later
- College Educator Ed Lopez (?)
- Businesswoman/Student Ann-Marie Stinson (D)
- North Orange County Community College District, Trustee Area 7
- Incumbent Tony Ontiveros (R), the only Republican on the North Orange County Community College District Board, did not file for re-election. Only one candidate has pulled papers to replace him:
- Attorney Barry Wishart (D), who served on the North Orange County Community College District Board from 1985 until his resignation in December 2001, three years into his fourth term
- Capistrano Unified School District, Trustee Area 3
- Incumbent John Alpay (R) did not file for re-election, opting instead to run for South Orange County Community College District. Only one candidate has pulled papers to replace him:
- Public Information Officer Laura Ferguson (R), who is the PIO for the City of San Clemente
- Irvine Unified School District
- There are three incumbents up for re-election: Paul Bokota (D), Lauren Brooks (R), and Michael Parham (R). Bokota and Brooks filed for re-election, but Parham did not. In addition to Bokota and Brooks, four other candidates have pulled and filed papers:
- Irvine Businesswoman/Parent Betty Carroll (NPP)
- Army Captain/Parent Mark Newgent (?)
- Irvine Businesswoman/Parent Naz Hamid (D)
- Attorney Geri Zollinger (D)
- Laguna Beach Unified School District
- There are two incumbents up for re-election: William Landsiedel (R) and Jan Vickers (D). Vickers filed for re-election, but Landsiedel did not. In addition to Vickers, two other candidates have pulled and filed papers:
- Constitutional Lawyer/Author Howard Hills (R)
- Community Volunteer Peggy Wolff (D)
- Orange Unified School District, Trustee Area 6
- Incumbent Mark Wayland (R) did not file for re-election. Three candidates have pulled papers to replace him:
- Child Care Supervisor Nicole Baitx-Kennedy (NPP), the only one who has filed papers so far
- Realtor Jeremy Wayland (R), the retiring incumbent’s son
- Danielle Jacobs (R), who is director of operations for Sheldon Development, LLC, run by Orange County Water District Director Steve Sheldon (R)
- Saddleback Valley Unified School District
- There are three incumbents up for re-election: Ginny Fay Aitkens (D), Amanda Morrell (R), and Suzie Swartz (R). Morrell and Swartz filed for re-election, but Aitkens did not. In addition to Morrell and Swartz, five other candidates have pulled papers:
- Retired Educator Edward Wong (NPP)
- Teacher Bill Yarrington (R)
- Water Agency Manager Mark Tettemer (R), a former Lake Forest City Councilman who retired in 2012 after two terms to pursue a Master of Public Administration
- School Maintenance Specialist David Johnson (?)
- Businessman Theo Hunt (D)
- Santa Ana Unified School District
- There are three incumbents up for re-election: Jose Hernandez (NPP), Cecilia Iglesias (R), and Rob Richardson (R). Iglesias filed for re-election, but Hernandez and Richardson did not. In addition to Iglesias, seven other candidates have pulled papers:
- Recreation Program Coordinator Gloria Alvarado (D)
- Attorney/Santa Ana Commissioner Bruce Bauer (D)
- Teacher/Parent Rigo Rodriguez (?)
- Supervising Social Worker Alfonso Alvarez (D)
- Congressional Liaison/Parent Bea Mendoza (D), who works for Congresswoman Loretta Sanchez (D)

- There are two incumbents up for re-election: Bridget Kaub (R) and Brian Rechsteiner (R). Kaub filed for re-election, but Rechsteiner did not. In addition to Kaub, three other candidates have pulled papers:
- Retired Elementary Principal Ann Sullivan (AI)
- Rob Fishel (NPP)
- Elementary Teacher/Parent Karrie Burroughs (R)
- Ocean View School District
- There are two incumbents up for re-election: Gina Clayton-Tarvin (D) and Debbie Cotton (R). Clayton-Tarvin filed for re-election, but Cotton did not. In addition to Clayton-Tarvin, only one other candidate has pulled and filed papers:
- Social Worker Amalia Lam (D)
- Westminster School District
- There are two incumbents up for re-election: Jamison Power (D) and Amy Walsh (R). Power filed for re-election, but Walsh did not. In addition to Power, two other candidates have pulled and filed papers:
- Attorney/Business Owner Karl Truong (?)
- Educator/Entrepreneur Frances Nguyen (R), a former President of the Westminster Chamber of Commerce
- Capistrano Bay Community Services District
- No one has pulled papers for these two seats! There are two incumbents up for re-election: Ambrose Mastro (R) and Stephen Muller (R), the two Republicans on a board with one Democrat and two NPPs. Neither Mastro nor Muller filed for re-election.
- At this point, anyone who pulls and files papers will walk into elected office unopposed. If fewer than two people file for these two seats, the Orange County Board of Supervisors will appoint people to fill the vacancies.
- Emerald Bay Service District
- There are two incumbents up for re-election: William Hart (R) and John Marconi (R). Marconi filed for re-election, but Hart did not. In addition to Marconi, only one other candidate has pulled and filed papers:

