Taxes. Lies. And Troy Edgar.

Politicians will say anything to get elected. We all know that.

Heck, Al Gore claimed to have invented the internet. And Bill Clinton said he “did not ha’ave,” well you know the rest.

That brings us to our latest edition of “Lies Politicians Tell.” Today’s contestant: Los Alamitos Mayor Troy Edgar.

Edgar is famous in his hometown for his history of supporting taxes and fees. In fact, during his Primary campaign he was dubbed “Taxin’ Troy” for his history of being a serial tax raiser.

But today, at a lunch of the Family Action PAC, Troy took his taxing past, his current efforts to live up to his Taxin’ moniker, and mixed it with a heaping dose of outright falsehood.

During lunch, Edgar got up and told the crowd that he was currently pushing a Measure to appear on the November ballot to “lower” the Utility Tax in his town.

[Cue the Laugh Track]

What in fact Edgar is up to in his teenie town is quite the opposite.

Utility User Taxes are taxes imposed by cities on things ranging from water, gas, and electricity to home phones and cable tv. Most cities in Republican Orange County don’t even impose one at all. In fact, Los Alamitos is one of only 11 cities in Orange County to have a Utility User Tax.

Most of these taxes were passed and imposed a long time ago, prior to home internet access even being a figment of Al Gore’s imagination. But lately, more and more of the cities that do have one, have been updating their UUT’s to include new technologies, like the internet and cell phones.

This includes Los Alamitos, where Troy Edgar serves as Mayor. Seeing a pot of money that isn’t yet being tapped, Edgar did what any good tax raiser would do, and devised a scheme to get his hands on this extra money.

But knowing the political price he’d pay – he simultaneously tried to cover his tracks by reducing the current UUT by a measly 1%. He claims this will make the tax “revenue neutral,”.  Any rational thinking person knows that broadly expanding the definition of a tax on services that are used almost universally, and claiming to off-set it by a reduction of the tax on services like home phones that are being used less and less, will no doubt make City coffers grow.

And if it walks like a duck, quacks like a duck, and looks like a duck – my friends, that’s a tax increase.

Troy can call it whatever he wants. And he can continue to spew nonsense in hopes nobody will really examine his record. But unfortunately for Troy, facts are stubborn things.

And the facts once again show why Troy has earned the name, Taxin’ Troy Edgar.

Dr. Ken Williams and Robert Hammond Sworn in as Trustees for the Orange County Board of Education

Today I had the honor of attending the swearing in ceremony of Dr. Ken Williams and Robert Hammond for their terms on the Orange County Board of Education. For those who are already familiar with the OCBOE, you know that Dr. Ken Williams has been a conservative voice on that Board for many years. I was glad that Dr. Williams not only won re-election but by a large majority of those voting in his Trustee area.

Robert Hammond is the new comer to the Board having just won his election on June 5th. Robert had a tough race against several opponents but he worked very, very hard to reach out to the voters in his Trustee Area and it paid off in his win on Election Day. Robert will be a strong conservative voice on this Board and I am encouraged by his election as a Republican in an area that has many Democrats and Decline to State voters.

What might not be so well known is our publishers Chris Emami and Chris Nguyen of Custom Campaigns were the campaigns managers for both Dr. Williams and Mr. Hammond. They did a great job of planning and executing successful election and re-election campaigns on shoe string budgets. With these two successes and their past successes with other school board races, Custom Campaigns is becoming the go to group for getting elected to a school board in Orange County.

Yorba Linda Has a New Police Service

Yorba Linda City Council held a meeting to review and vote upon the contract with Orange County Sheriff this evening, Tuesday July 17, 2012. The meeting was fairly predictable both in the vote, the alignments and the participants.

Clearly the city anticipated a large turn out and had overflow seating in City Hall, in the event the Council Chambers could not house everyone. It was however, not a substantial overflow crowd.

