Taxin Troy Edgar is the Real Squish in the 72nd Assembly Race

Posted by OC Insider on July 26, 2012

Let’s get real.  Since we’re down to name calling (hey, it’s politics), Taxin Troy Edgar is the REAL SQUISH in the 72nd Assembly Race  — a true weasel according to everything we know about him.  Let’s do some of Troy’s inventory:

Edgar, the self-labeled “Tax Fighter” has raised taxes at least TWELVE times while on the Los Alamitos City Council.  As Mayor, Edgar has recently proposed a massive utility tax increase. When the city of Vallejo tried this same scheme Edgar is trying, the Howard Jarvis Taxpayers’ Association called it a “massive tax increase.”

November is all about taxes — who might raise them (and screw the Party along the way, as did Doris Allen) with a little arm twisting, or someone who’s signed Grover Norquist’s ATR Tax Pledge?  Troy Edgar can’t be trusted in this area (ask his City Council colleagues and his legion of non-fans in Los Al) as he simply won’t sign with ATR — the “gold standard” when it comes to keeping one’s commitments.  Nor will he adequately explain why.  The proof above makes it obvious — Edgar lies about taxes, he’ll raise them as he chooses — his personal pledge is proven a lie by his history in Los Alamitos.  Travis Allen signed the ATR Pledge without hesitation.

There’s more here Taxes, Lies. And Troy Edgar, and here where the Flash Report’s Jon Fleischman also discusses “the importance to taxpayers of being able to vote for candidates for office that are willing to pledge, in writing, that they will oppose tax increases” before Allen even entered the race.  The Allen campaign won its place in the General Election with a set of very successful mailers: Travis Allen Sends Out Brutal Hit Piece On Troy Edgar, nailing the Edgar campaign with truths about its candidate and his ability to raise taxes in his small, struggling city.

It’s believed that Travis Allen wants this job, in part, to “give back” and use his significant financial skills (he owns a successful wealth management firm) to concentrate on the State’s financial mess.  Troy Edgar appears to need this job — it looks like he’s “all in” with his personal funding of his campaign, and NO ONE can tell if his two businesses, Global Conductor and Global Conductor Construction (web site recently taken down) are generating any revenue.  As these are both private businesses, no one can determine if Edgar’s really making what he needs to support himself and his latest family, much less fund a competitive political campaign that might cost a half million dollars.  Does the District need a pogue, or someone who’ll never raise taxes, and not fold the minute a Democrat approaches him with a deal?

Real Conservatives like Travis Allen don’t propose multi-million dollar elevated maglev trains to run through your town.  Troy Edgar’s resume includes his role a few years ago as Vice Chairman of the Orangeline Development Authority, a Joint Powers Authority which includes cities of notoriety like Cudahy, Bell, Vernon, Bell Gardens, Bellflower, Cerritos, Maywood and a handful of others that wanted to commandeer the extremely valuable Pacific Electric Right-of-Way in Orange County to run this overhead monstrosity to Irvine.  Maglev only succeeds as a single transportation system in Shanghai, China, and is costing them a fortune to operate.  Other implementations have failed, or worse, killed dozens in recent testing.  Against Edgar’s vigorous lobbying, Los Al voted themselves out of OLDA a few years ago and denied Troy a number of trips he’d been planning for the JPA.

In a transaction that would make Tony Soprano proud, Troy Edgar is accused of taking campaign contributions from Consolidated Disposal Service, a trash hauler that would later be awarded the contract for garbage collection in Los Alamitos.  After a citizen’s lawsuit, Edgar’s malfeasance ended up costing the city $215k, yet he still manipulated his council majority into modifying the vendor selection process that awarded the can collecting and dumpster dumping to Consolidated.  Travis Allen doesn’t hang with Trash Haulers.

The 72nd Assembly District needs a honest, real Conservative candidate, not the REAL SQUISH that runs little Los Alamitos like New Jersey before Chris Christie

Fountain Valley Councilmember Pulls Papers To Run Against Incumbent

Posted by Former Blogger Chris Emami on July 17, 2012

In a bit of a surprise yesterday Fountain Valley Councilmember Larry Crandall pulled papers yesterday to run for the Municipal Water District of Orange County, Division 3 against appointed incumbent Wayne Osborn. The seat was vacated by Ed Royce Sr. former Stanton City Councilmember and father of Congressman Ed Royce. In March Osborn was appointed to fill the vacancy and it should be noted that he has also pulled papers to run.