- Surfside Colony Community Services District
- Incumbent Michael Farrell (NPP) did not file for re-election. Two candidates have pulled and filed papers to replace him so far:
- Retired Business Owner Rudy LaLonde (R)
- Linda Garofalo (NPP), ex-wife of former Huntington Beach Mayor Dave Garofalo (R)
- Three Arch Bay Community Services District
- No one has pulled papers for the third seat! There are three incumbents up for re-election: Alan Anderson (R), Elizabeth Gapp (R) and Gary Rubel (R). While Anderson and Rubel filed for re-election, Gapp did not. Only Anderson and Rubel have pulled and filed papers.
- At this point, anyone who pulls and files papers will walk into elected office unopposed. If a third person does not file for these three seats, the Orange County Board of Supervisors will appoint someone to fill the vacancy.
- Silverado-Modjeska Recreation and Park District
- There are two incumbents up for re-election: John Olson (D) and Chay Peterson (NPP). Neither Olson nor Peterson filed for re-election. Four candidates have pulled and filed papers:
- IT Consultant Steven Duff (D)
- Retired Educator Tara Saraye (D)
- Realtor/Artist/Parent Heidi Murphy-Grande (?)
- Dion Sorrell (D)
- Surfside Colony Storm Water Protection District
- No one has pulled papers for the second seat! There are two incumbents up for re-election: John Cahoon (L) and Stephen Rowe (D). While Rowe filed for re-election, Cahooon did not. Only Rowe has pulled and filed papers.
- At this point, anyone who pulls and files papers will walk into elected office unopposed. If a second person does not file for these two seats, the Orange County Board of Supervisors will appoint someone to fill the vacancy.
- South Coast Water District
- There are three incumbents up for re-election: Dick Dietmeier (NPP), Rick Erkeneff (R), and Wayne Rayfield (D). Erkeneff and Rayfield filed for re-election, but Dietmeier did not. In addition to Erkeneff and Rayfield, four other candidates have pulled papers:
- Retired Business Owner Bob Moore (R), a former South Coast Water District Director who lost a 2014 re-election bid after foolishly using a non-incumbent ballot designation
- Retired Project Manager Bob Oakley (R)
- Civil Engineer Douglas Erdman (NPP), who appears to be the son of South Coast Water District Director Dennis Erdman (R)
- Former South Coast Water District Director Richard Gardner (D), who lost a 2012 re-election bid seeks a return to his old seat after losing a 2014 bid to reclaim a seat on this board (or he might not seek a return since he has also pulled papers for Municipal Water District of Orange County, Division 7)
- Yorba Linda Water District
- There are two incumbents up for re-election: Michael Beverage (R) and Ric Collett (R). Collett filed for re-election, but Beverage did not. In addition to Collett, only one other candidate has pulled and filed papers:
- Retired Business Advisor Benjamin Franklin Parker (R)

I was working on a database of the part affiliation of all Orange County local elected officials. Finally, I have completed the project with all of the special districts and county seats being added. I also fixed some errors in the previous versions (here, here, and here) and have combined the database into one post.

Conventional wisdom suggests that the winner in AD72 will be the candidate who is best able to reach out to Democrat voters. Troy Edgar’s campaign has apparently really taken this to heart, as they seem to be rebuilding their campaign around a theme of RECYCLING.
And no, I don’t mean that in an effort to appeal to voters in Huntington Beach or Seal Beach that Edgar has organized Beach Cleanup Days or anything like that.
No. Instead, Edgar’s campaign has taken to recycling their Press Releases.
Now obviously saying this is an effort to attract Democrat voters is in jest, but just how stalled is the Edgar campaign that they’re already having to take to using old Press Releases – this past week they sent out a release announcing endorsements from local Mayors, the same release they first sent out on 4/18/12 — to insinuate continued momentum?
Compare that with Allen’s campaign.
- Van Tran comes on board with the Allen campaign as a Senior Advisor.
- Troy Edgar lies to the press about lying to the Federal Elections Commission.
- Allen’s campaign announces the endorsements of Joe Dovinh and Long Pham.
It is clear which campaign has momentum, and which candidate isn’t just stuck in neutral – but seems to be cruising in reverse.

OC Weekly’s Scott Moxley has once again exposed potential crimes by an OC Politician. For those you who are not aware of Moxley’s previous work, he is the same reporters that exposed disgraced Former Sheriff Mike Corona. Moxley was also the reporter that brought the Mike Duvall sex scandal to light.
It looks like once again, Moxley has manged to get the scoop and expose yet another politician’s dirty laundry.

