| ORANGE COUNTY TRANSPORTATION AUTHORITY |
Measure M Taxpayers Oversight Committee Public Hearing Results– On January 30, 2012, the Taxpayers Oversight Committee (TOC) held its annual public meeting to review OCTA’s compliance with the Measure M and Measure M2 ordinances. On Monday, the TOC’s findings were reported to the Board. After a public hearing and a financial audit, the TOC found that OCTA acted in accordance with Measure M and Measure M2 during the 2011-12 Fiscal Year.
Special Performance Award– The OCTA Board approved a one-time three percent special performance award pool for unrepresented OCTA employees. The award will be given to employees as a result of one-time exceptional achievements linked to OCTA’s strategic plan, and the amount awarded to an employee will vary based on performance. The awards are not added to the employee’s base salary.
I voted in favor of the award program because, over the last two and a half years, OCTA’s unrepresented administrative employees have received no pay increases, no special performance awards, no cost of living adjustments, and no step increases due to the economy and the financial crisis that OCTA faced. As the economy has begun to improve, a higher than expected percentage of OCTA’s employees are leaving the Authority for jobs elsewhere. The award program is designed to reward exceptional employees and incentivize them to remain with the Authority. The program was included in the Fiscal Year 2011-12 Budget.
Measure M2 Environmental Cleanup Program– The Measure M2 Environmental Cleanup Program dedicates two percent of Measure M2 revenue to improve overall water quality in Orange County by reducing transportation-related pollution. The OCTA Board directed staff to issue a $2.8 million call for projects from cities and the County. Eligible projects would mitigate the more visible form of pollutants, such as the litter and debris that collects on the roadways and storm drains prior to being deposited in waterways and the ocean.
Bicycle Corridor Improvement Program Update– The OCTA Board of Directors directed staff to issue the 2012 call for projects for the Bicycle Corridors Improvement Program. The call for projects will make $9 million available for bicycle corridor improvements beginning in Fiscal Year 2012-13 through 2013-14.
CEO’s Goals– At this week’s OCTA Board meeting, OCTA CEO Will Kempton outlined his goals for OCTA in 2012. Mr. Kempton’s goals include accelerating project delivery, ensuring transparency in operations, emphasizing environmental stewardship at OCTA, and ensuring the long term financial viability of OCTA’s programs. | VILLA PARK 50th ANNIVERSARY GALA |
On Sunday, I gave the invocation at the 50th Anniversary Gala for the City of Villa Park at the Richard Nixon Presidential Library and Museum. The evening was emceed by KTLA morning news weatherman and Villa Park High School alumnus Henry Di Carlo. Broadway actress and Tony and Grammy Award Nominee Carol Lawrence and the Villa Park High School Jazz Band under the direction of Chuck Jay provided the evening’s entertainment. The evening was attended by many current and former Villa Park residents, and those who have been a part of the community over the past fifty years. For pictures from the evening, please click here.
On a sadder note, we marked the passing of Villa Park Councilman Bob Fauteux, who passed away unexpectedly earlier that afternoon. I spoke of Bob’s passing in my invocation and I will adjourn the next Board of Supervisors meeting in his memory. Last Friday, Dana Point Councilmember Lisa Bartlett, Transportation Corridor Agencies (TCA) CEO Tom Margro and I met with U.S. Army Corps of Engineers Los Angeles District Commander, Col. Mark Toy, and Army Corps staff to discuss the Tesoro Extension project.
On Saturday, I attended the Groundbreaking Ceremony for the Santiago Creek Bikeway. This project establishes a continuous twelve mile Class I Bikeway in conformance with the County’s Bikeways Plan. The completion of this project is a result of a successful partnership with the County of Orange, the City of Orange, and the Orange County Water District. The Bikeway is now open from Cannon Street in Orange, to North Broadway in Santa Ana. For pictures of the event, please click here.
I met with Congressman Ken Calvert to update him on the TCA’s Tesoro Extension Project. For pictures, click here.
I met with Yorba Linda Mayor Mark Schwing to discuss the development of the Yorba Linda Town Center Specific Plan. For more information on the downtown revitalization plan, please click here.
I met with Gary Sherwin, Steve Bone, and Anita Vanaman of the Orange County Tourism Council.
I attended a League of Women Voters luncheon in Tustin and celebrated the League’s 92nd anniversary. For pictures, please click here.
I met with Tustin City Manager Jeff Parker and Public Information Officer Lisa Woolery to discuss issues in Tustin.
I met with Jacki Bacharach, L.A. Metro’s representative on the Los Angeles San Diego San Luis Obispo Rail Corridor (LOSSAN) Board of Directors, to hear her insights into the LOSSAN Board.
I met with Chase Wickersham, Senior Vice President of Operations for United States Veterans Initiative (U.S. Vets), a 501c3 non-profit organization which serves Veterans. To learn more about U.S. Vets, click here.
ANNOUNCEMENTS
Irvine University Park Library Reading Event– On Saturday, February 18 from 2 to 3 pm, children ages 4 through 12 are invited to read aloud to certified therapy dogs from B.A.R.K. (Beach Animals Reading to Kids). No registration is required. The Irvine University Park Library is located at 4512 Sandburg Way in Irvine.
Yorba Linda Women’s Club 100th Anniversary– On Sunday at 2 pm, the Yorba Linda Women’s Club will celebrate its 100th anniversary. The event will be held at the Community Center which is located at 4501 Casa Loma Drive in Yorba Linda.
OC Housing Authority Waiting List– The Orange County Housing Authority (OCHA) is currently accepting applications for housing assistance until February 29, 2012. The Section 8 Waiting List is the only opportunity for very low-income families, seniors, disabled persons, and individuals to obtain a Section 8 Housing Choice Voucher.
