ORANGE COUNTY, CA – Orange Treasurer Eric Woolery announced today that he has locked up the major county election mail slates in his campaign for Auditor-Controller, which will carry his message to voters on 1.5 million pieces of mail.  Based on prior election results for Auditor-Controller and current voter turnout models, nearly 350,000 voters are expected to cast their ballots in this election for Auditor-Controller.  Securing the slates will ensure that Woolery’s message will be heard by every high propensity voter several times before the June 3 election.

“Becoming Auditor-Controller is my goal, and I aim to win. I have been planning my campaign for many months when I strategically began securing slates and endorsements while implementing other key tactics,” Woolery said. “Using my technical skills honed over 20 years as a CPA in both the public and private sectors leaves me ready to competently lead our county. Currently, the Auditor-Controller’s office is missing opportunities to ensure proactive and efficient uses of taxpayer dollars.”

Several key endorsers have also jumped on board the campaign, giving him additional momentum as the filing deadline nears.  Over the past several days, five major Orange County leaders have endorsed Woolery for the Auditor-Controller position:

Orange Treasurer Eric Woolery Enters Auditor‑Controller’s Race

This came over the wire this morning from Orange Treasurer Eric Woolery‘s campaign for Auditor-Controller.  Of the three people who have pulled papers for Auditor-Controller so far, Woolery is the only one without a foreclosure, a short-sale, or a bankruptcy:

(ORANGE COUNTY, CA) – Orange Treasurer Eric Woolery has announced his candidacy for Orange County Auditor‑Controller. He enters the race as the clear frontrunner, with $50,000 cash on hand and a lengthy list of bipartisan endorsements from across Orange County.

“Serving as Auditor‑Controller would be an incredible opportunity to use my years of experience in both business and government finance to give back to the county I’ve called home since high school,” Woolery said. “I am honored and humbled by the number of people who are endorsing my candidacy for Orange County Auditor‑Controller.”

In addition to his current elected office of Orange Treasurer, Woolery’s public service began with his election to the Orange County Board of Education and continued on the Orange Audit Committee and as Deputy Director of Administration in the Riverside County District Attorney’s Office. He spent the majority of his career in the private sector, having served as the owner of a multi-location private accounting firm, a corporate CFO, a corporate controller, and an accountant.

(7:27 PM): Announcement of the passing of Jack Christiana.

(7:41 PM): Chairman Scott Baugh brings up early endorsement consideration for District Attorney Tony Rackauckas.

Alexandria Coronado asks a procedural question, to which Baugh responds.

(7:42 PM): TJ Fuentes moves and Mark Bucher seconds the Rackauckas endorsement. He is endorsed unanimously.

RACKAUCKAS ENDORSED

(7:43 PM): Robert Hammond moves and Charlotte Christiana seconds the endorsement of Treasurer-Tax Collector Shari Freidenrich. She is endorsed unanimously.

FREIDENRICH ENDORSED

(7:45 PM): Michelle Steel moves and Tim Whitacre seconds the endorsement of Diane Harkey for Board of Equalization.

Deborah Pauly offers a substitute motion, and Allan Mansoor seconds, to table until the close of filing since there is no incumbent, and more Republicans might jump in.

(7:47 PM): Baugh rules both motions out of order after determining that candidates need to speak before either motion can be made.

(7:49 PM): Baugh says three BOE candidates were notified: Assemblywoman Diane Harkey, Senator Mark Wyland, and former Assemblyman Van Tran. Harkey and Wyland are here, but Tran is not.

(7:50 PM): Harkey opens by describing the BOE’s function. She speaks about her private sector career dealing with corporations and taxation. She speaks about the importance of limiting the field, so that campaign funds can be focused instead of divided. Harkey says it’s critical to get the third vote on actions on the BOE. She speaks about her successful efforts to gain Democrats’ votes to kill legislation. She speaks about how the Legislative Analyst’s Office credited Harkey with getting more oversight against cap and trade. Harkey says she could have walked into Supervisor or Senate, but BOE is the job she wants. She says both she and Wyland are also asking for San Diego GOP Central Committee’s endorsement.

