New Elected Official Appointed in Placentia

The Democrats are losing seats like crazy in Orange County. When I was browsing the agenda for the meeting of the Orange County Board of Supervisors today, I noticed on the agenda the appointment of Jo-Anne W. Martin to the Placentia Library District. This comes after the resignation of Betty Escobosa who is a registered Democrat. Jo-Anne W. Martin is registered as an American Independent.

PLDAfter taking notice of this appointment, I started digging through old meeting minutes for the County Board of Supervisors and found that they have appointed people to fill all of the vacancies that remained in local offices. Our Local elected official database link up at the top of this website has been updated to reflect all of these vacancies being filled.

This appointment is a lot less interesting than the one that will take place on Tuesday. If all goes as expected we will have new Orange County Auditor-Controller appointed after each of the seven applicants takes part in the job interview from hell. As we did with Orange County Clerk-Recorder, we will be live blogging the events on Tuesday and plan to provide a breakdown of each applicant as soon as information becomes available.

Congratulations Connor Duckworth

All of us here at OC Political want to take a moment to congratulate former Norby staffer Connor Duckworth for winning the OC Political March Madness Pool. He was facing off against former OC GOP Executive Director George Andrews last night in the deciding game.

Andrews was in last place for the majority of the tournament but because he chose Michigan to win it all thus launching an epic comeback effort. Duckworth was in the middle of the pack for the majority of the tournament and won it all because he had the most points of anybody who picked Louisville to win it all. We will be presenting Duckworth with a $50 gift card to Barnes & Noble and more importantly he gains all of our readers respect until next year as one of our annual March Madness Champions!!!

Really??? Worst Transparency Ever

I am going to put about as much effort into this post as these two governmental agencies put into transparency. During a project I was working on for a client comparing the transparency of certain special district I ran across a couple of interesting finds.

We will start with the Emerald Bay Community Services District which requires a password to be able to access their website. Take a look at the screen shot of their website:

EBCABut hey, at least they give you a phone number to call. Oh, you think I am joking? Let’s take a look next at the Three-Arch Bay Community Services District who not only requires a password to get into their website but does not even provide a phone number. Here is a screen shot of their website.

tabcsdI personally think that we should eliminate the majority of the special districts and after seeing this I think our readers might know of a good place to start.

Party Affiliation of Orange County Auditor-Controller Applicants

Now that we are done with the whirlwind that was the Orange County Clerk-Recorder procedure, it is time to move on to Orange County Auditor-Controller.

We have already provided some coverage of the Auditor-Controller process and who was selected for an interview in a previous post. Here is the important part of the post which was initially released by the office of Supervisor Todd Spitzer in his weekly newsletter:

We Have Vote Totals! Clerk-Recorder Follow Up

Forgive my typos and grammar from yesterday. I don’t type very fast and often cannot go back and fix items when I am live blogging. As you may have noticed I want back through all of the posts from yesterday and cleaned up the typos along with some of the grammar. A bit of reformatting also may have been done in order to make the posts a bit easier on the eyes. Following up from yesterday I am posting a list of votes that each Supervisor cast yesterday for Clerk-Recorder. Interview With Hieu Nguyen

As I proclaimed earlier, we were lucky to have the first interview with Hieu Nguyen after he was appointed as the new Orange County Clerk-Recorder. Click the link below to hear the quick interview in which he discusses his plans for the future and expresses his excitement to have been appointed. The interview gets cut a bit short because a large group of his supporters could not wait to run up and hug him. I had never met him in person before but he came across as a very nice and sincere man.

Hieu Nguyen Appointed Orange County Clerk-Recorder

On a 4-1 vote (Moorlach dissenting) after a marathon interview session the Orange County Board of Supervisors voted to appointed Hieu Nguyen to the position of Orange County Clerk-Recorder. His interview was not the best but he did well and answered the questions the right way.

My computer has already died so I am not able to complete the portions of this post the way that I would like but we have a couple of things on deck for this news. following the meeting I am fairly certain that OC Political was lucky enough to get the first interview with Hieu Nguyen just outside the boardroom. We will be launching this as our first audio post.

Also, Supervisor Todd Spitzer had the misfortune of being the only Supervisor that didn’t run away fast enough as I approached the dais looking for interviews. He was kind enough to give us some time to talk about the process and what he looks to see moving forward.

If not tonight, by tomorrow I also expect to be able to have a more comprehensive post up about Hieu Nguyen. I will also tally up each Supervisors individual votes on each round of the process and present it for our readers. Be on the lookout for all of these and more later this week on OC Political.

Coming up we have the next round of appointments which will be the Orange County Auditor-Controller and Orange County Public Administrator.

Clerk-Recorder Interviews: Deliberation Time

4:31 PM– They are going to have a ballot to decide the top 5 choices to advance for further discussion. Anybody with 3 votes advances if I understood correctly.

4:33 PM– They are voting.

