BOARD ACTION
AB 109 Study Session– At the request of Chairman of the Board John Moorlach, the Board of Supervisors held a study session on Tuesday during the afternoon portion of the board meeting. The Board was updated on the implementation of AB 109, the realignment from the state to the counties certain responsibilities for lower level offenders, adult parolees and juvenile offenders. The Board received presentations from the Sheriff, District Attorney, Public Defender, Probation Department, Healthcare Agency, and City of Garden Grove Police Chief Kevin Raney highlighting the challenges of AB 109 implementation, along with programmatic and budgetary impacts and policy issues.

Auditor-Controller Recruitment– The Board selected the Roberts Consulting Group as the executive search firm to conduct the Auditor-Controller recruitment. Roberts Consulting pioneered the field of public sector recruitment more than 30 years ago and has extensive experience in recruiting senior level financial executives. In 2008, Roberts Consulting conducted the Chief Financial Officer recruitment for the county.

Tobacco Cessation and Prevention in School Districts– The Board approved the annual agreements for tobacco prevention and cessation services for youth and adults in Orange County. One of the providers, Orange County On Track, works with businesses, community leaders and adults in cities within the Capistrano, Laguna Beach and Newport Mesa Unified School Districts to decrease tobacco sales to minors. These districts have higher than average levels of smoking prevalence. To view the smoking prevalence data by school district, please click here. This data is made available from the California Healthy Kids Survey 2009-10, based on self-reporting by students.

Public Health Nursing Programs– The Board approved a Memorandum of Understanding (MOU) with the Children and Families Commission of Orange County for the Bridges Maternal Child Health Network programs. The Commission provides funding to support 11.5 public health nursing positions in the County’s Health Care Agency. The Agency is able to use the Commission’s funding to draw down additional Federal funding to support nine additional nursing positions. These nurses are divided among six different programs known as the “Bridges Maternal Health Network.” The programs serve families with medically high risk infants, who may be living in motels, or who have infants that are born substance use exposed.

Irvine Ranch Historic Park– The Board approved the concept plan of the OC Parks Headquarters Plan and Utility Infrastructure Construction Project to support future improvements at the park. The plan focuses on preserving the historic structures and grounds to showcase both the Irvine family home site and the Irvine Ranch’s agricultural operations. The adaptive reuse of the historic buildings will house OC Parks administrative staff.

Mileage Certification for Streets and Highways– The Board adopted a resolution certifying the mileage of maintained streets and highways within unincorporated Orange County which will support appropriate future allocation of the Highways User Tax to Orange County. The annual maintained mileage of County streets and highways has experienced a net decrease of 1.9034 miles, for a new total of 319.4228 miles. This net decrease reflects the relinquished jurisdiction of 4.5125 miles in the former unincorporated County area known as Sunset Beach to the City of Huntington Beach and the addition of 2.6091 miles of Trabuco Creek Road as a public road.

Haster Retarding Basin– The Board awarded a contract to Shimmick Construction, Inc. in the amount of $25,167,119 for the construction of the the Haster Retarding Basin, Pump Station and Recreational Field Project. The project is a joint effort between OC Public Works and OC Parks to provide both regional flood protection and recreational opportunities. The 21.5-acre flood control facility is part of the East Garden Grove-Wintersburg Channel within the Westminster Watershed. This watershed is the largest remaining floodplain in Orange County. Recreational improvements will consist of filling a portion of the retarding basin for a new grass turf area and reconstruction of the basin perimeter multi-use path. The California Department of Water Resources is providing a funding grant in the amount of $15,677,100 for 50 percent of the project costs.

North Tustin Pavement Rehabilitation and Landscaping Project– The Board awarded a contract to R.J. Noble Company in the amount of approved of $2,170,853.01 for the 17th Street Pavement Rehabilitation and Landscape Project. The project area begins at Prospect, in the City of Tustin’s portion, and continues for 1.1 miles to Newport Avenue in North Tustin. The contract includes removing and replacing distressed pavement sections; resurfacing the existing asphalt roadway; and retrofitting of existing curb ramps to address Americans with Disabilities Act requirements. The landscape element includes the installation of raised and flush median improvements, tree wells and vegetation. To view pictures of the landscape component, click here. Graffiti Removal Services– The Board approved a contract with Graffiti Protective Coatings, Inc. for the removal of graffiti along regional trails and bikeways and in community parks maintained by OC Parks.

ORANGE COUNTY TRANSPORTATION AUTHORITY
Taxable Sales Forecast– The OCTA Finance and Administration Committee received a presentation by Dr. Jerry Nickelsburg of UCLA on the taxable sales forecasting that he performs on behalf of the Authority. The presentation provided the Committee with information regarding the economy and job growth, housing, and sales tax growth within Orange County. For a copy of the presentation, click here.
LOSSAN UPDATE
LOSSAN Board Meeting– On Monday, I attended the Los Angeles-San Diego-San Luis Obispo (LOSSAN) Corridor Board of Directors meeting. To view pictures click here.