(7:53 PM): Wyland thanks the Central Committee for its work. He talks about how he owned his own 100-200 employee business and how he had to deal with the BOE dozens of times as a business owner. He says he knows how to reform the BOE. He says there were three efforts to unionize his employees, but he defeated those three efforts, so he knows how to fight unions. He notes his electoral background and how he’s given over $1,000,000 to help conservative campaigns. He speaks about how he gave $100,000 to Tony Strickland’s 2008 Senate race when Strickland defeated Democrat Hannah-Beth Jackson by less than one vote per precinct. Wyland urges the Central Committee to delay an endorsement vote until after filing closes.

(7:56 PM): Pat Shuff asks the two candidates what was their CRA score. Harkey says 100%. Wyland is unsure what his CRA score was, but got 100% from both Howard Jarvis Taxpayers Association and California Taxpayers Association.

(7:59 PM): Mr. White asks why Wyland doesn’t want an endorsement made tonight.

Baugh notes dual endorsing is unprecedented but possible.

Wyland says he’s fine with a dual endorsement. He says he’s only requesting the San Diego GOP Central Committee endorsement purely as a defensive major since Harkey’s asked for the Central Committee endorsement. He says he wishes Central Committees would avoid pre-primary endorsements when there’s multiple Republicans.

Harkey says Central Committees should endorse and frequently do. She says Prop 14 has made this more important. She says AD-65 and SD-34 need money, so endorsements can help stop the spillage of money in intraparty primary matters.

(8:03 PM): Desare’ Ferraro asks if a Democrat has filed for BOE and if the seat is in danger.

Harkey says one Democrat has filed, but it’s a Republican seat, though she notes Democrats are gaining.

(8:04 PM): Jeff Matthews asks the two candidates if they’re Republicans in good standing.

Harkey says she’s highly rated by a slew of conservative organizations and the importance of helping candidates both with manpower and money.

Wyland says their vote records are probably quite similar. He again urges Central Committee neutrality and letting the electorate decide. He again notes he’s given financial support to candidates. He speaks of party unity.

(8:06 PM): Steve Nagel asks if either has taken union money.

Both admit taking union money for their legislative races.

(8:07 PM): Kermit Marsh asks what other counties the two have requested.

Harkey says she has requested them in every county in the BOE 4th District.

Wyland says he has not done so.

(8:08 PM): Robert Hammond asks how each voted on an Assembly bill funding Common Core.

Harkey says she didn’t vote for it.

Wyland notes he served on his school board and is proposing legislation to restrict state funding of Common Core. He says he didn’t vote for the bill that Hammond is asking about.

(8:10 PM): Mike Munzing talks about his own efforts to fight AB 32 and SB 375 at SCAG and on the City Council. He asks Wyland about his $1500 contribution to Al Gore in the 1980s.

Wyland admits he once was a Democrat but became a Republican long ago. He again notes his $1,000,000 for Republicans. He speaks about his votes against AB 32 and “all” other regulatory bills. Wyland notes Gore was more conservative in 1988 and bragging about being a tobacco farmer.

(8:13 PM): Mark Bucher asks if Diane Harkey’s exception for public safety unions on her no-union pledge (required on the Central Committee endorsement form) applies to the past or prospectively.

Harkey says she’s still taking public safety union money. She says public safety is 80% Republican. She says Republicans need to reach out to them. She says public safety is important to Republicans. She says she agrees with the no-union pledge for local office but opposes it for state office.

(8:17 PM): Tim Whitacre asks if Wyland voted to increase property taxes in 2012 and if he walked out on certain bills, like naming a ship after Harvey Milk and illegal immigration restrictions, to avoid voting for them.

Wyland notes they vote on 2,000-3,000 bills. He doesn’t remember them all, but doubts he voted for that one in 2012. Wyland says he abhors naming a ship after Harvey Milk but it’s possible he may have missed the vote. Wyland says the Assembly allows its members to add their votes after missing them, but the Senate does not allow such a thing. Wyland says he has introduced more legislation on illegal immigration than any other legislator, including requiring proof of citizenship to register to vote and redirecting DREAM Act funding to veterans.

