AD-55 & AD-74: Assembly Candidates Ascend to Mayorships

In a handy tool for their State Assembly campaigns, AD-55 Candidate Craig Young became Mayor of Yorba Linda last night and AD-74 Candidate Matt Harper became Mayor of Huntington Beach on Monday night.

Being mayor during the same year as an Assembly candidacy lends itself to a few helpful advantages:

  • “Mayor” is stronger than “Councilman” as a ballot designation.  Many voters do not realize that most California mayors are effectively the chair of the city council; these voters instead think of executive mayors, like the types in Los Angeles, San Diego, San Francisco, New York City, and Chicago.  (For the political scientists out there, many California voters believe they live in a city with a “strong mayor-council” system when in reality, most California cities have “council-manager” systems.)
  • Mayors tend to get more press coverage than councilmembers, as reporters are more likely to quote a mayor than a councilmember.
  • Mayors get more of the spotlight at community events.  Rather than asking five or seven councilmembers to speak at an event, most organizers will simply ask the mayor to speak.  After all, people attending a community event would generally prefer to hear a speech from one politician rather than speeches from about a half-dozen politicians.

At this point in the AD-55 race, Young’s opponents for the Republican nomination are Diamond Bar Councilwoman Ling-Ling Chang and Walnut Valley Unified School Board Member Phillip Chen.  Chang will not be mayor during her Assembly bid, as Carol Herrera became Mayor of Diamond Bar last night.  AD-55 Incumbent Curt Hagman is termed out.  You can find previous OC Political posts on the AD-55 race here.

Mayor Harper is the only elected official to have thrown his hat in the AD-74 ring as of this morning.  His two opponents for the Republican nomination are 2010 Laguna Beach City Council Candidate Emanuel Patrascu, whose day job is as District Director for State Assemblyman Travis Allen, and 2012 Santa Ana City Council Candidate Karina Onofre, whose day job is split between working for H&R Block and as a Field Representative for State Senator Bob Huff.  AD-74 Incumbent Allan Mansoor is running for Orange County Supervisor.  You can find previous OC Political posts on the AD-74 race here.

AD-74 Watch: Karina Onofre Announces That She Is Running

74Yesterday, former Santa Ana City Council candidate Karina Onofre announced that she is running for the 74th Assembly District which is currently held by Allan Mansoor. Mansoor announced last week that he will not be seeking a third term, instead opting to battle Michelle Steel for the 2nd Supervisorial District, held by the termed out John Moorlach. This announcement by Onofre caught me completely off guard as I had not even heard any rumors about this.  When I told Chris Nguyen about this, his reaction was, “WHAT?!?!?!”  (On a related note, does anyone know how to replace a burst iPhone speaker?)

Running a race in AD-74 also presents totally different demographics and challenges than running a race for Santa Ana City Council. AD-74 consists of Costa Mesa, Huntington Beach, Irvine, Laguna Beach, Laguna Woods, and Newport Beach.  In Santa Ana, Republicans are at a distinct disadvantage in voter registration, thus making it less likely to draw a crowd of Republicans who will fight for a seat. Two Republicans who have been able to overpower the Democratic stranglehold on elected offices are Orange County Board of Education Trustee Robert Hammond and Santa Ana Unified School District Trustee Cecilia Iglesias. (In the interest of full disclosure, Custom Campaigns served as the sole campaign consultants to both of these candidates.  Custom Campaigns is also the firm that owns OC Political.)

In AD-74, Republicans have a 12.6% registration advantage, which will lead to a rather bloody primary fight if last election is any indicator. In the 2012 Primary Election, Leslie Daigle (and the PACs supporting her) spent gobs of cash to fight incumbent Allan Mansoor by bloodying him up with lots of negative mail and negative television ads. Mansoor not only made it to the run-off in November, but he easily came in first place, and Daigle finished a distant third place:

These results would not be surprising if it weren’t for the fact that Charles Munger Jr. spent almost $500,000 on Daigle’s behalf to try to get her to the November run-off. Even Bob Rush, who was a Dem sacrificial lamb in this race, spent almost $100,000. These numbers are stunning in that this much was spent trying to beat an incumbent and not for an open seat. Generally, candidates will spend more money trying to win an open seat as opposed to trying to unseat an incumbent (since incumbency is so tough to overcome).

