WARNING – Voice of OC(EA) SMEAR Campaign against Senate Republican Candidate Janet Nguyen
The self-described “non-profit investigative news agency” blog called Voice of OC has been conducting a relentless smear campaign geared towards keeping Republican candidate Janet Nguyen out of the California State Senate.
Recently they have focused on Janet’s involvement in making the County Organized Health System (CalOptima) operations more accountable and transparent. One out of every 4 residents of Janet’s district utilize CalOptima. She is proud of her advocacy efforts on their behalf as a member of the CalOptima Board of Directors. Janet has also co-hosted annual Central County Health and Senior Expos with numerous public agencies, non-profits, community organizations and local businesses since 2010 – this was recently chronicled by the OC Register. The Expos, through the generosity of thousands of volunteers, have served over 10,000 children, adults and seniors who do not have access to preventative health care, generating substantial savings for the taxpayers as preventive health care needs are addressed before these residents resort to costly emergency room services.
Unfortunately, Janet’s efforts to reform CalOptima and outreach to the community have been mischaracterized by the Voice of OC blog whose only interest is to further their own political agenda through an organized smear campaign.
Some have asked why this Blog has taken such an interest in a smear campaign against Janet Nguyen?
The answer should be obvious. Just follow the money. A check of the Voice of OC’s most recent IRS filings shows that nearly all of their funds come from labor unions and Democrat donors. A full 63% comes from a single public employee union – OCEA. The remainder from Democrat/liberal donors or groups. These entities all have a huge stake in making sure State Senate Dems keep their 2/3rds super majority.
Here’s the rundown according to the Voice of OC’s own tax returns:

SD-34 Candidates:
Orange County Supervisor Janet Nguyen (R-Garden Grove) and former State Assemblyman Jose Solorio (D-Santa Ana)
SD-34 is one of the more complex races to calculate campaign finances for, due to the fact that Supervisor Janet Nguyen (R-Garden Grove) and former Assemblyman Jose Solorio (D-Santa Ana) wield massive warchests, scattered across multiple campaign accounts. Furthermore, independent expenditures will likely dominate the final weeks of the general election.
Nguyen wields campaign accounts for both Senate and Supervisor while Solorio has Senate, College Board, and ballot measure accounts. Nguyen just opened her Senate account during this reporting period but already managed to obtain $105,750 for her Senate account. She also raised $65,345 into her Supervisorial account during 2013. Solorio raised $64,420 into his Senate account in 2013, $3,200 into his College Board account, and $2,500 into his ballot measure account.
It’s clear Solorio is depending on money from his Sacramento days, as he simply didn’t raise as much as Nguyen did during this reporting period – the first reporting period in which Solorio was no longer an Assemblyman.
The campaign contribution limit for Supervisor is $1,900 per election while the contribution limit for Senate is $4,100. Consequently, it is quite likely that the vast majority of Nguyen’s supervisorial account ($331,704) can be transferred to her Senate account ($102,965).
Solorio has $104,339 in his ballot measure committee, which has no contribution limits, but that means he can only transfer $4,100 per donor per election into his Senate account; a chunk of that is not transferable since he has donors who gave $10,000 to the ballot measure committee, and a total transfer would violate Senate contribution limits. Since there’s only $292 in Solorio’s College Board account, he’ll have no problem transferring all of it, but then again, it’s only $292 (I’ll note College Board has no contribution limits, though).
Refreshingly, neither candidate in SD-34 had any loans to their campaigns.

SD-34 is 38.4% Democrats, 35.8% Republicans, 21.0% No Party Preference voters, and 4.8% third party voters. 87.8% of SD-34 voters are from Orange County while 12.2% are from Los Angeles County. With lower voter turnout in November 2014 due to a lack of the presidential race, this should favor the Republican (Nguyen) against the Democrat (Solorio), as Republicans tend to have higher voter turnout than Democrats do.
It appears Nguyen and Solorio sit in relatively even positions with over $400,000 cash-on-hand each, but fundraising momentum rests with Nguyen. Furthermore, her office as a member of the Orange County Board of Supervisors is a better perch from which to raise money than Solorio’s perch on the Rancho Santiago Community College Board.
(For the record, I am not related to Supervisor Janet Nguyen. The last name Nguyen is held by 36% of Vietnamese people.)