(8:21 PM): Baugh states that no further questions can be asked directly of the candidates due to the Central Committee’s time limit rules.

(8:22 PM): Tim Whitacre moves and Mary Young seconds the endorsement of Diane Harkey.

(8:23 PM): David Shawver says candidates should have formed committees months ago.

(8:24 PM): Assemblyman Allan Mansoor urges no early endorsement because a lot of questions still need to be responded to. He notes he’s worked with both Harkey and Wyland in the Legislature. He says he’s endorsed Harkey. Mansoor says there are multiple Republicans in good standing running for a Republican seat. He says endorsements should only be made if a RINO is running or if there’s risk of a Democrat winning.

(8:25 PM): Tim Whitacre says the Central Committee usually endorses when he wants neutrality. He says he is not being paid by anyone for BOE. He says Harkey is more conservative than Wyland. Whitacre says Harkey’s an OC resident, unlike Wyland. Whitacre notes Harkey is a lifelong Republican. Whitacre believes San Diego GOP Central Committee will probably endorse Wyland. Whitacre says Harkey’s the best qualified.

(8:28 PM): Mark Bucher says neither should be endorsed. He is very concerned that both have taken union money. Bucher says money is taken from members coercively and spent against their beliefs. Bucher says union money is corrupting. Bucher points to what public safety unions have tried to do to Jim Righeimer in Costa Mesa. Bucher says the OCGOP should not abandon the no-union pledge by endorsing one of them.

(8:30 PM): Tony Beall urges the Central Committee to take a leadership role to influence the electorate. Beall says he’s been Mayor of Rancho Santa Margarita, which is represented by both Harkey and Wyland. He says Harkey is regularly in his city, and he’s never met Wyland. Beall acknowledges that Wyland has assisted California campaigns but not OC campaigns. He says Harkey has helped OC campaigns.

(8:33 PM): Deborah Pauly says this is not about Harkey or Wyland: it’s about process. (She does note Wyland has spent 20 years dealing with the BOE as a businessman.) Pauly says the grassroots is sick of the party jamming decisions down the voters’ throats. Pauly points out that this is a five-county race; if different counties endorse differently, it could be used by the Democrats against whichever Republican advances to November. She says she originally supported waiting until after filing closes, but after listening to the debate, she thinks the Central Committee should wait until the voters have decided in the Primary Election.

(8:37 PM): Robert Hammond asks if the Central Committee is allowed to endorse candidates who violated the no-union pledge.

Baugh says it would violate a 2010 resolution but not the bylaws.

(8:39 PM): The voice vote is unclear. Baugh calls for a standing vote. It requires 2/3 of those present and voting to endorse (i.e. abstentions simply lower the vote threshold required to endorse).

(8:41 PM): The vote count is underway.

(8:42 PM): The vote is 35 for Harkey (32 were need to endorse).

Republican, Democrat, Independent??? The Partisan Affiliations of Everyone Holding Office In Orange County

I was working on a database of the part affiliation of all Orange County local elected officials. Finally, I have completed the project with all of the special districts and county seats being added. I also fixed some errors in the previous versions (here, here, and here) and have combined the database into one post.

Aliso Viejo “Green City Initiative” Does Not Pass

I attended the Aliso Viejo City Council meeting this evening in the interest of following the vote on the “Green City Initiative” which was on the agenda this evening.

Staff recommends the City Council review this staff report, accept the staff presentation, approve the attached Resolution pertaining to the Green City Initiative, and direct staff to prepare an Initiatives and Implementation Measures Prioritization and Cost Matrix for Council consideration.
Background

At its March 6, 2013 meeting, the City Council continued this item until March 20, 2013. The purpose of the continuance was twofold; to provide staff sufficient time to complete a Matrix indicating general points of origin of proposed Initiatives and Implementation Measures and to conduct a presentation about the Green City Initiative at the March 11 AVCA board meeting.
Discussion

Staff has attached the requested Matrix to this report. The Matrix lists all proposed Initiatives and Implementation Measures and indicates the direct or indirect origin of each Initiative and Implementation Measure. The points of origin are divided into five categories: Assembly Bill 32/Senate Bill 375; California Environmental Quality Act (CEQA); Other State legislation (e.g. Governor’s Executive Orders, etc.); City Plans and Codes; and, Public Workshop and/or Staff generated.