While we are still looking at 2012, Onofre had a rough time against Roman Reyna last election in the Santa Ana City Council Ward 5 race:

I’m going to be very honest: Onofre only raised $3,250 in her race for Santa Ana City Council, and this was for an open seat! AD-74 already has a field of strong candidates with the ability to raise money. Onofre has no name identification in AD-74, has no fundraising base, and will face allegations of being a carpetbagger.

Huntington Beach Councilman Matt Harper, AD-72 staffer Emanuel Patrascu, and former CRP Treasurer Keith Carlson have already expressed an interest in this race. Harper is the early front-runner in this race since Huntington Beach is the second-most populated city in AD-74 (Irvine is the most populated, but no current candidate is based out of Irvine). Patrascu is not very well-known in AD-74 and hails from Laguna Beach (only about 6% of the population in AD-74), but he does work for Travis Allen and might get some decent help from his boss, who would want to get an ally elected to the Assembly. Carlson will likely have a ton of establishment support and will be able to raise quite a bit of money through his connections as former CRP Treasurer.

I’m going to go out on a limb and say that the real wildcard here is Orange County Supervisor John Moorlach. He is set to announce his candidacy for the 45th Congressional District at some point very soon. If for whatever reason, Moorlach decides that CD-45 is not the right fit (I actually think that he can win), he could easily destroy anyone in the field in AD-74 (assuming he doesn’t just clear the field outright) and walk into the Assembly.

Phillip was appointed by Governor Pete Wilson to serve in the Governor’s Office of Criminal Justice Planning, where he worked on legislation involving foster care, gang prevention, drug awareness, and mental health.

Phillip is a Doctoral Candidate at USC, he has a Master’s in Public Administration from USC and holds a B.A. in Communications from Cal State Fullerton. In addition, Phillip teaches Public Administration as an Adjunct Professor at USC.

San Francisco Chronicle Interviews Young Kim, Republican Candidate for 65th Assembly District

Joe Garofoli from the San Francisco Chronicle snagged the first on-camera media interview with Young Kim after she announced her candidacy for the 65th Assembly District.  The interview is posted on Young Kim’s official Assembly campaign web site and the San Francisco Chronicle web site as part of a Chronicle article entitled, “‘I will kick her butt’ promises GOP Assembly candidate. Oh, it’s on (VIDEO).”

SFC: OK, we’re here at the Republican convention here in Anaheim.  I’m with Young Kim, and she is running for the Assembly District in Orange County.  And again — a bit of unusual candidate.  When I was at your intro the other day, several people said: … she’s … KOREAN!  She’s a woman!  She’s a Republican!  That’s, like, an unusual thing.  But you say this is also a political advantage — that’s why you were recruited, too.  Tell us about that.

YK: Yes.  The 65th Assembly District represents the north and west Orange County.

SFC: Yeah.  [Note: further mm-hmms and such omitted.]

YK: Fullerton, Buena Park, La [Palma], Cypress, Stanton, and West Anaheim.  It is traditionally a very conservative district.  The current State Assemblywoman, Sharon Quirk-Silva, did not win that seat.  Unfortunately the Republican lost it in the last election cycle, but it was a bad year for all Republicans.  Now, having said that, that win for Sharon Quirk-Silva gave the State Legislature a 2/3 supermajority.  That is bad for us in Orange County, especially when the district, in the last redistricting cycle, has turned into 1/3 Asian, 1/3 Hispanic, 1/3 Caucasian.  She’s Hispanic; I’m Asian.  She’s Latina Democrat; I’m Asian Republican.  She’s a woman; I’m a woman.

