Commerce-Justice-Science Appropriations Bill Passes House
On Thursday, the House of Representatives passed a bill to fund several government agencies, including the Departments of Commerce and Justice, NASA, and science programs. The bill provides $51.1 billion, a reduction of $1.6 billion from current levels and $731 million less than the President’s request.  Included in the legislation is a provision that prohibits funds under the bill from being used to provide abortions. The measure also strictly prohibits the use of federal funds to knowingly transfer firearms to suspected members of drug cartels without continuous monitoring of the firearms by law enforcement. Congressman Miller supported this legislation which strikes a careful balance between the need to reign in unnecessary federal spending, while ensuring that appropriate resources are provided to combat crime and terror threats and promote U.S. competitiveness and job creation.

Sequestration Replacement Legislation Approved by House
As a result of last year’s failure by the Select Committee on Deficit Reduction to come to an agreement on a $1.2 trillion deficit reduction package, an equivalent amount of savings will be achieved through automatic spending cuts for the next ten years, through a process known as sequestration. For 2013, $98 billion in non-mandatory spending will be sequestered, $43 billion from non-defense programs and $55 billion from defense. It should be noted that these defense cuts are in addition to $490 billion worth of reductions that have already been planned. This week, House Republicans passed an alternative plan to replace the 2013 sequester to protect our national security interests, while ensuring that deficit reduction goals are fully met. To do this, the replacement bill lowers the FY 2013 spending cap established by last year’s Budget Control Act by $19 billion, and makes targeted spending cuts – including eliminating funding to implement the President’s health care law – that will result in a net savings of $238 billion over ten years. Congressman Miller supported this legislation to ensure that the federal government gets its fiscal house in order without risking our national security.

Congressman Miller Chairs Hearing on Dodd-Frank’s Conflict Minerals Provision
On Thursday, a House Financial Services panel led by Congressman Miller held a hearing to examine the consequences of a provision tucked into the 2,300-page Dodd-Frank law on American jobs. In an attempt to discourage the purchase and use of minerals mined in the Democratic Republic of the Congo (DRC), Section 1502 of Dodd-Frank directs the Securities and Exchange Commission to formulate rules requiring thousands of companies to certify that none of their products contains such minerals. This is a near-impossible task, due to ongoing violence and a lack of infrastructure in the Congo to track minerals. While Section 1502 is well-intended, it was added to Dodd-Frank during late-night conference negotiations, without the benefit of any prior congressional hearings on the potential impact on American jobs and global competitiveness. Serious concerns have been raised that this provision will cost American job creators $9 to $16 billion to implement, and will put U.S. companies at a huge disadvantage with foreign competitors who do not have to report that their products are “conflict-free.” In addition, some have expressed concerns that Section 1502 has caused a de facto embargo against the Congo, harming legitimate Congolese miners and undermining the good intentions of the provision. It is unfortunate that these concerns could not have been addressed prior to Section 1502 becoming law. As the chairman of the International Monetary Policy and Trade Subcommittee, Congressman Miller will continue to closely follow the SEC’s rulemaking process to ensure that Section 1502 disclosure rules do not adversely impact U.S. jobs or make a terrible situation in the Congo even worse.

Artistic Discovery Winners Announced
Congressman Miller is pleased to announce the winners of the annual Artistic Discovery art competition. Miss Britta Sibley of Ruben S. Ayala High School received first place for her woodburnt “Gearhead.” Miss Sibley will receive two tickets to attend a special reception in Washington, D.C., where her artwork will be displayed in the U.S. Capitol Building. Second place was awarded to Miss Tiffany Chuang of Yorba Linda High School for her photograph entitled ‘It Lingers’. Miss Megan Ramirez of La Serna High School received third place for her scratch board ‘Warm Winter”. Congressman Miller would like to congratulate all 70 students who participated in this year’s competition. All of the artwork entered was exceptional.

CD-39: Ed Royce in the Mail

Excluding the Anaheim TOT mail (which has nothing to do with the June election), I received my third mailer of the primary election cycle on Saturday.  The first mailer was from Congressman Ed Royce’s campaign on April 4, and the second one was from Todd Spitzer’s campaign for the Third Supervisorial District on April 19.  This April 28 mailer is the second I’ve received from Royce’s campaign, and the third from any campaign this cycle.  The piece emphasizes economic themes.