In addition, staff conducted a presentation about the Green City Initiative to the AVCA board and general meeting on March 11, 2013. The presentation was very well received. AVCA’s board took no formal action.

March 6 Staff Report and Attachments

Staff has attached the March 6, 2013, staff report/attachments to this report for City Council review and comment. Staff also provided to Council at that meeting copies of comments sent by CityPerk, Sandra Leone, the Orange County Association of Realtors, and NAIOP- Commercial Real Estate Development Association. The CityPerk and Leone comments were supportive of the Green City Initiative and were read into the record by the Mayor. No staff responses are necessary. However, the Orange County Association of Realtors and NAIOP indicated they could not support the Green City Initiative because of what was characterized as staff not making changes to the document discussed at a January meeting with business

In addition, Councilmember Munzing emailed questions/comments to be addressed. Staff is working on responses but will need additional time to complete such. All questions/comments received are attached to this report.

Conclusion

The Green City Initiative is a policy document dedicated to achieving overall goals the City Council expressed at the beginning of this process. That is, the Green City Initiative is focused on creating a blueprint for a more sustainable environment for Aliso Viejo residents and business through increased efficiency of energy and water use and resultant money saved. Another financial benefit of the Green City Initiative necessarily will accrue to developers who, without the Green City Initiative, would be required to conduct independent analyses of greenhouse gas emissions for each proposed project. After adoption of the Green City Initiative and insertion of its Initiatives and Implementation Measures into the General Plan, developers need only demonstrate consistency with the General Plan to avoid performing separate (and what could be expensive, depending on the scope of any proposed project) greenhouse gas emissions analysis.

Other benefits of the Green City Initiative include suggestions of ways to improve public health and thereby quality of life, enhancing Aliso Viejo’s ability to maintain a competitive economic advantage with other cities in south Orange County because an energy efficient “green” residential and business environment could attract and retain investment money and business income, ensuring Aliso Viejo would comply with State legislative requirements related to reduction of greenhouse gas emissions, and demonstrating the City is an example for members of the Aliso Viejo community and for developers by employing appropriate Green City Initiative Implementation Measures to maximize efficiency and use of resources in its municipal operations, activities and facilities.

Upon adoption, staff will return to Council with an Implementation Matrix that addresses priority, timing, and cost of proposed Implementation Measures.

Recommendation

Staff recommends the City Council review this staff report, accept the staff presentation, approve the attached Resolution pertaining to the Green City Initiative, and direct staff to prepare an Initiatives and Implementation Measures Prioritization and Cost Matrix for Council consideration.

A ton of public speakers from both sides attended the meeting and were involved in the public comment section of the meeting. It was fairly respectful in terms of decorum towards public speakers at the meeting. The meeting did have quite a feeling of tension though as some speakers were extremely passionate in the way they delivered their message on both sides of the argument.

Here is a recap of what Councilmembers had to say on the issue:

Mike Munzing- Talked about the additional water on the planet and talked about how he met with Congressman Rohrabacher and his science advisor and both the science advisors and Congressman Rohrabacher had concerns about AB32, questionable science in the report, and potential for future liability. My take was that Munzing is a really solid Councilman who clearly did his homework prior to the meeting and took a huge stand for liberty today (technically yesterday).

Ross Chun, Phil Tsunoda, and William Phillips- I have to be honest, I figured based on opinions I had heard from some of my Democrat friends that these 3 would have definitely voted for this item regardless of any public comments made very quickly. In all honesty these three councilmembers seemed to really take this issue seriously and really cared about what the members of the audience came out to say. I don’t know how they will vote when/if the item comes back but they seem to be open to what constituents want.

Carmen Cave- She had the best poker face of all the Councilmembers, it was hard to tell where she was at on this issue. During the public comment section she seemed quite displeased with all speakers on both sides. When/if this item comes back for the Councilmembers at a future meeting she might hint at where she stands on the issue.

