Community Leaders Endorse Ceci Iglesias for 69th Assembly District
ORANGE COUNTY, CA – Campaigning for the 69th Assembly District on the theme of “Put Community First,” Santa Ana Unified School District Board Member Ceci Iglesias today announced the endorsements of two respected community leaders, Reuben Martinez and Frank Garcia.
Martinez and Garcia join a long list of organizations and leaders endorsing Iglesias for Assembly, including the Lincoln Club of Orange County, the Hispanic 100, Los 32 por Mexico, the California Women’s Leadership Association, Atlas PAC, Assemblymen Travis Allen and Don Wagner, Senators Bob Huff and Mimi Walters, Orange County Supervisors Janet Nguyen and Todd Spitzer, Orange County Clerk-Recorder Hugh Nguyen, and Orange County Board of Education Trustee Robert Hammond.
“I am honored to be endorsed by two such respected community leaders like Reuben Martinez and Frank Garcia,” Iglesias said. “My campaign for the Assembly is about putting community first, and I am grateful for such strong community support.”
Reuben Martinez founded the iconic Librería Martinez bookstore in Santa Ana nearly 20 years ago. A delegate to several Democratic National Conventions and a 2004 winner of the MacArthur Fellowship, Martinez serves as a Presidential Fellow at Chapman University, promoting literacy and education.
Frank Garcia founded La Casa Garcia restaurant in Anaheim more than 40 years ago. Nearly 30 years ago, Garcia founded We Give Thanks, which has provided over 200,000 free Thanksgiving dinners to Orange County families in need and has award scholarships to local students for 15 years.
Iglesias was the top vote-getter in the 2012 Santa Ana Unified School Board election. Born in El Salvador, Iglesias immigrated with her family to the United States and to Central Orange County 35 years ago. A graduate of Santa Ana Unified, she earned degrees from Santa Ana College and Cal State Fullerton. Iglesias resides in Santa Ana with her son, who attends local public schools.

Yesterday, the Orange County Transportation Authority (OCTA) Executive Committee discussed the state lobbying contract that the agency has with Sloat, Higgins Jensen and Associates (SHJA) because of recent FPPC violations by the firm.
If you are unfamiliar with the FPPC violations against Kevin Sloat, who is the principal at SHJA, this article will help fill you in. Sloat was fined a record $133,500 by the FPPC for hosting numerous political fundraisers that counted as “prohibited campaign contributions, and arranging and giving gifts to California lawmakers.” Some of the lawmakers warned by the FPPC for holding events at Sloat’s house include Governor Jerry Brown, Senator Lou Correa (SD-34), Senator Bob Huff (SD-29), and former Assemblyman and current SD-34 candidate Jose Solorio.
OCTA has contracted with SHJA since 2002 for state lobbying and consulting services. Unlike the Transportation Corridor Agencies’ lobbying contracts, this particular contract was approved by the full OCTA board and extended on multiple occasions by the full Board. According to the staff report, SHJA’s services to OCTA include “representation with the Legislature, Governor’s Office, various state departments, agencies, boards, committees, commissions, and staff; advising on state legislation, proposed regulations, and state budget proposals which could have an impact on OCTA; assisting with the preparation of and advocating for OCTA’s legislative program; reporting on state transportation and related developments of importance to OCTA; and updating the Board as specified. SHJA also provides a monthly verbal update on its Sacramento advocacy to the Legislative and Communications Committee.” OCTA’s contract with SHJA lists Kevin Sloat as the contract manager, with several lobbyists that work for SHJA as the legislative advocates.
During their presentation, OCTA staff made it clear that there were many initiatives OCTA was trying to accomplish, and that an interruption in service, i.e. a new lobbyist, may disrupt those initiatives. The staff recommendation was to issue an RFP for the state lobbying services, with a new condition that any FPPC issues be disclosed in the proposals.
Supervisor Todd Spitzer, referencing his time in the state legislature, stated that Sloat is well-respected in the capitol but that this was not a one-time violation. Spitzer noted that it was likely that SHJA would lose credibility as a result of this finding, and that it could have a negative impact on OCTA.
Irvine Mayor Pro Tem Jeffrey Lalloway, who is also the OCTA Vice-Chairman, noted that the situation is similar to the recent one involving Matt Cunningham. Cunningham held two contracts with OCTA, which were suspended after some poorly thought out photos of a teddy bear were published on the Anaheim Blog page that received national coverage. Lalloway attempted to connect the Sloat and Cunningham incident, and thought if one deserved to be suspended (Cunningham), that the other (Sloat) should be suspended as well to preserve the integrity of the agency.
Michael Hennessey, who serves as a public member on the Board, stated that the comparing the Cunningham and Sloat situations was “weighing morality against need.” He stated that “if Cunningham is bigoted toward Latinos, he’s the strangest bigot I’ve met since he is married to a Latina, his children are half Latina, and if you go to a Christmas party at his house, it is largely Latinos.” He went on to note that if Cunningham’s services were absolutely critical (like OCTA staff was attempting to convey with Sloat), his contracts would have not have been suspended as quickly, and the matter would have been brought to the Board, similar to the current situation with Sloat.
After some other comments by the committee members, Supervisor Spitzer motioned to remove Kevin Sloat’s name from the contract entirely, and replace it with OCTA’s primary legislative advocate Moira Topp as the contract manager. Topp is still an employee of SHJA, but the committee felt that the perception of corruption lays with Sloat as opposed to the rest of the firm. Additionally, the motion included a provision that Sloat could not do any kind of advocacy on behalf of OCTA at any level. Finally, the motion called for an expedited RFP for the lobbying services, to be brought to the Board in April. The motion eventually passed with Lalloway voting no. The full OCTA Board will vote on this issue next Monday, March 10th.