4:36 PM– The following advance Renee Ramirez, Hieu Nguyen, Bruce Peotter, Chris Norby, and Dick Ackerman.

4:39 PM– We are now going to vote on a top 3.

4:40 PM– They are voting.

4:41 PM– The results are in and the top 3 are Hieu Nguyen, Chris Norby, and Bruce Peotter.

4:43 PM– They are now discussing the procedure of appointing this today versus going forward.

4:45 PM– They are looking into the top 2 now to advance.

4:48 PM– They are now voting.

4:50 PM– The top 2 are Hieu Nguyen and Bruce Peotter.

4:51 PM– A motion is on the table to appoint Hieu Nguyen to the position and it was approved 4-1.

4:53 PM– Hieu Nguyen is the next OC Clerk-Recorder.

4:52 PM– We are adjourned.

Clerk-Recorder Interviews: Renee Ramirez

3:46 PM– Now for another interesting interview. Get that popcorn ready because Renee Ramirez is up.

3:51 PM– It’s on like Donkey Kong.

3:52 PM– In her introduction she talked about her background working for Orange County since 18 years old. Her family and way she lives her life outside of her position in County government.

3:54 PM– She talked about a lack of communication between Tom Daly and the Board which she says that she has tried to make an improvement upon. She is referencing a lot of documents that I do not have access to as she refers to sole-source contracts.

3:56 PM– Supervisor Nguyen asked about her intentions to run for re-election. Ramirez stated that she does plan to run for re-election if appointed although she doubted she would run if not appointed.

3:57 PM– Supervisor Nelson asked about her running for higher office. Ramirez stated she has no other political aspirations. As a response to a follow-up technology question she stated that we are the most innovative Clerk-Recorders office in California.

1:52 PM– Supervisor Moorlach asked his series of questions:

1) Are you receiving a public pension?

No.

2) What is your highest level of education?

A certificate in business.

3) Have you been involved in litigation with the County of Orange?

No.

4) Have you ever been subject to any political investigation?

No.

5) Have you run for office before? If so, how many times and for what offices?

No.

6) Do you believe that the office of Orange County Clerk-Recorder needs satellite offices?

She does believe that we need satellite offices but was unsure as to how many.

4:01 PM– On a follow-up Fund 12D question she talked about a building being purchased and how the project is on hold. She went into more inside baseball factoids about what Fund 12D is and her thoughts on the process from being on the inside.

4:03 PM– When asked about the Jordan Brandman report she stated that Tom Daly is the one responsible for this issue. She stated that she has gotten approval to use the reference of the wife of former Orange County Clerk-Recorder Gary Granville.

4:05 PM– Supervisor Bates asked about the financial management. Ramirez responded that if issues such as the Brandman Report come up she will not issue progress payments until work product is reviewed if I understood her correctly.

4:06 PM– She talked about her willingness to communicate directly with the Orange County Board of Supervisors. In response to a question she replied that she does not believe it was a mistake to purchase building 433.

4:08 PM– In an answer to a question by Supervisor Nguyen she believes that it is important to communicate with the Board of Supervisors on issues before they become a problem. Nguyen expressed concerns about not being informed about the Brandman Report and the research for a Vietnam War Museum in Garden Grove.

4:11 PM– Supervisor Spitzer asked about her having to defend the positions of somebody she worked for and referred to himself taking the opposite position when he worked for The Orange County District Attorney. He pointed out that she signed the contract with Brandman. He asked what her process would be in terms of having somebody in charge and why was Brandman given more money.

4:14 PM– She explained the organizational chart in the office of Clerk-Recorder and she signed the contract because she was directed to do so by Tom Daly.

4:16 PM– On a follow-up question regarding how she would deal with scandal she stated that she is not saying Tom Daly did anything wrong but she wouldn’t do business the way that he did. Nelson followed up that e-mails were sent through Ramirez and not Daly. She replied that her job was to be basically a facilitator.

4:18 PM– On a Nelson follow-up question she said that she submitted the paperwork for payment based on receiving completed drafts even though Nelson stated that payment was only required if it was completed.

4:20 PM– The wheels are coming off the bus. It appears that she signed an extension in January and if she throws Daly under the bus she might be able to salvage this.

4:22 PM– She claims that she did not sign the document extending things in January and Nelson pointed out that somebody else did sign it. She claimed that Daly is responsible for this and Nelson contends that he didn’t work there any more at that point.

4:23 PM– Her reason for not ending the contract was to avoid wasting $22,000 and not getting any product. She then appeared to say that he in the end delivered on his word to do the project.

4:25 PM– Spitzer is asking about all the consultants that have contracts with the OC Clerk-Recorders office and is pointing out items that he sees as waste.

4:29 PM– Spitzer asked about her philosophy going forward. she says that she will take responsibility for everything that takes place in the office.

4:30 PM– In closing she is trying to salvage this by talking about the good things that her office has done over the past few months along with what she has done in the past prior to taking over.