Harry Sidhu
Lending credibility to rumors swirling in the Spring, former Anaheim Councilman Harry Sidhu opened a new campaign committee this month: “Harry Sidhu for Assembly 2014.”
Sidhu filed a Form 501 (Candidate Intention Statement) for the 68th Assembly District when opening that committee. On the Form 501, Sidhu also indicated he would not accept the voluntary expenditure limit of $544,000 in the primary and $953,000 in the general election.
The only catch with a 2014 bid for AD-68 is a gentleman by the name of Don Wagner.
There are four possibilities for this committee:
- Sidhu is crazy enough to challenge Wagner, who would cream Sidhu in the June 2014 primary
- Sidhu is banking on Wagner running for CD-45 in 2014 (win or lose, Wagner would have to give up his Assembly seat if he chose to run for CD-45 since the elections for the two seats occur concurrently)
- Sidhu is using the Assembly committee as a placeholder to raise funds for another office (Sidhu would then presumably launch a surprise by filing for another office at the last minute and then slide the money over)
- Sidhu is using the 2014 committee as a placeholder for a future vacancy in the AD-68 seat in 2015 (Wagner leaves the seat early) or 2016 (Wagner terms out)
Sidhu has a 2-3 record in the five times he’s sought elected office.
- In 2010, Sidhu ran unsuccessfully for 4th District Supervisor, losing to Supervisor Shawn Nelson 63.1%-36.9%. Just 0.1% of AD-68 voters live in the 4th Supervisorial District.
- In the 2008 general election, Sidhu was the top vote-getter for Anaheim City Council, winning 23.2% of the vote. 16.8% of AD-68 voters live in the City of Anaheim, which is the third-largest city in AD-68.
- In the 2008 primary election, Sidhu ran unsuccessfully for the 33rd Senate District, losing to then-Assemblywoman Mimi Walters in a 74.0%-26.0% landslide. (For comparison, Supervisor Janet Nguyen defeated Steve Rocco 74.2%-25.8% in 2012.)
- In 2004, Sidhu was first elected to the Anaheim City Council, winning 18.4% of the vote, coming in second behind Lorri Galloway.
- In 2002, Sidhu made an unsuccessful bid for Anaheim City Council, winning 10.7% of the vote, coming in fourth behind Bob Hernandez, Richard Chavez, and Bob Zemel.

My iPad died earlier, right after the final update and I did not get the chance to do an official post announcing that Jan Grimes was appointed Auditor-Controller. It was fairly easy to track the vote totals since only four candidates even made it to the interview process. Following up from earlier I am posting a list of votes that each Supervisor cast yesterday for Auditor-Controller. 4:55 PM- We are now voting on the top two choices for the office among the four applicants.
4:57 PM- Jan Grimes and Eric Woolery appear to have advanced to the final round but it is not looking good for Eric Woolery.
4:58 PM- We are now voting for the top candidate with the previous total being Beck with 1 vote, Woolery with 2 votes, and Grimes with 4 votes.
5:00 PM- Janet Nguyen is advocating for Woolery but states that she will work with Jan Grimes if necessary.
5:02 PM- Spitzer is talking about his vote as one that is to create an open seat since he is certain that Grimes will not run for re-election.
5:05 PM- Pat Bates feels that Woolery is the best choice for the job based on his experience and wants to back somebody that will run for it.
5:07 PM- Jan Grimes is appointed by a vote of 3-2.
5:10 PM- Check that. The paper ballots were 3-2. The appointment of Jan Grimes was a 5-0 vote.
5:24 PM- We are now adjourned and I am calling it a day. Now interview will be available because all of the applicants are gone and are not accessible for any interviews.

On a 4-1 vote (Moorlach dissenting) after a marathon interview session the Orange County Board of Supervisors voted to appointed Hieu Nguyen to the position of Orange County Clerk-Recorder. His interview was not the best but he did well and answered the questions the right way.
My computer has already died so I am not able to complete the portions of this post the way that I would like but we have a couple of things on deck for this news. following the meeting I am fairly certain that OC Political was lucky enough to get the first interview with Hieu Nguyen just outside the boardroom. We will be launching this as our first audio post.
Also, Supervisor Todd Spitzer had the misfortune of being the only Supervisor that didn’t run away fast enough as I approached the dais looking for interviews. He was kind enough to give us some time to talk about the process and what he looks to see moving forward.
If not tonight, by tomorrow I also expect to be able to have a more comprehensive post up about Hieu Nguyen. I will also tally up each Supervisors individual votes on each round of the process and present it for our readers. Be on the lookout for all of these and more later this week on OC Political.
Coming up we have the next round of appointments which will be the Orange County Auditor-Controller and Orange County Public Administrator.

4:33 PM– They are voting.

4:39 PM– We are now going to vote on a top 3.
4:40 PM– They are voting.
4:41 PM– The results are in and the top 3 are Hieu Nguyen, Chris Norby, and Bruce Peotter.
4:43 PM– They are now discussing the procedure of appointing this today versus going forward.
