2012 General Election Predictions: 65th Assembly District

Now we get to what many people think will be the most competitive race in Orange County. I am afraid that I have bad news on this one for Democrats. This district is a Fullerton fight between longtime Fullertonian Chris Norby and Fullerton Mayor Sharon Quirk-Silva.

The district though spans even larger than Fullerton having Buena Park, Cypress, Stanton, & La Palma also within its boundaries:

In the interest of full disclosure my business partner and one of my co-editors on the blog Chris Nguyen has a full-time job working for the district staff of Chris Norby. I also want to point out that I did not talk to Chris Nguyen prior to writing this and he did not have any influence on this analysis.

One might argue that the voter registration is extremely close with Republicans at 38.0%, Democrats at 36.6%, and DTS at 21.0%. Although Republicans have just a 1.4% registration advantage DTS voters lean-to the right in this Orange County only district.

Looking at all 2010 races in this area the only race that Democrats won was the race for State Treasurer where the Democrats won by an amazing 0.14%. The other factor looking at things from an elections standpoint is the glorified poll that took place in June:

  • Chris Norby, Republican ………. 29,917 votes 58.8%
  • Sharon Quirk-Silva, Democratic ………. 20,936 votes 41.2%

My thoughts before the primary were that Quirk-Silva needed to finish with at least 45% of the vote to be competitive in June. These primary results surprised even me as I thought Norby would get around 56% of the vote. As you can see from the results Norby is positioned well based on the voters position in June.

Financially Norby also has an advantage having $136,636.01 in his account as of June 30th and Quirk-Silva having a bit less with $106,070.16 in her account as of the same time period. These are two very comparable numbers, but the fact of the matter is that a challenger (especially one with a poor June showing) needs to outspend their opponent.

With these factors already in place I will now point out a huge wild card in this race. They both have bi-partisan support amongst elected officials in this race. Stanton Mayor Carol Warren has crossed party lines to endorse Norby. Quirk-Silva has the support of Republican Brea Councilman Ron Garcia (Brea is not in the 65th). As for elected Councilmembers in the 65th Assembly district Norby has the advantage of 21 endorsements while Quirk-Silva lags behind at 5.

Looking at all the factors at play in this district I believe that the winner will be:

Quirk-Silva Wants to Raise Taxes

Chris Emami wrote last week on this blog about Sharon Quirk-Silva’s lack of support and mentioned my letter to the editor in the Orange County Register.  If you missed it, here’s my letter again:

Mayor Sharon Quirk-Silva, a Democrat, complained about “partisan gridlock” in Sacramento [“Assembly race called key to state power balance,” Local, May 21]. What partisan gridlock? She is a Democrat. Her party controls the entire California state government.

The governor, attorney general, controller and all other statewide officers are Democrats. Nearly two-thirds of the seats in each house of the Legislature are held by Democrats: 52 out of 80 Assembly seats and 25 out of 40 Senate seats. It doesn’t even require a two-thirds majority to pass the budget anymore, thanks to Proposition 25 (passed in 2010) allowing budgets to be passed by a simple majority.

What partisan gridlock is Quirk-Silva talking about? Every lever of power in Sacramento is controlled by Democrats.

Taxes are just about the only thing left that requires a two-thirds vote. Electing Quirk-Silva would give Democrats the two-thirds majority they need to raise taxes on the hardworking people of California. It’s clear that there is one thing Quirk-Silva means when she talks about ending the partisan gridlock: she wants to raise taxes.

Quirk-Silva Campaigns In Santa Ana Which Doesn’t Even Border AD-65

AD-65 candidate Sharon Quirk-Silva is campaigning in Santa Ana today: she’s holding a meet and greet at the Martinez Book Store at 216 N. Broadway at 5 PM.

Why?

AD-65 is Anaheim, Buena Park, Cypress, Fullerton, La Palma and Stanton.  None of those cities even border Santa Ana.

Maybe she’s in Santa Ana because she wants to be Loretta Sanchez’s successor.  That would make sense since Santa Ana is completely in CD-46.  She’s sharing campaign offices with Sanchez, too.  Maybe that’s what this AD-65 campaign really is about.  She’s trying to raise her profile to run for CD-46.  CD-46 doesn’t include Buena Park, Cypress, Fullerton, La Palma, or Stanton, by the way.

Maybe Quirk-Silva’s campaigning in Santa Ana because they’ll be friendlier to her pro-tax message there than they will be in AD-65.  She must be supporting Governor Jerry Brown’s Prop 30 sales tax and income tax hike.  Prop 30 will probably fail miserably in AD-65 but pass in Santa Ana.  As Steve Sarkis pointed out in the OC Register, Quirk-Silva’s entire “ending partisan gridlock” argument is just code for increasing taxes.  See Steve’s letter (third one down): http://letters.ocregister.com/2012/05/26/primary-distinctions-between-candidates/

Maybe Quirk-Silva’s campaigning in Santa Ana because she has as many Santa Ana City Councilmembers endorsing her as she does in all of AD-65.  She has four Santa Ana Councilmembers endorsing her (David Benavides, Michele Martinez, Sal Tinajero, and Vince Sarmiento).  Of the four AD-65 Councilmembers endorsing Quirk-Silva (Anaheim’s Lorri Galloway, Fullerton’s Doug Chaffee, and tiny La Palma’s Ralph Rodriguez and Steve Shanahan), Galloway can’t even vote for her since she lives in AD-68 (Anaheim is split into AD-65, AD-68, and AD-69).  By the way, Norby has 21 endorsements from AD-65 City Councilmembers.