The final decision was to continue the item with the recommendation to tell staff to go back to the drawing board and either say how long it would take to answer 244 questions that were asked by Councilman Mike Munzing or tell staff to give information as to the lowest requirements needed if this item were to be passed.

Live from OCGOP Central Committee

The rest of the nation commemorated Martin Luther King, Jr. Day today, and Barack Obama was sworn in to a second term as the 44th President of the United States.

Here in Orange County, however, the Republican Central Committee is gathering to swear in its 2013-2014 membership, elect its 2013-2014 officers, and hear from Jim Brulte.

Captain Emily Sanford delivered the invocation and new Central Committee member Peggy Huang led the Pledge of Allegiance.

Central Committee Chairman Scott Baugh called the roll.

State Senate Republican Leader Bob Huff swore in the Central Committee members. Huff joked that it was nice to be in a place where there’s actually multitudes of elected Republicans.

Lucille Kring, Henry Charoen, Robert Hammond, Tony Beall, Mike Munzing, Scott Voigts, Cecilia Iglesias, Anna Bryson, Tom Tait, Jesse Petrilla, Travis Allen, Don Wagner, Greg Sebourn, Bill Brough, Tim Shaw, Fred Whitaker, Todd Spitzer, Jeff Lalloway, Deborah Pauly, Steve Nagel, Mark McCurdy, Matt Harper, Steven Choi, Allan Mansoor, Dean Grose, Mark Schwing, and Craig Young were the elected officials introduced.

Long Pham announced he is running for the 34th Senate District in 2014. Anna Bryson confirmed she has filed paperwork to run for the 73rd Assembly District in 2014. Baron Night announced he was running for Buena Park City Council in 2014.

At 7:32 PM, John Warner nominated Scott Baugh for re-election as Chairman.

At 7:33 PM, Mary Young nominated and Tim Whitacre seconded John Warner for re-election as First Vice Chair.

At 7:34 PM, Bill Brough nominated Mary Young for re-election as Second Vice Chair.

At 7:35 PM, Mary Young nominated and John Warner seconded Peggy Huang for Secretary.

At 7:35 PM, Kermit Marsh nominated and Robert Hammond seconded Mark Bucher for re-election as Treasurer.

At 7:36 PM, Mike Munzing withdrew his candidacy for Assistant Treasurer and nominated TJ Fuentes, with a second from Jon Fleischman.

At 7:36 PM, Pat Shuff nominated and Lucille Kring seconded Norm Dickinson as Sergeant-at-Arms.

At 7:37 PM, the entire slate of executive committee officers was elected unanimously.

Chairman Scott Baugh reappointed Kermit Marsh as Parliamentarian.

At 7:38 PM, Orange County Central Committee Chairman Scott Baugh introduced former Senator Jim Brulte, who is running unopposed for California Republican Party Chairman.

Brulte said he was elected to the San Bernardino County Republican Central Committee at the age of 18. After working in DC, Brulte returned to San Bernardino County as Executive Director of the Central Committee. Brulte had painted the Republican Party headquarters in San Bernardino at the age of 10.

Brulte outlined his top priorities:
1. The CRP is hundreds of thousands of dollars in debt. He wants to rebuild a statewide donor base of small donors, medium donors, and large donors. The CRP only has three employees currently.
2. The CRP must rebuild and expand the grassroots to protect David Valadao and Gary Miller; capture the seats formerly held by Brian Bilbray, Mary Bono Mack, and Dan Lungren; capture the seat held by Lou Correa; and protect the seats held by Eric Linder, Jeff Gorell, and Mike Morrell.

Deborah Pauly asked Brulte about the Tea Party. Brulte said anyone who supports Republican principles of limited government would be welcome and are the core of the grassroots.

Marcia Gilchrist asked about CRP headquarters. Brulte said the CRP headquarters are in a state of disrepair and need rehabilitation.