Not to confuse our readers but it is important to clarify that this is the Municipal Water District of Orange County (MWDOC) which is different from the Orange County Water District (OCWD). For those of you that were wondering Boardmembers in MWDOC are:

Division 1- Brett Barbre
Division 2- Larry Dick
Division 3- Wayne Osborn
Division 4- Joan Finnegan
Division 5- Wayne Clark
Division 6- Jeffrey Thomas
Division 7- Susan Hinman

Boardmembers on the OCWD are:

Area 1- Kathryn Barr
Area 2- Denis Bilodeau
Area 3- Roger Yoh
Area 4- Philip Anthony
Area 5- Steve Sheldon
Area 6- Cathy Green
Area 7- Shawn Dewane
Area 8- Claudia Alvarez (Appointed Santa Ana Seat)
Area 9- Harry Sidhu (Appointed Anaheim Seat)
Area 10- Don Bankhead (Appointed Fullerton Seat)

This will be an interesting race because although incumbency is a powerful tool being a Councilmember is also a very strong position to be coming from for any seat. Larry Crandall won’t necessarily return his papers though as often officeholders will pull papers as a way to scare others out of a race i order to clear the field for someone who they are supporting.

Many people who are in Republican Party circles know Larry Crandall in his capacity as a Councilmember in Fountain Valley and his work with OC Supervisor John Moorlach. It appears that if he goes through with this run that he will be giving up his City Council seat to do so, unless he decides to run for both (Never a good idea).

Not as many insiders are as familiar with Wayne Osborn who is also a Fountain Valley Republican. Chris Nguyen will be displeased to learn that his Bachelors is from UC Berkeley but that may be offset by the fact that his Masters is from USC. Here is his full bio from the MWDOC website:

Wayne Osborne was appointed to the Municipal Water District of Orange County (MWDOC) Board of Directors in March 2012. He represents Division 3, which includes the areas of Cypress, Fountain Valley, Los Alamitos, Stanton, Westminster, the western portion of Garden Grove, and nearby portions of unincorporated Orange County.

Director Osborne has a long history of commitment to the water industry.  He worked for the City of Fountain Valley for 33 years as the Director of Public Works and City Engineer.  During that time, he developed the City’s water supply master plan, implemented long-term capital improvement programs for water supply, and oversaw the maintenance of all public works facilities, including water and wastewater systems. He was also instrumental in obtaining grant funding for construction of two wells and other key water infrastructure.

Director Osborne is a member of several water industry organizations, including the American Water Works Association and the Orange County Water Association, of which he is a Past President.  He is also an active member of professional organizations, including the American Public Works Association and the Orange County City Engineers’ Association, of which he is also a Past President.

Director Osborne received his Bachelors degree in Civil Engineering from the University of California, Berkeley, and his Masters Degree in Civil Engineering from the University of Southern California. A longtime resident of Fountain Valley, he is married to his wife Mary and they have four children.
This division appears to cover Westminster, Los Alamitos, Garden Grove (portion), and Fountain Valley. With these 2 candidates potentially splitting the Fountain Valley vote and the incumbent vote it will be interesting to see if somebody from Westminster (the largest city in the division).

We still have a few weeks left in filing and many of the questions we still have should be answered by August 10th when filing closes.

Taxin Troy Edgar

Posted by OC Insider on June 2, 2012

Today, I received another great mail piece from Travis Allen for Assembly.   This is the first hit piece that I received from Travis and I have to say it is probably the best hit piece have seen this cycle.

The image of Taxin Troy Edgar is definitely going to stick in my mind.  I am attaching a scan of the piece to this post for people to check out.

Will this mail piece be enough to make the race competitive?  I am not sure, but I a bet a lot of voters will have a picture of Taxin Troy Edgar in their heads when they vote on Tuesday.

Also, it looks like Travis has found one of Troy’s real weaknesses.  Edgar’s horrible voting record on taxes and his refusal to sign the No New Tax Pledge might hunt him on Tuesday.

Here is a LINK to a Press Release that OC-Breeze posted about Edgar’s refusal to sign the No New Tax Pledge.

Press Release: Travis Allen and Long Pham Agree to Debate: Troy Edgar Refuses to Debate

Posted by OC Insider on May 29, 2012

I received this press release on Friday, but didn’t have a chance to post it until today.  I found it interesting that the press release quoted two candidates.  I think this is the first time I have seen this. Also, the press release include a email chain showing the multiple attempts that were made to try to get Troy Edgar to debate.

Recalls in Retrospect

Posted by Chris Nguyen on May 29, 2012

Recalls, 1995-2010

Local recalls in California, 1995-2010

There has been much talk about the chances of the Fullerton recalls passing in the press, on other blogs, and even a little here and here on this blog.  (It is recalls, plural, by the way, since it’s technically three recalls in Fullerton on next week’s ballot, one each regarding Don Bankhead, Dick Jones, and Pat McKinley.)