OK.  She had the advantage of being a minority, a woman, and she went after our former State Assemblyman, Chris Norby, but she doesn’t have all the flaws that they went after him against Young Kim, because I don’t have any flaws.

SFC:  [Starts cracking up laughing.]

YK:  I am going to infiltrate into Sharon Quirk-Silva’s comfort zone — and I’m going to take her voters away.

SFC:  And what is her “comfort zone”?  What do you say –

YK:  Woman!  Minority!  She’s not going to claim all those to her benefit, because I am going after the minority group that is hugely popular, Asian Americans — they come out and vote!  Unlike the Hispanics.

SFC:  Right.

YK:  They will contribute to a candidate they believe is the best shot at getting that seat back — and that Asian Americans will do that.  They have already proven that, for me, in a short period of time, in two fundraisers, I have have raised over $300,000 –

SFC:  $300,000 in a few months.  You have worked for Ed Royce, Congressman, for twenty years.

YK:  Yes [Note: more “yes” and other interrupted cross-speak omitted.]

SFC: You know this district backwards and forwards, because you’ve worked for him in the district, in and around the district, for two decades.

YK:  And like I said: when I say she doesn’t represent the interests and the values of the district, the district is traditionally very conservative, faith-based community.

SFC:  You are very conservative socially –

YK:  Very conservative, socially as well, and I do not subscribe to what she believes in, such as the transgender legislation that she worked hard to get it passed — it doesn’t reflect the values.  I would not have even entertained such a thought.  When the vote comes up, on the vote, I would say: “What a stupid, crazy bill.  Who introduced it?”  I would say that.  I would not vote for something like that.”

SFC:  I think that these debates that you two will have should be on statewide television.  I think these will be very entertaining debates, uh buh this is — this is going to be great stuff, and, uh, we’ll see you down the road –

YK: Thank you.

SFC:  – it’s gonna be, it’s gonna be one of the hot races in California, lot of money, lot of attention on both sides, and we’ll see you soon!

YK:  I’m aware of that, so I’m ready, I already rolled up my sleeves, I’m ready, and I’m already … working hard.  I’m hitting the ground, 100%, and I will kick her butt.

SFC:  WOW!  All right.  Thank you.

WHY DOES THE TEACHERS UNION LOVE ANNA BRYSON?

State Assembly Candidate Anna Bryson – The Unions’ Favorite GOP Candidate!

When Anna Bryson first ran for election and then re-election to the CUSD Board of Trustees I was one of those who endorsed and supported her. After the 2010 elections, many of my friends who also supported her and I were aghast that she so blatantly switched sides and voted with the Trustees who were elected by the teachers and classified unions.  She is seeking to replace my current Assemblyperson Diane Harkey who is termed out in 2014.  As a resident of South Orange County, I am one of those taxpayers directly affected by her votes and I have no desire to have her as my “representative” in the State Assembly.

The examples below are drawn from the agendas and minutes of the CUSD or from newspaper articles that report on Ms. Bryson’s votes on key issues at Capistrano Unified School District. I always have believed that a politician’s voting record is the very strongest evidence of where their core values lie. In my opinion, Ms. Bryson’s voting record is evidence that her core values do not lie with the taxpayers.

12/07/2010 During a closed session of the Trustee board it appears a majority of the board voted to give the teachers union approximately $30,000,000 in compensation restoration which was not on the agenda for that closed session (which resulted in an investigation by the Orange County District Attorney).

73rd AD Watch: Baric Drops Assembly Bid

Rancho Santa Margarita Councilman Steve Baric is taking himself out of the race for State Assembly in the 73rd Assembly District (South Orange County).

Jon Fleischman of Flashreport explains Councilman Baric’s reasons why the sudden departure.

My colleague Chris Nguyen on August 1st explained that Baric was the runner-up on the campaign war chest.

The 73rd AD contest will surely shake things up in the coming days.

Tilt Heads: Chris Hansen and Orange County-Centric Campaign Consultant

When a story has a twist it makes many tilt their heads as questions start to evolve especially when it involve FPPC civil matters.