Teresa Hernandez asked about Hispanic and Latino outreach and about immigration policy. Brulte said the CRP must reach out to people of every community, Latinos, African-Americans, and every community out there. Brulte said it is not the CRP Chair’s job to pontificate on policy issues, it is the CRP Chair’s job to raise money. He said it is Congress’s responsibility to legislate on immigration. Brulte says he wants to focus on the nuts and bolts; he will be appearing on television, on radio, and in newspapers, far less often than previous CRP chairs, so he can focus on nuts and bolts.

Dean Grose asked about reinvigorating the CRP. Brulte said he gained seats during his tenures as Republican Leader in each house of the Legislature. He said the CRP is severely behind technologically.

Mike Withrow urged people to donate more money. Despite his blue collar profession, Withrow has been able to donate $1000 each year for years.

Outgoing CRP Vice Chair Steve Baric spoke of Brulte’s accomplishments in the Legislature and urged support for Brulte for CRP Chair.

At 7:57 PM, Jon Fleischman moved and Mary Young seconded for the OC GOP to endorse Jim Brulte for CRP Chair. The motion passed by acclimation.

Baugh then outlined the top lessons of 2012.
1. GOTV and grassroots matter. He cited numerous instances of close races and noted that a shift in just 500,000 votes in four states out of well over 100,000,000 votes in fifty states could have made Mitt Romney president.
2. Messengers matter. Baugh noted Orange County’s population is like few other metropolitan areas, with 34% Latino and 18.5% Asian. Republicans has lost 7% registration in the last decade, so Baugh says the GOP must work to fight this trend by better engaging Latinos and Asians.
3. Message and tone matter. Baugh said thoughts and ideas are more important than feelings, but properly framing thoughts and ideas are key. Baugh called the Republican Party the party of hope, opportunity, and prosperity for all. Baugh expressed disapproval of Romney’s 47% remark. Baugh pointed to Ted Cruz’s language of opportunity conservatism. He said the term of “limited government” is meaningless to the unemployed or the parents with children in poor schools but “removing barriers and regulations impeding job creation” and “giving parents choices” are the language of opportunity conservatism. He said conservative ideas must be described in how they can help advance opportunity. Baugh said immigration policies are out of date, unenforced, or unenforceable. He said there is a labor supply in Mexico and a labor demand in the US, and people in Mexico are seeking a better life. He said America allows people to seek a better life and asked “who among us” would not come to America from Mexico to seek a better life. Baugh said neither amnesty nor deportation is the answer; it lies somewhere in the middle of those two extremes, a solution that respects dignity and the human spirit. He said Republican policies must offer opportunity to all.

After a brief recess, the 65th District named Alexandria Coronado as its Executive Committee representative, and the 69th named Charles Hart as its Executive Committee representative.

For the Financial Review Committee, each district named the following members:
55th – Brenda McCune
65th – Baron Night
68th – Fred Whitaker
69th – Charles Hart
72nd – Steve Nagel
73rd – Greg Woodard
74th – John Draper
These seven people comprise the entire Financial Review Committee.

Chairman Scott Baugh presented the Local Elected Official of the Year Award to Irvine Mayor Pro Tem Jeff Lalloway for his successful efforts at building a team that toppled the Larry Agran machine in Irvine. Baugh spoke of sending the party’s financial and grassroots resources to Irvine.

Lalloway thanked Mayor Steven Choi, Councilwoman Christina Shea, and Council candidate Lynn Schott. Lalloway spoke of losses at the federal and state levels but the hope that Irvine Council provided, with the police union endorsing Agran’s entire slate and with $1,200,000 spent by Agran’s side including $300,000 spent by Agran personally.

Chairman Scott Baugh presented the Legislator of the Year Award to both Congressman John Campbell and Assemblyman Don Wagner for their efforts in bankrolling much of the OCGOP’s efforts in Irvine.

Wagner thanked Lalloway, Choi, Shea, Baugh, the Central Committee, and all the volunteers who helped in Irvine.

On Campbell’s behalf, Lou Penrose spoke of Campbell’s great delight at the Irvine results and the importance of team efforts. Noting his own Italian heritage, Penrose spoke of doing this as a family effort.

Chairman Scott Baugh announced that Assemblyman Don Wagner was renting a currently-vacant portion of the OC GOP Headquarters in Tustin for his campaign office.