I found an interesting study of local election data from California State University, Sacramento.

(All recalls in this post refer to recalls that qualified for the ballot.  Recalls that failed to qualify for the ballot are excluded because they are not relevant.)

According to the CSUS study, in an average year in California, there are 16 local recalls, of which 66% result in the officeholder being recalled from office.  Specifically, there are 2 county-level recalls, 7 city-level recalls, and 7 school district-level recalls in an average year.

The CSUS data shows that from 1995-2010, there were 256 local recalls, of which 175 recalled the elected official and 81 officeholders hung on to defeat the recall election (a 68% removal rate). Specifically, there were:

  • 35 county-level recalls, in which 24 resulted in the recall of the official and 11 officeholders hung on (a 69% removal rate)
  • 116 city-level recalls, in which 80 resulted in the recall of the official and 36 officeholders hung on (a 69% removal rate)
  • 105 school district-level recalls, in which 65 resulted in the recall of the official and 40 officeholders hung on (a 62% removal rate)

Outside the timeframe of the study, 9 out of 9 city councilmembers subject to recall elections were recalled in 2011.  This bumps city-level recalls to a 71% removal rate for 1995-2011.  4 out of 4 school board members defeated their recall elections in 2011, dropping the school district-level recalls to a 60% removal rate for 1995-2011.  There were no county-level recalls that qualified for the ballot  in California in 2011.  The overall rate for all local California recalls for 1995-2011 remains at 68%, the same rate as for 1995-2010.

Narrowing it down to even years (i.e. regular election years):

  • 8 out of 16 county-level recalls succeeded (a 50% removal rate)
  • 55 out of 79 city-level recalls succeeded (a 70% removal rate)
  • 32 out of 43 school district-level recalls succeeded (a 74% removal rate)

The above numbers are statewide.  Looking closer to home, no Orange County recall has failed since 1996.

  • 2010: Capistrano Unified School District
Mike Winsten was recalled 61.4%-38.6% and replaced with John Alpay.
Ken Maddox was recalled 61.3%-38.7% and replaced with Gary Pritchard.
  • 2010: Mission Viejo
Lance McLean was recalled by a 50.1%-49.9% and replaced with Dave Leckness.
  • 2008: Capistrano Unified School District
Marlene Draper was recalled 69.3%-30.7% and replaced with Sue Palazzo.
Sheila Benecke was recalled 69.4%-30.6% and replaced with Ken Maddox, who would ironically be recalled himself in 2010.
  • 2003: Santa Ana Unified School District
Nativo Lopez was recalled 69.3%-30.7% and replaced with Rob Richardson.
  • 2001: Orange Unified School District
Martin Jacobson was recalled 51.5%-48.5% and replaced with Melissa Taylor Smith.
Maureen Aschoff was recalled 50.9%-49.1% and replaced with John Ortega.
Linda Davis was recalled 51.3%-48.7% and replaced with Kathy Moffat.
  • 1996: Dana Point
Karen Lloreda defeated a recall effort by a 50.6%-49.4% margin.
Harold Kaufman defeated a recall effort.
  • 1995: Cypress
Cecilia Age, Gail Kerry, and Walter Bowman defeated their recalls by a 2-1 margin.
  • Not a local recall per se, but in 1995 in Orange County:
Assemblywoman Doris Allen was recalled 65.2%-34.8% and replaced with Scott Baugh.

Outside the timeframe of the study:

  • In 1994, the voters of Fullerton recalled Councilmembers Don Bankhead, Buck Catlin, and Molly McClanahan, by 52%-48% margins but left the then-elected City Clerk Anne York in office.  Five months after the recall, Bankhead won a new election to the council where he has remained ever since and is now subject to a recall election next week.  If recalled next week, Bankhead would likely be the first person since the inception of the recall ever to be recalled from the same office twice.
  • In 1989, the voters of Fountain Valley recalled Councilman Fred Voss by a 2-1 margin after he pleaded guilty to a misdemeanor for solicitation after he offered $20 to a prostitute, who was actually an undercover police officer.

(In the interest of full disclosure, I should note my day job is working in the Fullerton office of Assemblyman Chris Norby, who served on the Fullerton City Council from 1984-2002, but he was not a target of the 1994 recall.  One of my co-workers in the office is Fullerton City Councilman Bruce Whitaker, who was elected in 2010 and is not a target of the 2012 recall, but he was one of the organizers of the 1994 recall.)