The public was provided with a time for comments and the commentary as well as the crowd, were unusually well behaved. The only commentor I felt I could firmly get behind, was my friend Jeff Winter. He praised each and every one of the Council members for their participation and dedication to this community, and thanked them for it. Ed Rakochy praised the majority 3 who have voted to end the policing contract with Brea and begin a new relationship with OCSD, and called them “courageous”. Tony D’Amico stated that having the OCSD policing Yorba Linda was the “next best thing” to having our own police department. Julia Lawson put the majority 3 “on notice” that a variety of legal remedies were being sought against them including complaint to the office of the District Attorney and convening a Grand Jury if necessary, stemming from alleged Brown Act violations. Greg Gillaspy asserted that Council should have spent more time doing research and consulting with sources like OC Watchdog. Jan Horton fired off a plethora of facts, figures and details, as well as restating her offense that Nancy Rikel provided email addresses to ‘Protect Yorba Linda’, an organization supportive of the OCSD contract being implemented in Yorba Linda.

At the close of public comment, Jim Winder reminded the audience and Sheriff Hutchens of his many years of service with Brea PD, in which he managed the contract with Yorba Linda for more than 11 years. He asked some fairly simple questions and had some difficulty getting responsive answers. He expressed concern about “transparency” which really amounted to the repeated complaint of some of the commentors, that there was a serious lack of specificity in the contract. There was discussion of the hiring process and timing of that, which seems obviously unanswerable without resolution of whether the contract was actually being granted or not. The more troubling discussion came when Winder questioned the Sheriff about unfunded pension liability. The bottom line of that discussion was this, Anderson, Protect Yorba Linda and other proponents of the contact with OCSD continue to state that the OSCD and the contract with Yorba Linda has “no unfunded pension liability”. The Sheriff in an uncharacteristically unpolished fashion, repeated her non-responsive answer several times, essentially that there is no ADDITIONAL cost added for unfunded pension liability. In essence, Mr. Winder was looking for what is the PERCENTAGE of the payments under this contract are attributed to the unfunded pension liability, the answer finally came from one of the support staff at the meeting with the Sheriff, which was that it’s about 20%. Mr. Winder also commented that he had been involved in the implementation of the Brea PD substation at Arroyo Park, indicating that it is sorely inadequate for the purposes that the Sheriff’s proposal indicates it will utilize that facility for.

Mr. Winder’s displeasure with the process and inevitable outcome was apparent.

Mr. Anderson only posed a few questions in his portion of the discussion. These were contrived and were really questions to the Sheriff representatives about the Brea PD proposal. Mr. Anderson is a litigator but apparently is not aware of the “lacks foundation” objection. In the kangaroo court manner in which this has proceeded, Brea was excluded from participation in this meeting.

Four more weeks is all that Tom Lindsey advocated in a pre-written statement that he read. I generally am not a fan of speech reading, but this was very nicely stated. In an equivocal and dignified manner, which is atypical of any presentation at a Yorba Linda City Council meeting. He set forth the facts and the timeline which effectively and politely pointed out the magnitude of the problems with how this has all transpired. Mr. Anderson’s later proclamation of transparency rang hollow after Mr. Lindsey’s calm and polite articulation of the facts.

Nancy Rikel’s irrelevant, rhetorical comments, were typical of Councilwoman Rikel, not typical of citizen Nancy Rikel when she was a regular at the podium. Polished and articulate, she said essentially nothing, except that she will vote predictably with the majority

Mr. Anderson, in characteristic fashion, begins condescending and snide, drawing a predictable reaction from someone in the crowd. Mark Schwing, in their usual good-cop/bad-cop routine, stated that it had been such a nice evening of civility that someone should not ruin it now. He did berate Brea PD in a variety of ways, while he said he meant no disrespect to Brea PD. He mentioned the recall effort against him and noted there were “numerous” (?) Political blogs and facebook pages directed at him.

 

Mr. Schwing (who technically is the current mayor, but only because he and his two buddies decided it would be neat to step over Jim Winder when it was his turn to be mayor) rambled off some more statistics and his spin on them, selling his view that it’s “time” to get this contract signed.

The rhetoric that has erupted on both sides of this issue have been outrageous, often inaccurate and unnecessarily angry and combative in its tone. From the looks of the crowd in attendance tonight, the propaganda has been pushed forward by the usual participants, along the usual us and them lines. An Officer Dominguez was present and spoke, he did not mention whether he was a resident of Yorba Linda, but it was confirmed that he was with the Sheriff union and represented to the council, when questioned, that none of the efforts by Protect Yorba Linda were funded or orchestrated by the union. It was effectively raised as a real concern by Mr. Lindsey that the implementation of the OCSD service would introduce a large union influence in Yorba Linda that we have previously been fortunate to avoid.