There are a lot of reasons I am supporting Laguna Niguel City Councilman Robert Ming in his race for Orange County Supervisor, 5th District (Robert Ming for Supervisor) that have nothing to do with his opponents’ shortcomings. However there are also a lot of reasons I oppose Lisa Bartlett’s (the Mayor of my city Dana Point) bid for that seat too.
She has turned out to be a big / nanny government politician who voted in Dana Point to ban plastic bags, increase hotel taxes, increase staff at the city, etc., etc., etc. Now it turns out she has approved very questionable contracts over at the Foothill/Eastern Transportation Corridor Agency where she is the current chair of the board. Apparently the agency in 2008 passed a resolution to allow the chair of the board to approve contracts over $25,000 without the rest of the board’s approval and not in a meeting open to the public if the contracts were for a “legislative purpose.” According to an article over at the Voice of OC (Toll Road Agency Chair Stripped of Authority) this resolution was continuously carried forward as automatic language in the agency’s budget adoption process.
As the chair, Ms. Bartlett approved contracts with vendors, such as former Governor Gray Davis’ law firm Loeb & Loeb, that were not for a “legislative purpose.” Setting aside that the Board should not have given the chair that authority in the first place, it is alleged that Ms. Bartlett abused this clause repeatedly. I will not go through all of the examples or Ms. Bartlett’s excuses for her conduct as the Voice of OC article does a good job of laying that out. I recommend that the reader follow the link above to the article to obtain the facts about this disappointing situation.
Kudos to Supervisors Todd Spitzer and Shawn Nelson (who sit on this TCA board too) for calling out Ms. Bartlett on this abuse and stripping her of this authority. These types of contracts should always be presented to the entire board in open session for questions, debate and approval and for the public to have a chance to comment on them. Kudos to the rest of the board for voting to end this foolishness and bring the contracting process of this agency back into the light of public scrutiny where it always should have been.
Years ago I was a supporter of Ms. Bartlett. Others warned me of her real leanings. I regret not listening to those warnings.
She should not be promoted to Orange County Supervisor!

This morning Jon Fleischman posted the results of a poll conducted by Lewis Consulting Group, that showed the favorables/unfavorables of some potential candidates along with results of some hypothetical matches. The results were not what I expected to see, with what appears to be a wide open race amongst a few front-runners. I talked to John Lewis this morning after the poll was released and he had this to say, “The goal with this poll was to try and best replicate predicted 2014 turnout. This is clearly a wide open race and results will largely depend on who decides to run.”