Rhonda Rohrabacher and Assemblyman Don Wagner presented the Anna Woods Memorial HQ Volunteer of the Year Award to Naz Namazi for her efforts at the OCGOP HQ and in Huntington Beach. Namazi also received awards from the offices of Senator Mimi Walters and Supervisor Pat Bates.

Captain Emily Sanford, Zonya Townsend, and Assemblyman Don Wagner presented the Captain Emily F. Sanford, USN (Ret.) Volunteer of the Year Award to Chalone and Harold Warman of San Clemente. The Warmans called themselves “rare Republican teachers,” as Chalone Warman was a teacher at San Clemente High School and Harold Warman taught at San Diego State University.

Irvine Mayor Steven Choi spoke to the Central Committee. He quipped, “It took a village to elect a Republican Mayor of Irvine.” Choi thanked Irvine Mayor Pro Tem Jeff Lalloway, Irvine Councilwoman Christina Shea, Congressman John Campbell, Assemblyman Don Wagner, former Supervisor Bill Campbell, and the volunteers who made his victory possible. Choi also reported Republicans now have a registration advantage over Democrats among Orange County’s Korean-Americans.

At 9:08 PM, the Central Committee adjourned.

2012 City Council Party Affiliation Post

Chris Nguyen did a great job putting together a local database of all party affiliations for candidates running for local office. I thought that I would take the time to expand on his post and show a database of all Orange County Councilmembers (Also OC Board of Supervisors) that will be serving on City Councils starting next month and what party they are affiliated with.

Please note that a couple of races could potentially change based on a close finish and not all votes being counted. This post will be added to our website in a permanent tab that we will be creating at the top of the site.

Atlas PAC Endorsed Candidates Make Their Final Push

The Atlas PAC, a conservative group that believes in the ideals of limited government, free market enterprise, low taxation, and individual liberty, held a forum on October 24 for its endorsed candidates.  A veritable who’s who of Orange County state legislators arrived, with 5 current or prospective members of the Assembly and State Senator Mimi Walters making a brief appearance.  Director Ben Pugh hosted the event, and he urged those in attendance to support the endorsed candidates, both financially and by walking or otherwise getting involved.  Each candidate was given a chance to speak and, with less than two weeks before the election, the following made their pitch:

State Assembly

  • Allan Mansoor – Allan said that the June primary was tough and that because of the support of Atlas PAC and others, he is likely to win in November.  He highlighted the need to fight for pension reform, particularly with the passage of Proposition 32, the fight for the 3Ms in Costa Mesa (Steve Mensinger, Gary Monahan, and Colin McCarthy), the need to pass the charter in Costa Mesa (Yes on V), the pension fight in Huntington Beach, and the need for conservatives to take control of the City Council in Irvine.
  • Chris Norby – Chris said that there was one seat in Orange County that could flip from Republican to Democrat – his.  He noted that Republicans only hold a 1% registered voter edge in his district, and that he has been outspent 3-1 in the last few weeks, with most of the money for his challenger coming from unions.  He said there were 5,000 bills proposed in the last legislative session, and 1,000 of those became laws, which he believes is far too many.  He wants at least 1,000 bad laws to be repealed and he promised to fight for common sense and personal responsibility if re-elected.
  • Eric Linder – Eric is running in the Inland Empire, but has many long-lasting relationships in Orange County and he said he would not be in position to win his seat if not for Atlas PAC.  Eric thanked many in the room for supporting him in the tough June primary.  Eric touted his experience as a business owner and said he hopes to serve with those elected officials who were present that night.
  • Don Wagner – Don noted that Republicans currently have only a one seat cushion in the Assembly that is preventing the Democrats from imposing unlimited taxes on California residents.  Also, one Republican member recently recanted her no taxes pledge.  Despite this, he said it will get better – he expects the party to take back one seat recently lost, and that Eric Linder needs to take Jeff Miller’s old seat.  He also said that there are 3-4 real possible pickups in the Assembly and that conservatives need to focus their time and resources on these seats in the next couple of weeks.
  • Travis Allen- Travis is running in the 72nd District against another Republican, Troy Edgar (this is as a result of Prop. 14, passed in 2010).  Travis said that he is a life-long Republican who has been an investment advisor for 16 years.  He believes that his race is about no new taxes – and he signed the no new taxes pledge, but his opponent has not.  He said that Edgar has raised taxes as a City Council member 12 times and he was a registered Democrat until 2006.  Travis thinks we have too many bench warmers in the Sacramento with no core principles who do nothing.  He believes he has the ability, desire, and educational background to make a difference.  He will not raise taxes and he will make the voters proud.

