BOARD ACTION
Concept Plan for the Regional Park at Tustin MCAS– The Board unanimously approved the Concept Plan for a Regional Park at the former Marine Corps Air Station (MCAS) Tustin, which includes the preservation and adaptive reuse of the historic North Blimp Hangar. The Board authorized OC Parks to negotiate an agreement with the Orange County Sports Foundation to enable the development and operation of a water polo stadium for the U.S. Olympic Water Polo Team and an ice hockey complex to be operated by the Anaheim Ducks within the Regional Park. Both facilities would be available for the public’s use. The Plan also contemplates preserving the air control tower and associated building to be the home of an Orange County military veterans museum. The Board heard from a number of speakers in support of the project including: former Supervisor Marian Bergeson, Tustin Councilman Jerry Amante, Tustin City Manager Jeff Parker, Tustin Preservation Conservancy President Linda Jennings, a representative from the veterans community, and a former Department of Defense employee, who was stationed on the Base for many years. North Tustin Pavement Rehabilitation and Landscaping Project– The Board approved the 17th Street Pavement Rehabilitation and Landscape Project and set the opening of bids. The project includes removing and replacing distressed pavement sections; resurfacing the existing asphalt roadway; and retrofitting of existing curb ramps to address Americans with Disabilities Act requirements. The landscape element includes the installation of raised and flush median improvements, tree wells and vegetation. The project area begins at Prospect, in the City of Tustin’s portion, and continues for 1.1 miles to Newport Avenue in North Tustin. The North Tustin Advisory Committee (NTAC) reviewed the plans in April 2011 and again in September 2011, advising on the types of landscape suitable for the area. Term Limits Ballot Measure– The Board did not support a proposed ballot measure, brought forward by Chairman Moorlach, to extend the current eight-year term limit for County Supervisors to twelve years, or three terms. Pension Amendment Ballot Measure– The Board approved a proposed ballot measure, brought forward by Supervisor Nelson, which will amend the County Charter to impose a mandatory minimum pension option of 1.62% at 65 selection for future Members of the Orange County Board of Supervisors. The proposed amendment will go before the voters on June 5th as part of the statewide primary election. For a copy of the ordinance, please click here.

OC Dana Point Harbor– The Board approved an agreement with MVE Institutional to provide Architect-Engineer services for the Dana Point Harbor Revitalization Plan. To view a copy of the presentation, please click here.

Fire Zones in Orange County– The board approved an ordinance designating Very High Fire Hazard Severity Zones within the County. The ordinance approves state fire safety mandates for the construction of public and private structures. To view a map, please click here.

Children and Families Commission Presentation– The Board received a presentation by Children and Families Commission Executive Director Mike Ruane on the Commission’s recent action to allocate $45 million in one-time funding for projects in Orange County, benefiting children from birth to age five.

ORANGE COUNTY TRANSPORTATION AUTHORITY
Measure M2 Workshop– The Board of Directors held a workshop on Measure M2 to review the 13 freeway projects approved by the voters, and to discuss how the projects can be delivered. The analysis presented by staff showed that despite lower than expected sale tax revenues, OCTA will be able to deliver all of the transportation improvements promised to voters in Measure M2. The Board provided input on whether to continue exploring the use of debt financing to deliver the projects early. The presentation also included information about the concept of adding HOV/toll lanes to the I-405 between the SR-73 and the I-605 to increase capacity on the I-405. To view the presentation, click here.Bus and Station Van Call for Projects– As part of Measure M2, the voters approved Project S, a competitive capital program which provides funds for local jurisdictions to provide transit service from Metrolink stations to activity, business or residential centers in their communities. The Board directed staff to issue an estimated $10 million call for project. Cities and the County may submit projects for funding. Eligible projects require a 10 percent local match and may be awarded an operating reserve. The operating reserve would be subject to minimum performance requirements.

Festival of Whales– The migration has begun and the California Gray Whales are on their way south to Mexico. This means that it’s time for the 41st Annual Festival of Whales in Dana Point on March 3 and 4, and March 10 and 11, 2012. This year, OCTA has partnered with the festival to provide a 50% discount on admission for folks that show their Metrolink ticket, OCTA bus pass, or 91 Express Lanes transponder. On the first day of the festival, March 3, OCTA will also be hosting a pre-festival kick-off event at the Orange Metrolink Station and will be passing out 100 free Metrolink tickets for travel to the festival. Mary and I attended the annual California State University, Fullerton Front and Center event at the Honda Center. I was pleased to present former CSUF President Dr. Milton Gordon with this year’s OC Titan Award. Front & Center is presented by Cal State Fullerton and serves as a show case to broaden the University’s visibility in Orange County. The headline entertainment this year was the classic-rock band Heart. In addition, the evening featured the talents of students from CSUF’s award-winning College of the Arts. Broadway performer and CSUF alumnus Dashaun Young served as Master of Ceremonies. For pictures, please click here. Mary and I attended the Community Foundation of Orange 7th Annual Gala. This year, the foundation honored former United States Ambassador and former Orange County Supervisor Gaddi Vasquez. Gaddi was presented with the Foundation’s Community Champion Award for his lifetime of service to the community and the City of Orange.
