AD-55 Watch: Candidate Forum at Diamond Bar RWF

The Diamond Bar Republican Women Federated is hosting a candidate forum tonight at the Diamond Bar Golf Course.

7:08:  Diamond Bar RWF President Barbara Carrera called meeting to order

7:10:  Diamond Bar Mayor Carol Herrera led the pledge.

7:11: El Monte Councilman Jay Gomez was introduced as candidate for County Supervisor in the 1st District, which includes Walnut. Gomez stressed importance of public safety to protect all communities.

7:16: Attendees are proceeding to dinner.

BREAK

7:53: Barbara Carrera introduced Anthony Kuo, Communications for Ling-Ling Chang Campaign to make an announcement. Kuo explained that Chang is not present due to a family emergency and she had to leave. Steve Tye joked “My wife was called and she has to go.”

7:57: Phillip Chen introduced himself and appreciated those in attendance taking time out of busy schedule to listen the candidates. Chen thanked Republican Women efforts and being backbone for the party candidates. Chen spoked of his education and as a business owner and endorsements from Assemblyman Hagman, Supervisor Shawn Nelson and host of others joining the campaign.

8:01: Steve Tye introduced himself by introducing his wife, Patty Tye. Tye stressed the reason why he ran for Council in 2005 regarding the library tax and that the county library must step up to the plate to build a new library. Tye mentions experience as President of the Contract Cities.

8:05: Question about Common Core: Chen is against it with reminder to the audience that as a Board Member of Walnut-Valley School District he sees problems as the district is the lowest funded per pupil in the county. The problem is removing bad teachers. Chen stressed importance of change in the education funding formula.

8:10: Tye mentions his wife who is a Special Education teacher and he, too, is against Common Core. Tye brings up the need to audit all aspects of public education and importance to use resources properly with point that we have a spending problem not a revenue problem.

8:16: Question about the bullet train (High Speed Rail). Tye stress that it is time to get rid of it. Tye says, “We have a bullet train and it is called Southwest Airlines.” Tye attempts to make a point that HSR from Los Angeles to San Francisco would take 2 hours as it is shorter by air via airplane. Tye urges transportation funding to be used for infrastructure projects.

8:19: Chen spoke out against HSR as well with emphasis on the dollars currently being spent of $68 billion with no tracks in place. Chen brings up question of where is funding to repair the tracks highlighting example of the Alameda Corridor that flows through the San Gabriel Valley the cost or repairing tracks is at a price of $20 Million alone.

8:24: Who is your personal hero? Chen mentions Ronald Reagan. Tye mentions George W. Bush and efforts in Iraq.

8:28: How to handle the problem of birthing centers being used by women coming in from Asia? Tye stressed that the problem is illegal and spoke with Rep. Gary Miller about the ongoing problem with urgency of problems of the 14th Amendment.

8:31: Chen highlight the problems of “anchor babies” and the birthing centers are wrong as it is unsafe and unfair to neighboring residents in a community. Chen stress that if people want to come to the U.S. they must learn about USA and they must respect laws.

8:34: Former Assemblyman and Walnut Councilman Bob Pacheco spoke up with pressing question: “Are fees and taxes the same thing?”

8:35: Tye rebukes the question stressing that taxes and fees ARE NOT the same thing.

8:37: Chen agrees with Pacheco that fees ARE taxes.

8:41: Forum Closes.

Bob Huff Supports Ling-Ling Chang

I’m supporting Diamond Bar Councilwoman Ling-Ling Chang for the State Assembly because she has the kind of experience and values we need in the Legislature.

On the City Council, Ling balanced every budget, never raised taxes, built a $17 million reserve and helped make her city one of the safest in California.

As an elected member of a local water board, she worked to ensure reliable delivery of water without raising taxes or rates. During her time as President and CEO of the Youth Science Center, she worked with young people to emphasize science, technology, engineering and math (STEM) skills.

And, as a Councilmember, she’s working to create new jobs and cut her own pay to help the city stretch its tax dollars.