Troy Edgar’s Missing Mailer Money
In January, for his now-defunct congressional campaign, Edgar produced and delivered an eight-page glossy mailer to 3,000 Southern California Republican power brokers. The objective was to win endorsements, raise contributions and frighten potential GOP opponents away from the race. As political literature goes, the piece wasn’t bad. It hailed his leadership skills, conservative policy stances and family values. To bolster credibility, District Attorney Tony Rackauckas declared on the front page of the brochure, “Supporting Troy Edgar for Congress was an easy decision.”
It might be a line the DA, who recently announced he’s seeking additional resources to prosecute corrupt public officials, will soon wish he hadn’t uttered because the brochure could be the centerpiece of two crimes. Let me explain.
Because of anti-public corruption concerns resulting from the Watergate scandal in the 1970s, federal campaign-finance laws require campaigns to publicly disclose major expenses. The rationale is that voters should know if a candidate is up to no good. According to records obtained by the Weekly, the power-broker brochure cost more than $5,668, but Edgar never complied with federal election rules to disclose the spending or reveal who paid for it.
Indeed, he disclosed 41 separate congressional-campaign disbursements but not this one—which also happened to be the committee’s largest expenditure.
Asked to explain, the candidate first said he is unfamiliar with that specific mailer because he has sent out “hundreds” of them. Later, he assured me the power-broker disbursement “absolutely shows up” on a disclosure report. When I told him it didn’t and asked him to resolve what happened, he replied he “printed it at home,” which is troubling because, as I write this column, I’m looking at a detailed invoice for the job from Sparta Graphics.

Troy Edgar’s horrendous history of supporting taxes and regulations has been covered pretty well by this and other blogs. Yet, I was still surprised to learn that in April of 2008, as a member of the Southern California Association of Governments (SCAG) Regional Council, Edgar voted to support S.1499, authored by Senator Boxer and co-authored by Senator Feinstein.
I have to wonder how a bill authored by Boxer and Feinstein did not raise any flags for Edgar. Either he knew the content of the bill and supported it. Or, he is incompetent and just showed up to receive his per diem and voted yes on every item. Either or, here is what S.1499 does and why Troy Edgar should have stood up and opposed it.
The bill would have given the EPA additional regulatory powers and instructed it to promulgate regulations requiring vessels which use U.S ports to reduce fuel sulfur content from 27,000 to 1,000 parts per million, by 2012. Why should have Troy Edgar opposed this legislation?
First, this legislation would have been extremely costly and had a devastating impact on the national economy. According to the Congressional Budget Office, the cost of complying with the low-sulfur regulations would cost $500 million in the first year and the cost would increase in subsequent years. Additionally, the regulations would have raised the cost of transporting goods and impacted U.S. international competitiveness. The emission standards would have required new and existing vessels to pay for expensive engine upgrades and technology upgrades. Furthermore, the Engine Manufacturers Association opposed the legislation because it is doubtful that the appropriate technology could have been adopted in time.
Second, the legislation was not necessary in most of the country. According to the Senate Committee Report for S.1499, “most American ports do not have air quality issues”. Some California ports do have a continued nitrogen oxide and particulate matter problem, but that is a regional issue. This legislation would have regulated all American ports and unfairly burden them regardless of air quality.
It is not surprising that S.1499 did not make it very far in Congress. The bill did not even make it out of the liberal controlled Senate. However, the bill reveled more about Troy Edgar’s values. If Troy Edgar is willing to support S.1499, I doubt there is a tax or regulation he will not support.

Troy Edgar got dubbed “Taxin’ Troy” because of his record of raising taxes and fees on his City Council. But the more we dig, the more we find that his record of tax and fee increases stretches well beyond just the City Council. Like so many people in local office, Troy Edgar loves serving in regional government. He’s served on most every Board, receiving most every stipend along the way, in Orange County. And he’s raised taxes and fees on most of them.
For those new to the party, here is a quick refresher on Troy Edgar’s taxin’ past.
1. Troy Edgar rejected the No New Tax Pledge.
2. Troy Edgar has voted for over a dozen new taxes and fees.
3. He is pushing for a massive utility tax increase in Los Alamitos. See Here and Here (The Howard Jarvis Taxpayers Association called it a “massive tax increase”, when Vallejo tried to do the same thing.)
Now new evidence shows Troy Edgar supporting even more tax expansions. In this case, Troy Edgar’s membership on the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy (RMC) is the culprit.
From looking at the meeting minutes, Edgar mostly shows up, votes yes on everything, collects his per diem, and calls it a day.
And by voting yes on everything, I mean everything. In May of 2010 for example, Edgar decided it was a great idea to support a resolution advocating for passage of AB 2554 (Brownley 2010). What is AB 2554 about?
AB 2554 conferred additional fee raising authority upon the LA Flood Control District. Basically, it made it much easier for the district to raise fees on tax paying homeowners within its boundaries.
Who opposed this massive tax increase?
As you would expect, the Howard Jarvis Taxpayers Association (HJTA) was opposed to the bill. In its opposition letter HJTA states,“Considering that Los Angeles County has a $2.4 billion General Fund budget and record $1 trillion on IRS property tax roll, there is plenty of money to go around. We simply do not see the need to authorize a new method to exact more money from the California taxpayer.”
In addition to HJTA, every Republican member of the legislature voted against it
Voting NO from the Orange County delegation:
Senate: Harman, Wyland, Correa (Yes, even OC Democratic Senator Lou Correa opposed the bill (Huff and Walters, ABS)
Assembly: DeVore, Hagman, Harkey, Miller, Norby, Silva, Tran
Again, Troy Edgar stands alone in supporting yet another massive tax expansion. With the Republicans’ Legislative Caucuses teetering on falling beneath the 2/3 threshold, sending Troy Edgar to Sacramento is a risk we just can’t afford. He’s just lived up to his name of “Taxin’ Troy” too many times.