Corridor Trends Update– The LOSSAN Board of Directors asked the LOSSAN Technical Advisory Committee to identify detailed issues related to the recent trends in declining ridership and on-time performance on the Pacific Surfliner service. On Monday, the TAC provided the Board with an update on their work. According to the TAC one of the contributing factors in the decrease on-time performance has been the amount of track work being performed throughout the corridor. This combined with higher fares has impacted ridership. To view the presentation given to the Board, clickhere.

Amtrak Thruway Service– The Board also received a presentation on Amtrak Thruway Service. Thruway service is Amtrak’s name for an integrated bus and rail connection. The service provides customers with access to and from cities without Amtrak rail services. To view the presentation given to the Board, click here.

I met with Sheriff Sandra Hutchens to discuss current issues with the Sheriff’s Department.

I met with interim Health care Agency Director Mark Refowitz to discuss issues affecting the Health Care Agency.

I met with Steve Connolly, Director of the Office of Internal Review, to discuss recent events at the Sheriff’s Department.

On Tuesday evening, Mary and I attended a vigil service for Thomas A. Fuentes at Santiago de Compostela Catholic Church in Lake Forest. He passed away Friday night after a long fight with cancer. Tom served generously for 20 years as Chairman of the Republican Party of Orange County, he was an elected trustee of the South Orange County Community College District from 2000 until his death and also served as a Senior Fellow on the Board of Directors of the Claremont Institute. In 1983, Tom helped fund the Second Harvest Food Bank. The Board adjourned Tuesday’s meeting in his memory. Please keep his wife Jolene and three children, Michelle, T.J. and Joey in your thoughts and prayers.

I attended the Emergency Medical Services (EMS) Week kick-off event to honor the physicians, nurses, hospitals, firefighters, and ambulance companies that work together to deliver emergency medical care in Orange County. I met with Anaheim Councilwoman Kris Murray, Councilwoman Gail Eastman and city staff to discuss the Anaheim Regional Transportation Intermodal Center (ARTIC).

I met with representatives from Samsung’s Engineering and Construction Group to discuss OCTA’s plans to widen the I-405.

Mary and I attended the Casa Teresa’s Mother of the Year awards dinner. Congratulations to those who were honored as Mother of the Year, Kathleen McGaughan of Irvine, Alanna Psomas of Newport Beach, Diann Levecke of Villa Park, and Bonnie Allen-Luna of Irvine. I met with a group of neighbors from Lemon Heights to discuss parking at Peters Canyon Regional Park.

Irvine’s Memorial Day Tribute– The City of Irvine is hosting a Memorial Day ceremony on Monday, May 28, from 10 am at Colonel Bill Barber Marine Corps Memorial Park. The ceremony will commemorate the men and women who have given their lives in defense of our nation. The public is invited to honor a family member or friend who has died in the line of duty by writing a remembrance to be posted on a memory board at the event. Cards will also be available for well-wishers to send a message of appreciation and support to members of Irvine’s adopted Marine Battalion, the 2/11. For more information, call (949) 724-6606.

Fairhaven Memorial Park Memorial Day Service– Fairhaven Memorial Park in Santa Ana will host its 20th Annual Memorial Day Service on Monday, May 28th at 10:30 am. Ceremonies include military guest speakers and a memorial fly over. For more information, please click here.

Richard Nixon Library Memorial Day Observance– Commemorate Memorial Day at the Richard Nixon Library and Birthplace. The library will offer free admission on Monday, May 28th, from 10 am – 5 pm. There will be a wreath-laying and patriotic concerts throughout the day. For more information, please click here.

Villa Park Annual Family and Community Picnic– The City of Villa Park will be hosting it annual family and community picnic at Irvine Lake on Sunday, May 27, between 11:30 am and 4:30pm. This year’s picnic is part of the yearlong Villa Park 50th anniversary celebration. For more information about the picnic, please click here.

National Trail Recognition– OC Parks invites you to the Santa Ana River Trail to celebrate its designation as a National Recreational Trail on Thursday, May 31, 10 am at Yorba Regional Park at Parking Lot # 10. For more information, please click here.

Scotish Festival– The Orange County Fairgrounds will become a Celtic food fest over the Memorial Day weekend. There will be piping, drumming, highland dancing, and kid’s activities. The 2-day event will take place from May 26th until May 27th from 9 am -5 pm. Military personnel are free. For more information, please click here.

Water Feature at Pioneer Park– The City of Tustin’s Pioneer Park is opening its water feature for kids and families. The water feature will be open daily from 10 am to 4 pm starting on Friday, May 25 and continuing through September 3. For more information, please click here.

Tustin Chili Cook Off– The annual Street Fair and Chili Cook Off will be held on Sunday, June 3 from 11 am to 5 pm in Old Town Tustin. For more information, please click here.

The County of Orange offices will be closed on Monday, May 28th in observance of Memorial Day.