Lets start by taking a look at the raw numbers for favorables vs unfavorables for each candidate in the running, in order to use a single number to represent favorability, I am taking the percentage that represents favorables and subtracting the percentage that represents unfavorables in order to create a net favorability ranking system. Here are the rankings based 0n this net favorability:
(R) Todd Spitzer +25% (OC Supervisor)
(R) Ed Royce +20% (Congressman)
(D) Sukhee Kang +13% (Former Irvine Mayor)
(R) Mimi Walter +13% (State Senator)
(D) Steve Young +12% (Perennial Dem Candidate)
(R) Gary Miller +10% (Congressman)
(R) Don Wagner +10% (State Assemblyman)
(R) Scott Baugh +8% (Chairman of OCGOP)
(D) Beth Krom +4%
(D) Barack Obama -28% (This was simply his approval rating, I am fairly certain he has no intention of seeking this seat)
The fact that Todd Spitzer had the highest net favorability was not especially surprising to me because a lot of my non-political friends are aware of some of his public safety initiatives that he has worked on. I am most surprised by Steve Young having a 12% net favorability rating, although my instinct states that perhaps some football fans got confused on this one.
This data does not also take into account that some other potential candidates are looming out there, including but not limited to Steven Choi (Current Irvine Mayor), John Moorlach (OC Supervisor), and some of the wealthy private sector individuals that could self-fund a campaign. On the Dem side I hear rumblings of Irvine Councilmember Larry Agran jumping into this race and I would argue that he would be the Democrat most likely to advance to November.
My favorite part of the poll was the hypothetical match-ups that were polled including the following scenarios:
Mimi Walters vs. Gary Miller vs. Beth Krom
Walters 25.0%
Krom 21.3%
Miller 21.0%
This matchup is interesting because Walters is definitely in this race and I have heard from more than a couple of insiders that Gary Miller is strongly considering a move back to Orange County to run for this seat due to the fact that his current seat is one that could very easily go blue in 2016. A 4% gap is not very hard to overcome especially when you consider margin of error of any poll.
Mimi Walters vs. Ed Royce vs. Beth Krom
Royce 25.7%
Krom 22.3%
Walters 20.3%
I am not surprised that Royce is leading in this matchup due to the fact that he is a sitting Congressman who has higher name ID than Gary Miller in Orange County. The surprising part is that Walters is within striking distance of him and could beat him in a head-to-head matchup.

Spitzer 29.0%
Krom 22.0%
Walters 19.7%
Wow!!!!! This result on its own shows me that Todd Spitzer can have this seat if he wants it.

Don Wagner is my personal favorite of all the candidates considered in this poll but these numbers look to be a steep hill to climb in a hypothetical matchup that includes Walters.

Young 8.7%
Kang 7.3%
These numbers show that a Democrat winning this seat is highly unlikely. I believe that Larry Agran would be able to finish ahead of all of the rest of these folks in CD 45 on the Dem side.

My iPad died earlier, right after the final update and I did not get the chance to do an official post announcing that Jan Grimes was appointed Auditor-Controller. It was fairly easy to track the vote totals since only four candidates even made it to the interview process. Following up from earlier I am posting a list of votes that each Supervisor cast yesterday for Auditor-Controller. Later tonight stay tuned for an interview with Supervisor Shawn Nelson that we will be posting in its entirety. Now onto the vote recap:

4:55 PM- We are now voting on the top two choices for the office among the four applicants.
4:57 PM- Jan Grimes and Eric Woolery appear to have advanced to the final round but it is not looking good for Eric Woolery.
4:58 PM- We are now voting for the top candidate with the previous total being Beck with 1 vote, Woolery with 2 votes, and Grimes with 4 votes.
5:00 PM- Janet Nguyen is advocating for Woolery but states that she will work with Jan Grimes if necessary.
5:02 PM- Spitzer is talking about his vote as one that is to create an open seat since he is certain that Grimes will not run for re-election.
5:05 PM- Pat Bates feels that Woolery is the best choice for the job based on his experience and wants to back somebody that will run for it.
5:07 PM- Jan Grimes is appointed by a vote of 3-2.
5:10 PM- Check that. The paper ballots were 3-2. The appointment of Jan Grimes was a 5-0 vote.
5:24 PM- We are now adjourned and I am calling it a day. Now interview will be available because all of the applicants are gone and are not accessible for any interviews.
