Sidhu Opens Committee for 68th Assembly District

Lending credibility to rumors swirling in the Spring, former Anaheim Councilman Harry Sidhu opened a new campaign committee this month: “Harry Sidhu for Assembly 2014.”
Sidhu filed a Form 501 (Candidate Intention Statement) for the 68th Assembly District when opening that committee. On the Form 501, Sidhu also indicated he would not accept the voluntary expenditure limit of $544,000 in the primary and $953,000 in the general election.
The only catch with a 2014 bid for AD-68 is a gentleman by the name of Don Wagner.
There are four possibilities for this committee:
- Sidhu is crazy enough to challenge Wagner, who would cream Sidhu in the June 2014 primary
- Sidhu is banking on Wagner running for CD-45 in 2014 (win or lose, Wagner would have to give up his Assembly seat if he chose to run for CD-45 since the elections for the two seats occur concurrently)
- Sidhu is using the Assembly committee as a placeholder to raise funds for another office (Sidhu would then presumably launch a surprise by filing for another office at the last minute and then slide the money over)
- Sidhu is using the 2014 committee as a placeholder for a future vacancy in the AD-68 seat in 2015 (Wagner leaves the seat early) or 2016 (Wagner terms out)
Sidhu has a 2-3 record in the five times he’s sought elected office.
- In 2010, Sidhu ran unsuccessfully for 4th District Supervisor, losing to Supervisor Shawn Nelson 63.1%-36.9%. Just 0.1% of AD-68 voters live in the 4th Supervisorial District.
- In the 2008 general election, Sidhu was the top vote-getter for Anaheim City Council, winning 23.2% of the vote. 16.8% of AD-68 voters live in the City of Anaheim, which is the third-largest city in AD-68.
- In the 2008 primary election, Sidhu ran unsuccessfully for the 33rd Senate District, losing to then-Assemblywoman Mimi Walters in a 74.0%-26.0% landslide. (For comparison, Supervisor Janet Nguyen defeated Steve Rocco 74.2%-25.8% in 2012.)
- In 2004, Sidhu was first elected to the Anaheim City Council, winning 18.4% of the vote, coming in second behind Lorri Galloway.
- In 2002, Sidhu made an unsuccessful bid for Anaheim City Council, winning 10.7% of the vote, coming in fourth behind Bob Hernandez, Richard Chavez, and Bob Zemel.

A reader just sent me a new database that included some elected officials that I forgot about the first time around. These offices would be Congress, Senate, and Assembly which I cannot believe I forgot. Take a look at the short but informative database of these elected officials that represent at least a portion of Orange County.

Supervisor Janet Nguyen to Run for State Senate with Support of the Senate’s Republican Leaders

GARDEN GROVE, CA — Orange County Supervisor Janet Nguyen today announced that she will be a candidate for State Senate in the new 34th district and that she had already secured the support of the Senate’s Republican leaders, including Senate Minority leader Bob Huff and Senate Republican Caucus Chairman Ted Gaines. Nguyen currently represents 60% of the 34th district as a County Supervisor.
“The people of our area work hard to build a better life for themselves and their children,” said Nguyen. “They care about our schools, the local economy and the safety of their neighborhoods. They want and deserve results and care little about the partisan debate in Sacramento.”
Nguyen said that her priorities for the district are to make sure local schools are fully funded, give tax and regulatory relief to small businesses, increase public safety and make sure that seniors maintain access to quality health care. She says the state legislature needs to reduce waste, control spending and concentrate on growing the economy and bringing jobs back to the state.
“Janet Nguyen is a public servant who works tirelessly for the people of her district. She will be a great addition to the State Senate and I am pleased to endorse her,” said Senate Minority Leader Bob Huff.
“Last year, California voters chose to raise taxes. Now we need more responsible representatives in Sacramento who will use those new funds wisely, balance the state budget and not keep coming back to hard working Californians looking for more,” said Nguyen.
State Senator Mimi Walters called Nguyen the ideal candidate for the 34th district. “Janet knows what it takes to run and win tough campaigns because she has done it time and time again. She is a tenacious campaigner and a dedicated public servant,” said Walters.
The 34th district contains the heart of Orange County and all of the area known as Little Saigon. Over 90% of the registered voters in the district live in Orange County, with the remainder in Long Beach.
Janet Nguyen was elected to the Orange County Board of Supervisors in February, 2007. In doing so, she became the first Asian-American and the first Vietnamese-American to serve on the Board of Supervisors, and the youngest Supervisor ever to be elected in Orange County. In 2008, Nguyen was honored by Latino OC 100 for her contributions to the Latino community. Janet previously served on the Garden Grove City Council and as Vice President of Government and Public Affairs for the Long Beach Area Chamber of Commerce. Janet, her husband and children live in Garden Grove.
During her tenure as a County Supervisor, the County has maintained a balanced budget every year while also being able to set aside money into the reserve. The County of Orange restructured its Retirement Medical and Pensions Programs, resulting in savings of $992 million to the County’s unfunded liability.
As part of an effort to reclaim local neighborhoods from the control of gangs, Janet joined the Orange County District Attorney’s Office and local law enforcement agencies to obtain a permanent gang injunction against local criminal street gangs.

Supervisorial 5: Mimi Walters to Take this Seat

In 2014 Supervisor Pat Bates of the 5th District will termed-out of this seat. It is confirmed that state Senator Mimi Walters will run for this position next year to avoid political extinction herself.
This supervisorial district belongs to Mimi. No one in this area have the high name identification and financial resources to challenge Mimi.
What is more interesting is the special election that a Mimi victory will trigger. Assemblyman Alan Mansoor and Assemblyman Don Wagner are both eyeing this senate district.
Between Wagner and Mansoor, I don’t know who is the stronger candidate.