Just as the rest of the evening, the end was entirely predictable and no surprises, no acquiescing, no thoughtful consideration of the other side of the argument and no indication that time and/or restraint and research may reveal evidence to change anyone’s mind. In a vote taken at 12:21 am, Wednesday morning, the majority 3, Anderson, Schwing and Rikel voting for the immediate signing of the police contract with the OCSD.  Winder and Lindsey voting against.  Lindsey’s motion to table the vote for 4 weeks was run over and ignored.

The implementation of the contract is uncertain and not set forth in the contract. The contract with Brea officially ends in May 2013.

Fountain Valley Councilmember Pulls Papers To Run Against Incumbent

In a bit of a surprise yesterday Fountain Valley Councilmember Larry Crandall pulled papers yesterday to run for the Municipal Water District of Orange County, Division 3 against appointed incumbent Wayne Osborn. The seat was vacated by Ed Royce Sr. former Stanton City Councilmember and father of Congressman Ed Royce. In March Osborn was appointed to fill the vacancy and it should be noted that he has also pulled papers to run.

Not to confuse our readers but it is important to clarify that this is the Municipal Water District of Orange County (MWDOC) which is different from the Orange County Water District (OCWD). For those of you that were wondering Boardmembers in MWDOC are:

Division 2- Larry Dick
Division 3- Wayne Osborn
Division 4- Joan Finnegan
Division 5- Wayne Clark
Division 6- Jeffrey Thomas
Division 7- Susan Hinman

Boardmembers on the OCWD are:

This will be an interesting race because although incumbency is a powerful tool being a Councilmember is also a very strong position to be coming from for any seat. Larry Crandall won’t necessarily return his papers though as often officeholders will pull papers as a way to scare others out of a race i order to clear the field for someone who they are supporting.

Many people who are in Republican Party circles know Larry Crandall in his capacity as a Councilmember in Fountain Valley and his work with OC Supervisor John Moorlach. It appears that if he goes through with this run that he will be giving up his City Council seat to do so, unless he decides to run for both (Never a good idea).

Not as many insiders are as familiar with Wayne Osborn who is also a Fountain Valley Republican. Chris Nguyen will be displeased to learn that his Bachelors is from UC Berkeley but that may be offset by the fact that his Masters is from USC. Here is his full bio from the MWDOC website:

Wayne Osborne was appointed to the Municipal Water District of Orange County (MWDOC) Board of Directors in March 2012. He represents Division 3, which includes the areas of Cypress, Fountain Valley, Los Alamitos, Stanton, Westminster, the western portion of Garden Grove, and nearby portions of unincorporated Orange County.

Director Osborne has a long history of commitment to the water industry.  He worked for the City of Fountain Valley for 33 years as the Director of Public Works and City Engineer.  During that time, he developed the City’s water supply master plan, implemented long-term capital improvement programs for water supply, and oversaw the maintenance of all public works facilities, including water and wastewater systems. He was also instrumental in obtaining grant funding for construction of two wells and other key water infrastructure.

Director Osborne is a member of several water industry organizations, including the American Water Works Association and the Orange County Water Association, of which he is a Past President.  He is also an active member of professional organizations, including the American Public Works Association and the Orange County City Engineers’ Association, of which he is also a Past President.

Director Osborne received his Bachelors degree in Civil Engineering from the University of California, Berkeley, and his Masters Degree in Civil Engineering from the University of Southern California. A longtime resident of Fountain Valley, he is married to his wife Mary and they have four children.
This division appears to cover Westminster, Los Alamitos, Garden Grove (portion), and Fountain Valley. With these 2 candidates potentially splitting the Fountain Valley vote and the incumbent vote it will be interesting to see if somebody from Westminster (the largest city in the division).

We still have a few weeks left in filing and many of the questions we still have should be answered by August 10th when filing closes.

Assemblyman Jose Solorio Pulls Papers for Rancho Santiago Community College District

According to the Orange County Registrar of Voters, Assemblyman Jose Solorio (D-Santa Ana) has pulled papers for the Rancho Santiago Community College District Trustee Area 1.  (There is no incumbent, as the RSCCD board recently switched from a multi-member three-area at-large election system to a vote-by-area system, but drew three incumbents into Area 5, with Brian Conley choosing to retire in June, leaving David Chapel and Mark McLoughlin to duke it out in Area 5.)