Ling-Ling Chang is the real deal. She has been solving problems in our region for almost 10 years as a Water Board member, City Councilmember and Mayor. I’m grateful that I’ve been able to rely on her advice and live in a city she helps govern.

Now, more than ever, we need honest and fresh leadership. I believe we have found, can find and will continue to find that leadership in Ling-Ling Chang. Ling has earned my support time and again, and I hope she can earn your support in the June primary, as well.

AD-55 Watch: Ling-Ling Chang Quacks 2.0: Jobs Plan Falls Short

Recently, Ling-Ling Chang sent out a mail piece to voters in the Orange County portion of the 55th Assembly District.

The mail piece touts her “5 Point Plan to Create New Jobs”, which needs thorough plucking and inspection:

ProposalReform the tax code to focus on job creation.

Reality Unfortunately, Chang was MIA as newly elected Walnut-Valley Water Board Director during the 2006 Diamond Bar’s Measure L ($34 Million Parcel Tax) that would have levied huge tax on residential, industrial and commercial property owners in perpetuity tied with COLA (Cost of Living Adjustment). 

ProposalReduce regulatory burdens that chase jobs out of state.

RealityIn 2010, Councilwoman Chang voted to raise fees across the board tied with COLA for the next three years.  We reported this issue regarding Steve Tye’s Fee-Tax Flip.

ProposalTax incentives for employers who hire new workers.

RealitySuch tax incentives has already been in place for years as employers are generally aware of the current $9,600 Work Opportunity Tax Credit (WOTC).

ProposalCut government waste to keep taxes down.

Reality Chang is endorsed by Senator Huff who was one of five GOP Senators who voted Yes on SB 11 (Pavley) that raised $2 Billion tax increase extension for smog abatement, vehicle registrations, boat registrations and tires.

Chang’s Jobs Plan falls short as her proposals which are dramatically different from the reality of the facts.

Therefore, the voters in the 55th Assembly District deserves better than a plucked chicken that would even fail the USDA inspection.

AD-55 Watch: Ling-Ling Chang Quacks out of SGV Tribune Editorial Board Meeting

The San Gabriel Valley Tribune Editorial Board had an Q & A session with the candidates running for State Assembly in the 55th Assembly District.

Assembly candidates Phillip Chen (R), Steve Tye (R) and Greg Fritchle (D) attended the meeting with the paper.

Unfortunately, Ling-Ling Chang was a no-show for a meeting with the Editorial Board.  Chang also skipped out of last Tuesday’s candidate forum at the Salt and Light Ministry at Calvary Chapel in Diamond Bar.

Is it possible that she snubbed the meeting with the San Gabriel Valley Tribune, because she did not earn the paper’s endorsement when she first ran for Diamond Bar City Council in 2009?

Though, Chang thought it was important to let the world know via Twitter that two mallard ducks came by her campaign headquarters last Saturday in Brea.

However, Chang should realize that quacking out of a meeting with the San Gabriel Valley Tribune is nothing to quack about.

If the voters in the 55th Assembly District can’t take Chang seriously as their next Assemblymember, then her candidacy is just all about quacks.

Phillip Chen Not Truthful with O.C. Register

When Phil Chen was asked why he claimed his occupation was “Los Angeles County Deputy Sheriff” when he was really a county health care employee, Phil told the O.C. Register he served as a reserve for 20 hours a month.

Chen told the newspaper that he’s served “about 20 hours a month in the job since 2007” and “makes no apologies for the representation.”

Yet since 2010, Chen has averaged 2.1 hours a week – not the 20 hours/month he falsely claimed.

Los Angeles County records show that the only time Chen has been seen in uniform in 2014 is in his campaign literature. In fact, since 2010, there have been 30 individual months where he did not show up even once.

Phillip Chen chose to answer a question about him making a false claim about his occupation by making a false claim about what he did as a reserve.

Count on him to follow-up with another false claim about Ling-Ling Chang!