Let’s get real. Since we’re down to name calling (hey, it’s politics), Taxin Troy Edgar is the REAL SQUISH in the 72nd Assembly Race — a true weasel according to everything we know about him. Let’s do some of Troy’s inventory:
Edgar, the self-labeled “Tax Fighter” has raised taxes at least TWELVE times while on the Los Alamitos City Council. As Mayor, Edgar has recently proposed a massive utility tax increase. When the city of Vallejo tried this same scheme Edgar is trying, the Howard Jarvis Taxpayers’ Association called it a “massive tax increase.”
November is all about taxes — who might raise them (and screw the Party along the way, as did Doris Allen) with a little arm twisting, or someone who’s signed Grover Norquist’s ATR Tax Pledge? Troy Edgar can’t be trusted in this area (ask his City Council colleagues and his legion of non-fans in Los Al) as he simply won’t sign with ATR — the “gold standard” when it comes to keeping one’s commitments. Nor will he adequately explain why. The proof above makes it obvious — Edgar lies about taxes, he’ll raise them as he chooses — his personal pledge is proven a lie by his history in Los Alamitos. Travis Allen signed the ATR Pledge without hesitation.
There’s more here Taxes, Lies. And Troy Edgar, and here where the Flash Report’s Jon Fleischman also discusses “the importance to taxpayers of being able to vote for candidates for office that are willing to pledge, in writing, that they will oppose tax increases” before Allen even entered the race. The Allen campaign won its place in the General Election with a set of very successful mailers: Travis Allen Sends Out Brutal Hit Piece On Troy Edgar, nailing the Edgar campaign with truths about its candidate and his ability to raise taxes in his small, struggling city.
It’s believed that Travis Allen wants this job, in part, to “give back” and use his significant financial skills (he owns a successful wealth management firm) to concentrate on the State’s financial mess. Troy Edgar appears to need this job — it looks like he’s “all in” with his personal funding of his campaign, and NO ONE can tell if his two businesses, Global Conductor and Global Conductor Construction (web site recently taken down) are generating any revenue. As these are both private businesses, no one can determine if Edgar’s really making what he needs to support himself and his latest family, much less fund a competitive political campaign that might cost a half million dollars. Does the District need a pogue, or someone who’ll never raise taxes, and not fold the minute a Democrat approaches him with a deal?
Real Conservatives like Travis Allen don’t propose multi-million dollar elevated maglev trains to run through your town. Troy Edgar’s resume includes his role a few years ago as Vice Chairman of the Orangeline Development Authority, a Joint Powers Authority which includes cities of notoriety like Cudahy, Bell, Vernon, Bell Gardens, Bellflower, Cerritos, Maywood and a handful of others that wanted to commandeer the extremely valuable Pacific Electric Right-of-Way in Orange County to run this overhead monstrosity to Irvine. Maglev only succeeds as a single transportation system in Shanghai, China, and is costing them a fortune to operate. Other implementations have failed, or worse,killed dozens in recent testing. Against Edgar’s vigorous lobbying, Los Al voted themselves out of OLDA a few years ago and denied Troy a number of trips he’d been planning for the JPA.
In a transaction that would make Tony Soprano proud, Troy Edgar is accused of taking campaign contributions from Consolidated Disposal Service, a trash hauler that would later be awarded the contract for garbage collection in Los Alamitos. After a citizen’s lawsuit, Edgar’s malfeasance ended up costing the city $215k, yet he still manipulated his council majority into modifying the vendor selection process that awarded the can collecting and dumpster dumping to Consolidated. Travis Allen doesn’t hang with Trash Haulers.
The 72nd Assembly District needs a honest, real Conservative candidate, not the REAL SQUISH that runs little Los Alamitos like New Jersey before Chris Christie