Solorio had been rumored for months to be interested in the RSCCD seat after the Bernie Madoff of California Democrats, Kinde Durkee, stole $700,000+ from Solorio, putting an end to his bid to challenge Supervisor Janet Nguyen (R-Garden Grove).  Between his Assembly campaign committee and a ballot measure committee, Solorio has over $200,000 cash on hand.

Due to the fact there are no contribution limits for the college board seat in Rancho Santiago, Solorio can transfer the entire $200,000 to his RSCCD account without raising another penny.

Santa Ana LULAC President Zeke Hernandez is rumored to be Solorio’s top challenger.

Will union anger at Solorio’s endorsement of Tom Daly for Assembly result in enormous contributions to Hernandez for college board?  (Remember, there are no contribution limits, so they can give all the money to Hernandez instead of doing an IE.)

Trustee Area 1’s eastern border follows Main Street in Santa Ana from 17th Street down to the 55 Freeway.  Its southern border is the Santa Ana city limit.  Its far northern border is 17th Street.  Its western border is a zig-zag involving Flower Street from 17th Street to 1st Street, Bristol Street from 1st Street to St. Andrew Place, Rene Drive from St. Andrew Place to Warner Avenue, and roughly Raitt Street from Warner Avenue to the city limit.

Brett Franklin enters race for Santa Ana Council

Today is the official start to campaign filing season, both here in Santa Ana and up and down the state.

As it stood this morning Santa Ana was looking at a race between Charles Hart and Eric Aldrete. It’s not yet known if Carlos Bustamante who currently represents Ward 3 will seek re-election.

Just announced via an email that declared Santa Ana is in crisis, Former Ward 3 Council member Brett Franklin announced his entry into the race as well.

Rumors and speculation abounds about other potential candidates declaring for Ward 3 including SAUSD Trustee John Palacios and gossip blogger Art Pedroza.

Native American Republican Super PAC formed in California

According to the latest FEC filings, a new political action committee has been formed in Sacramento named the Native American Republican Super PAC.

As the name clearly indicates, the focus of the group will be on advancing Native American interests through conservative candidates and initiatives.

When many Californians think of Tribes in California, they think of the 64 casinos currently operating throughout the state. Although for many Tribes this has been a lucrative source of financial support, the concept of gambling and casinos is in stark contrast to the conservative values of many Republicans.

But as Kilma Lattin, one of the founders of the Native American Republican Super PAC described, beyond Indian gaming, Tribes and Republicans do share a lot of common ground. Both are strong supporters of our military – Native Americans have the highest per capita enlistment rate of any minority group going back even before the Revolutionary War. Both are also staunch advocates of self-determination and preserving the traditions of the past for future generations.

Lattin, a member of the Pala Band of Mission Indians in northeast San Diego County and former member of the Tribal Council, also stated, “Republicans have the right ideas to spur growth in the economy, and Tribes should be paying attention because a strong U.S. economy will give Americans the discretionary income necessary to visit Tribal enterprises.”

Lattin, who recently graduated at the top of his class with an MBA from USC and is a former U.S. Army Aviation Officer continued, “If the U.S. economy is doing well, then Tribal economies are doing well also. Democrats continue to ‘double down’ on Keynesian Economic Theories, mainly federal spending.  This recycling of tax dollars does nothing to promote the generation of new dollars. Continued federal spending and ‘public works projects’ along with increased healthcare costs on businesses, and the possibility of new taxes on top earners do not promote a safe environment for businesses to invest.”

The Native American Republican Super PAC notes that over the last decade Tribes in California have progressed to be some of the most influential groups in politics today, but much of that influence has gone toward a wide variety of candidates to further the specific interests of the Tribe. This super PAC is unique because of its blend of a conservative agenda with the relatively new-found influence of Indian Tribes.

The Native American Republican Super PAC has said it is looking to hit the ground running and expects to be involved substantially in the election this November. Lattin and other leaders of the Native American Republican Super PAC are currently soliciting contributions from the 110 Tribes throughout the state.