Ling-Ling Endorsed by the San Bernardino County GOP

Since I’m tired of seeing Allen Wilson’s overtly one-sided bias against Ling-Ling Chang…

imageLing-Ling Chang has amassed more endorsements from public officials and political organizations than her top two opponents combined.

In this hotly contested race, she’s gotten the support of Congressman Ed Royce and Senate Republican Leader Bob Huff, whose districts both cover the entirety of the 55th District which Ling is running in. She’s also been endorsed by Congressman Paul Cook, Board of Equalization Member Michelle Steel, Senator Mimi Walters, LA County Supervisors Mike Antonovich and Don Knabe, Orange County District Attorney Tony Rauckauckas, San Bernardino County Supervisors Janice Rutherford and Gary Ovitt, and most recently, she announced that she earned the support of the San Bernardino County Republican Party (see below).

Diamond Bar City Councilwoman and candidate for the state Assembly Ling-Ling Chang built on her continued momentum by receiving the endorsement of the San Bernardino County Republican Party last night.

AD-55 Watch: Biographies Scrutinized

The Orange County Register published an article scrutinizing the Assembly candidates biographies, but candidate Ling-Ling Chang education claims gets top grilling.

The view of the article is behind a firewall, which requires payment to have reading privileges.

It has been reported in previous campaign materials, publications and city of Diamond Bar website that Chang earned a degree in Biology from UC, Riverside and attending Harvard.

However, the article explains on the contrary that Chang has no degree in biology, which means she dropped out of UC Riverside and Chang explained that she is doing her studies “online” for a degree from Harvard.

Sadly, Chang offers no apologies for attending Harvard, but she should be reminded that attending an Ivy League university physically on campus is totally different than one taking courses behind a keyboard.

Unfortunately, Chang faults the inaccuracies to the City of Diamond Bar Public Information Officer, which is an insult to the professionalism of a municipal employee that is of high regard in and out of Diamond Bar City Hall.

If an Assembly candidate spends all of the time going to meetings as a councilmember on the taxpayers dime should have gone to night school and gotten a degree instead of polishing a political résumé for far too long.

It is ironic that an Assembly candidate is using SCA 5 on a campaign platform who only holds a high school diploma.

We are in a midst of a campaign season and candidates should be grilled until Election Day.

As for one candidate to embellish education claims brings bad taste who is being endorsed by high profile Republican elected officials such as Rep. Ed Royce and Senate Minority Leader Senator Bob Huff.

The voters in the 55th Assembly District deserves the truth as to who will be their next Assemblymember.

It is good to know now than with regrets for the constituents who could be stuck with a legislator for the next 2 or 12 years.

Petrilla Named Most Recent Pathfinder Candidate By California Trailblazers: Joins 5 Other OC Candidates

I have been meaning to write about this for a while but got behind with a ton of work that had piled up on my desk.

Orange County has a number of candidates that have advanced to ‘Pathfinder’ status by the California Trailblazers. Jesse Petrilla (AD 73) joins Janet Nguyen (SD 34), Pat Bates (SD 36), Ling-Ling Chang (AD 55), Phillip Chen (AD 55), and Young Kim (AD 65).

In order to explain a bit more about how the California Trailblazers program works, here is an excerpt from a press release that they issued:

The three-tier structure encourages candidates to advance through the levels of ‘Pathfinder,’ ‘Rising Star’ and ‘Trailblazer’ by providing tools and resources for candidates to develop successful campaigns.

California Trailblazers distinguishes candidates as ‘Pathfinders’ once they’ve established the foundation for a robust and winning campaign. ‘Pathfinder’ candidates have raised more than $100,000 in campaign contributions, identified local volunteers and precinct captains and created a substantial online presence through a dynamic website and active social media effort.

This is big news for Petrilla who is likely fending off CUSD Trustee Anna Bryson to advance to the November General Election. Petrilla is already the leading fundraiser in AD 73 and has always been known for having a large amount of grassroots supporters. A combination of his being named a ‘Pathfinder’, raising the most money, having a strong grassroots network, and his military background are leading me to believe that he will be tough to beat in June.