The exterior portion of the piece on the address/postage side reads, “Rep. Ed Royce is Working to Grow Our Economy and Create Jobs!” along with Royce’s logo and web site – this basically has his name in huge type thrice as a way to reinforce name ID even among voters who won’t open/read the piece.  The other side of the exterior portion has various “Now Hiring” signs and a “Help Wanted” sign, along with “Rep. Ed Royce is working to see signs like this go up all over Southern California once again!”  Royce’s name is in large type and in a different color, again reinforcing his name ID even among voters who won’t open/read the piece and who received the piece in the mail with the address/postage side face down.

The interior portion discusses the “Royce Plan” to create more jobs.  There are four bullet points for the Royce Plan:

  • “Slash our skyrocketing national debt.”
  • “Increase domestic energy supply.”
  • “Lower fees on small and medium size businesses,”
  • “Cut Washington’s red tape.”

The interior also highlights a Baltimore Sun op-ed that praised legislation Royce introduced and also emphasizes, “Ed Royce knows that real economic growth has always and will always come from the private sector.”

Strangely, there’s a Twitter logo and a Facebook logo next to Royce’s web site address.  The Royce campaign is not the only one to do this.  The April 19 Spitzer mailer did this as well and also included a LinkedIn logo.  I’ve also seen other random pieces of non-political mail that do this too.  I understand why these logos are included in an email or on a web site because the viewer can click on those to be taken to the business/organization/campaign’s social media pages.  However, it doesn’t make sense on a paper mail piece.  Nobody can click on the logo on a paper mail piece.  These logos are needless clutter on the mail pieces.  The mailers should just send the voters to the candidate’s web site, where they can then click on the logos there to connect to the candidate’s social media pages.

The piece is 8.5″ x 11″ and becomes 17″ x 11″ when opened up.

2012 Primary Election Predictions: 39th Congressional District

UPDATED 2:45 PM With Explanation.

Many may be asking the question as to why we are handicapping this race along with CD 38, since they are not considered to be in play. I simply retort that we will cover every race no matter how one-sided over the next few weeks.

Once again thank you to Meridian Pacific for posting these maps on their website as they are extremely informative in showing exactly what each district covers.

Republicans have 10 point advantage in this seat although DTS voters are likely to lean a bit more conservative in this district.  Republican won every major race in this seat back in both 2010 and 2008.

With the addition of a large chunk of Los Angeles County and all of Chino Hills I expect to see some pretty heavy campaigning from the Ed Royce who does not have the high level of name ID in these portions of his new district.

As stated before, the Incumbent is Congressman Ed Royce a solid Republican who has been a consistently good vote during his tenure. I pick on him a bit because I believe he now owns Red County, but he is actually a really nice person if you ever interact with him in public.

His challengers include D’ Marie Mulattieri a Community Volunteer from Orange. She is listed as running with No Party Preference on the ballot.

The other challenger is Jay Chen a Businessmann/School Boardmember who is not in the Orange County portion of the district. He is listed as a Democrat on the ballot.

Looking at all the factors at play in this district I believe that the 2 candidates advancing to November will be:

Ed Royce & Jay Chen

The factors at play- As noted in the first post I have gotten a couple of e-mails asking me to further explain what factors are at play that made me arrive at my prediction.

Ed Royce is the only Republican on the ballot in what is a conservative seat. He has incumbency, a huge war chest, and a solid campaign team behind him. Knowing Royce he will campaign very hard in the primary as he always does a really good job of working the district.

D’ Marie Mulattieri will get her fair share of votes based on being the no party preference candidate, which makes her effectively the only non-politico in the race. Without a huge financial backing though to get her message out, I just don;t think that she will be able to advance to the top two.

Jay Chen is an elected official who has been on the ballot before thus giving him some name ID and an idea of how to run a campaign. Being the only Democrat is what puts him over the top though, since Democrats have a 10 point advantage over DTS voters in this district.

CD-39: Ed Royce in the Mail

I received my first political mailer of this primary election cycle on Wednesday from Congressman Ed Royce.  It includes a pre-filled permanent vote-by-mail ballot (permanent absentee ballot) application.  The application requires no postage but is sent to Royce’s campaign office.

The piece emphasizes California’s probable relevance in the Republican presidential primary and urges voters to take their chance to defeat Barack Obama and stop Nancy Pelosi from becoming Speaker of the House.  Royce signs it with “Vice-Chairman, NRCC” as his title.

The piece is 8.5″ x 11″ and becomes 17″ x 11″ when opened up.