The Fair Political Practices Commission is a state watchdog campaign finance reporting agency created in 1974 due to passage of Proposition 9 by the California voters, which the initiative was known as the Political Reform Act (PRA).

Last week, the Sacramento Bee reported that Chris Hansen settled a $50,000 fine with the FPPC due to failure to properly disclose the source of funding behind the ballot measure to force a public vote on the City of Sacramento arena subsidy.  The arena was to be used for the basketball team Sacramento Kings.

Chris Hansen is hedge fund manger who had desired to relocate the Sacramento Kings to Seattle, which never came to fruition.

The FPPC’s detailed 6 page report to the Commissioners gives a lengthy background information regarding the $50,000 settlement with Chris Hansen, but also mentions the names of Brandon Powers and Lysa Ray as the other two defendants agreeing to the fine.

Brandon Powers is an Orange County-centric campaign political consultant and Lysa Ray is an Orange County-based campaign treasurer.

Brandon Powers is the President-CEO of Powers Communications who managed campaigns for Diamond Bar Councilmembers Ling-Ling Chang and Steve Tye in 2009 and the unsuccessful campaign for GOP Attorney General candidate John Eastman in 2010.

Lysa Ray is the owner of Lysa Ray Campaign Services since 1991, which Ms. Ray has provided campaign finance reporting services for Jordan Brandman School Board in 2010, Larry Dick for State Assembly in 2008, Lorri Galloway for Orange County Supervisor in 2010, Harry Sidhu for State Senate in 2008, currently campaign treasurer for GOP Assembly candidate Diamond Bar Councilwoman Ling-Ling Chang.

What is so intriguing, immediately after the Sacramento Bee article went to print, Mr. Hansen gave his account with regards to the proposed FPPC settlement and what really happened of the events from May 15th NBA vote regarding the relocation of the Sacramento Kings and up to the FPPC fine.

The heads start to tilt as Mr. Hansen asserts:

At this time, a broad-based political committee had not yet been established, and I neither directed nor authorized Loeb & Loeb to make this expenditure on my behalf. During this entire process, I never spoke with, emailed, met, or had any correspondence with GoCo, Brandon Powers, STOP or Taxpayers for Safer Neighborhoods.  

Whoa!

According to the FPPC’s September 9th memo explains Mr. Powers role that could have put Mr. Hansen in the dark with regards to the signature gathering efforts:

…August 9, 2013, a representative for GOCO said political consultant Brandon Powers approached GOCO in order to hire GOCO to provide signature gathering services in Sacramento…

Mr. Hansen admits his error in judgment in the midst of the raw emotions from the get-go beginning on May 15th and never made any political contributions in his life:

Finally, although  I’ve never made any political donations or contributions in my life prior to this (including contributions to PAC’s), with the benefit of hindsight I also should not have relied solely on Loeb’s expertise and discretion in handling this matter and clearly should have asked more questions earlier in the process.

The FPPC role with regards to the Chris Hansen matter has been instrumental in enforcing the Political Reform Act to ensure campaign finance reporting are done in a transparent manner, because it is in the public interest regarding any issue much like the controversial Sacramento arena.

The next time any candidate or campaign committee desires to get themselves in the political mud it is best to get reputable campaign consultant and treasurer that knows what he or she is doing before getting a phone call from the FPPC that would amount to a tilt head.

An example highlighted during the award presentation was Assemblyman Allen’s tireless efforts in the election of Senator Andy Vidak where he helped bring hundreds of volunteers from around the state to one of the largest deployments in CYRF history. Assemblyman Allen has also been known for attending Young Republican meetings across the state and rallying the groups on the message of hard work, individual freedoms, and the ability to realize the American Dream.

Whether he is helping bring volunteers to statewide deployments, firing up our groups with his motivational speeches, or walking door to door alongside us on weekend precinct walks, he has proved himself to be an inspirational leader.