Petrilla finished in first place in the 2010 Rancho Santa Margarita City Council race (impressively finishing ahead of 2 incumbents):

Ironically, I believe that Wendy Gabriella will come in first in June due to the Republican vote being split amongst four candidates. Whoever emerges from this brutal primary will likely coast in the November election against Wendy Gabriella.

Secretary of State Determines Primary Election Alphabet

I’ve had several people ask me what the candidate order for the June ballot will be.

California law requires a lottery to determine the order of candidates on the ballot.  Why does this law exist?  Studies of the primacy effect showed the candidate at the top of the ballot gains as much as a 5% increase in votes.  Consequently, in 1975, California legislators adopted a law mandating an end to the alphabetical listing of candidates (likely to the chagrin of Sam Aanestad and Dick Ackerman but the joy of Mary Young and Ed Zschau) and requiring a lottery before each election.

The Secretary of State’s candidate order lottery has determined the alphabet for the June primary to be ROYWBMCKVTFUQPIHDAJNEXGSZL.

Nowhere was the result more dramatic than the 48th Congressional District. In all of Orange County, the candidate who came in absolutely last was Wendy Brooks Leece (R), who is challenging Dana Rohrabacher‘s (R) bid for re-election. Coincidentally, the candidate who came in first among all Orange County candidates was none other than Rohrabacher.

For multicounty Congressional seats, statewide seats, and Board of Equalization, they will rotate in each Assembly District.

Ed Royce (R) would have come in ahead of Rohrabacher if it weren’t for the fact that Royce’s multi-county district doesn’t get to use the Secretary of State’s drawing, instead using the Assembly District rotation.  Since Royce has only one opponent, Peter O. Anderson (D), the two of them will flip-flop throughout the Assembly Districts of the 39th Congressional District.

For multicounty state legislative seats, the Registrar of Voters in each County does another lottery. The candidate order lottery for the Orange County portions has determined the alphabet to be FQMTPUSZJRIBOVCAEKNYWXHLDG.

In the 55th Assembly District, Gregg Fritchle (D) is first (with F being the first overall letter), followed by Steve Tye (R), Ling-Ling Chang (R), and Phillip Chen (R).  No alphabet sequence was closer than Chang and Chen.  Where C and H drew was irrelevant for Chang and Chen; it was where A and E finished that matters.  This was a photo finish: A was the 16th letter drawn while E was the 17th letter.  Chang and Chen also possess the two largest warchests of anyone running for the Assembly in Orange County (incumbents included).  AD-55 has all the makings of a highly competitive race, and it’s almost like the candidate order lottery reflects that (though obviously the candidate order lottery’s results are just a coincidence).

On a side note, you would think that with electronic voting now, the names could be randomized for every poll voter (obviously, we’d still need the lottery for absentee voters).

AD-55 Watch: CRA Endorses Phillip Chen for State Assembly

The California Republican Assembly (CRA) held their convention this weekend at Knott’s Berry Farm Hotel in Buena Park with the theme “Expect the Impossible!”  The organization with numerous of local units up and down the state is known as “The conscience of the Republican Party”.

Yesterday, my colleague Chris Nguyen did an excellent reporting on the CRA’s endorsements in various contests in Orange County:  “Live from CRA Endorsing Convention” and “CRA Recap:  Bates, Ming Unanimously Endorsed;  Steel, Brough, Harper Endorsed; CD-45 Deadlock“.

The AD-55 contest took three rounds as delegates considered between trio candidates:  Walnut-Valley School Board Trustee Phillip Chen, Diamond Bar Councilmembers Steve Tye and Ling-Ling Chang.

Ling-Ling Chang was knocked out in the first round.  Then, it boiled down two more rounds between Phillip Chen and Steve Tye.

Phillip Chen won the necessary 2/3rds endorsement in the third round over Steve Tye by a vote of 29-14.