Five File for Laguna Hills City Council: Wild Race Set with Blount, Gilbert, Hunt, and Mathur

With the retirements of Councilmen Joel Lautenschleger and Allan Songstad, for the first time in the history of Laguna Hills, the majority of the City Council will not be members of the inaugural City Council that took office in 1991. Five candidates have filed to replace Lautenschleger and Songstad, and all but one is a major contender.
In alphabetical order by last name (with their ballot designations), the candidates are:
- Andrew Blount (R) – Small Business Owner
- AJ Djowharzadeh (R) – Small Business Owner
- Dore Gilbert (R) – Physician/Army Reservist
- Bill Hunt (R) – Small Business Owner
- Raghu P. Mathur (R) – University Administrator/Educator
We can quickly rule out AJ Djowharzadeh (R), who won 6% of the vote in his 2010 bid for Laguna Hills City Council.
The major contenders are:
- Blount is a businessman who’s launched real estate, financial analysis, and software companies. Blount’s gathered the endorsements of various elected officials, including District Attorney Tony Rackauckas, Assemblyman Jim Silva, and various City Councilmembers from across Orange County.
- Gilbert is a former Trustee on the Saddleback Valley Unified School District, serving from 1981-2010. He is a doctor who joined the Army at the age of 60 and is currently a Lieutenant Colonel in the United States Army Reserve.
- Hunt is the former Orange County Sheriff’s Lieutenant who unsuccessfully challenged incumbent Sheriff Mike Carona in the 2006 election. As an OCSD Lieutenant, he served as the de facto Chief of Police for San Clemente. Carona demoted him after the election, and Hunt elected to leave the department instead. After Carona resigned in 2008 in the face of a 66-count federal corruption indictment, Hunt sought the appointment to be Orange County Sheriff, but the Board of Supervisors appointed Sandra Hutchens instead. Hunt unsuccessfully challenged Hutchens in the 2010 election. He now owns a private investigation business in Laguna Hills. Hunt’s gathered the endorsements of various elected officials, including Senator Mimi Walters, Assemblyman Don Wagner, the majority of the Laguna Hills City Council, and various City Councilmembers from South Orange County.
- Mathur is the former Chancellor of the South Orange County Community District, the former President of Irvine Valley College, and a former Trustee on the Saddleback Valley Unified School District, serving from 1983-1992. Mathur has gathered the endorsements of various elected officials, including District Attorney Tony Rackauckas, Orange County Board of Education President Dr. Ken Williams, and several City Councilmembers from across Orange County.

California Republican Party Endorses Positions on November Ballot Measures

Just moments ago, the California Republican Party approved the following endorsements of the measures on the November ballot.
- No on 30 – Temporary Taxes to Fund Education. Guaranteed Local Public Safety Funding. (Governor Jerry Brown Tax Increase)
- Yes on 31 – State Budget. State and Local Government. (Pay as you go)
- Yes on 32 – Political Contributions by Payroll Deduction. Contributions to Candidates. (Stop Special Interest Money)
- Yes on 33 – Auto Insurance Companies. Prices Based on Driver’s History of Insurance Coverage.
- No on 34 – Elimination of Death Penalty.
- Yes on 35 – Human Trafficking. Penalties
- No on 36 – Three Strikes Law. Repeat Felony Offenders. Penalties.
- No on 37 – Genetically Engineered Foods. Labeling.
- No on 38 – Tax to Fund Education and Early Childhood Programs. (Molly Munger Tax Increase)
- No on 39 – Tax Treatment for Multistate Businesses. Clean Energy Corporate Subsidies. (Tom Steyer Tax Measure)
- Yes on 40 – Redistricting State Senate Districts.
The party had previously taken the positions above for Props 30, 32, 33, and 38. The other seven measures are new endorsements.
On Prop 31, Tom Hudson spoke in opposition to the measure, expressing concern that the measure would never permit a tax cut ever again. Jon Fleischman spoke in favor of Prop 31, expressing support for its requirement that budget bills must be in print for 72 hours before any votes can occur (making it more difficult to pass last-minute tax increases). Fleischman also noted the top opponents to Prop 31 were labor unions, like SEIU and AFSCME. The party delegates voted in favor of Prop 31.
On Prop 40, Initiatives Committee Chairman Mike Spence stated a parliamentary ruling determined that while the party had previously voted to support the petition circulation to qualify Prop 40 for the ballot, the party had not voted on the measure itself.
Tom Hudson spoke urging the delegates to endorse a position of “No on Prop 40” (i.e. support the referendum, reinforcing the position on the circulation), saying voters should overturn the lines because the Supreme Court had previously drawn excellent lines the last two times they did it in the 1970s and 1990s.
Senator Mimi Walters, who obtained and provided the bulk of the funding to qualify Prop 40 for the ballot, spoke urging the delegates to endorse a position of “Yes on Prop 40” (i.e. oppose the referendum, leaving the lines in place), saying voters should not overturn the lines because the Senate seats up in 2014 are more favorable to Republicans, enabling the GOP to pick up two Senate seats in 2014. She stated she had qualified the referendum in hopes that the courts would stay the lines in the 2012 election pending the outcome of the referendum. The courts refused. She indicated the lines made it so that the Senate seats up in 2012 are more favorable to Democrats, allowing them to pick up 2-3 seats.
The party delegates voted with the position proposed by Walters, voting in favor of Prop 40 (i.e. leaving the lines in place by opposing the referendum).
The positions on all the other ballot measures passed without discussion.