Maybe Quirk-Silva’s campaigning in Santa Ana because she’ll hope it’ll get the Assembly Dem leadership’s attention by pretending to run in a Dem city like Santa Ana.  I wrote a couple weeks ago in my post “Leading Assembly Democrat Headlines Norby Fundraiser” that “She isn’t endorsed by the Speaker or the Assembly Majority Leader either.  It looks like the Democrat leadership is abandoning Quirk-Silva.”

Quirk-Silva wasn’t on it.

Leading Assembly Democrat Headlines Norby Fundraiser

An invitation to Assemblyman Chris Norby’s fundraiser for the 65th Assembly District came in a while ago.  It is called the “Day at the Races” fundraiser on Friday, August 17 from 5:30 PM – 8:00 PM.  I was surprised to learn that the Los Alamitos Race Track isn’t in Los Alamitos, it’s in Cypress (in the 65th district).  The 65th District is Anaheim, Buena Park, Cypress, Fullerton, La Palma, and Stanton.

I saw the main speakers headlining the fundraiser were Congressman Ed Royce, Assemblyman Isadore Hall III, and Assemblyman Brian Nestande.  Royce is the Congressman who covers most of Norby’s district.  Nestande is a Riverside Republican.  But Hall is a Compton Democrat!

I looked Hall and Nestande up since neither one of them is an OC guy, and I saw they are the Chair and Vice Chair of the Assembly Governmental Organization Committee.  That boring-sounding committee is immensely powerfull, with power over “alcohol, Indian gaming, horseracing, gambling, tobacco, public records, open meetings laws, state holidays, outdoor advertising and emergency services/natural disasters.”  If I remember my PoliSci classes right, this is one of the “juice” committees, so the Chair and Vice Chair of a “juice” committee are headlining the Norby fundraiser.

As Chair of the Governmental Organization Committee, Hall is one of the most powerful Democrats in the State Assembly.  What a slap in the face to Sharon Quirk-Silva!  She isn’t endorsed by the Speaker or the Assembly Majority Leader either.  It looks like the Democrat leadership is abandoning Quirk-Silva.  Norby’s endorsed by every Republican in the Assembly and Senate.

It’s not just Sacramento either, look at Orange County: Quirk-Silva has four current Councilmembers in the entire 65th District.  Norby has every 65th District Mayor not named Quirk-Silva, even Stanton Democrat Carol Warren.   Norby has every Mayor Pro Tem in AD-65.  Quirk-Silva and Norby each have half of tiny La Palma (Norby has Mayor Henry Charoen and Mayor Pro Tem Steve Hwangbo while Quirk-Silva has Councilmen Ralph Rodriguez and Steve Shanahan; anybody know where Councilman Mark Waldman stands?).  Other than La Palma, Norby is endorsed by the majority of every City Council in AD-65.

Democrat Quirk-Silva Gets $200 from RINO Pat McKinley

In News that should come as no surprise to anyone RINO Pat McKinley appeared on the campaign finance report of Democrat Sharon Quirk-Silva as a $200 donor. This tells me that McKinley recognizes that he is out the door after the June election.

It should be noted that Kelly’s Army has begun turning on Quirk-Silva because apparently they feel that she used them to attain the Mayorship to give herself a boost for her Assembly campaign.

The $200 check from McKinley was given to the Quirk-Silva campaign on April 6th.

McKinley was police chief for 16 years from 1993-2009 and appears to have been behind the hiring of all of the officers involved in the Kelly Thomas case. Even though he is a Republican, I would argue that he is more liberal than Quirk-Silva in his voting pattern. Bruce Whitaker is truly the gold standard for conservatism in Fullerton. some might even argue that McKinley is the one who created the culture that existed up until recently within the Fullerton Police Department.

Interestingly McKinley is the one who nominated Quirk-Silva to be Mayor. She was selected Mayor unanimously on a 5-0 voice vote (one of the few mistakes that Bruce Whitaker has made in my opinion). Whitaker might have been hoodwinked on this one though, because in fairness Quirk-Silva did nominate Whitaker to be Mayor Pro Tem though the motion was defeated 3-2.

Quirk- Silva is in a tight race for the Assembly against well known Republican Chris Norby. A contribution from McKinley is not a great thing to have turn up in her reports. (In the effort of full disclosure, Custom Campaigns has been hired to do some website work for the Norby campaign).

CRA Announces June Endorsements

Since I already ran the endorsements sent out from the Lincoln Club, I thought that I would also take the time to publish the CRA newsletter that just came out with their list of endorsements. In the newsletter our very own Chris Nguyen got a shout out from Celeste Greig for being “A brilliant young man.” Hopefully this does not go to his head.