Irvine City Council

  • Steven Choi – Steven said this is the year that Democrat Larry Agran is going to be beat, and the Republicans will win 3 seats between his race, and the two other Republican council candidates – Christina Shea and Lynn Schott.  Steven said the Atlas PAC endorsement helps him a lot, and that the voters he is meeting say that they have or will vote for him.
  • Lynn Schott – Lynn previously ran unsuccessfully for City Council in 2010 and she has spent the last two years building up name recognition in the city.  She emphasized kitchen table issues for the city – Irvine was ground-zero for the subprime collapse and many residents lost their jobs and homes (she noted that there are 100 homeless students in the city).  She said the current council majority is tone-deaf to the residents’ struggle to pay for gas, school supplies, and groceries.  She gave the example of the majority giving an across-the-board 6% raise to city employees, at a cost of $2.5 million.  She is a 27-year resident of the city and Larry Agran has been in power during that entire time.  Lynn wants to give Agran a retirement party on November 6.

Aliso Viejo City Council

  • Mike Munzing – Mike said running has been an educational experience.  His city is 7.5 square miles and he said that no one has run and won against the original council members, but he plans on being the first.  Mike said he is loud, visible, and everywhere (those of us who know Mike will attest to that).  Mike said he has hit the city once, but he wants to hit it again.  So, on the Saturday before the election, Mike is trying to get 30 volunteers to walk every district.  He also has 44,000 mail pieces going out to the residents.

Anaheim City Council

  • Brian Chuchua – Brian said the city’s educational system needs help.  He believes that Curt Pringle runs the city with two other council members (who he called the “Giveaway 3″).  He noted that the council gave away $158 million in bed taxes, which he said is 43% of the General Fund.  He also said that the city recently approved a $368 million streetcar system for 10 streetcars when buses would have cost only $58 million.  He believes the system is for Disney employees.  He also mentioned a $170 million train station that is to be built that is not adequate for high-speed rail (it will cost another $120 million for that).  He is running because he sees what is wrong with the city and he wants to correct it.  He said that he is self-funded and he needs help.

Costa Mesa City Council

  • Colin McCarthy – Colin painted a picture of the rancorous campaign, and expressed outrage over the tactics of his opponents’ supporters.  He described a recent video that was taken of a man picking up campaign signs supporting him, Steve Mensinger, Gary Monahan, and Measure V (charter) and ripping them up.  Colin identified the man as a highly paid city employee (nearly $87,000 in annual compensation and benefits).  He said he recently attended a public forum where he was booed and hissed by members of the public.  A member of the Planning Commission, Colin said he sees how the “sausage is made” and how dysfunctional government is.  Colin has kids and he is interested in making the city a better place for them.

Costa Mesa Sanitation District

  • Jeff Mathews – Jeff believes Republicans will have big wins this year.  He wants to see the power of the unions cut.  He has looked at where the problems in his city are, and he found them in small districts like the sanitation district.  He wants to get real changes made.  Jeff mentioned that his opponents have served on the district for over 20 years, they are complacent, and he does not believe that politicians should use the same position in government as a career choice.  He said the district has a $5 million surplus, due in part to higher rates, and he wants to look into all of the small-scale issues that, cumulatively, have a large impact on the city’s residents.
  • Don Harper – Don said he was inspired by the 3Ms in Costa Mesa and their efforts to change the current environment.  He is a businessman who founded a very successful business and he thinks he can use that experience to help change the government from the bottom up.

Lake Forest City Council

  • Dwight Robinson – Dwight said the Orange County Register (which has endorsed him), published a quote from him – “If you can find it in the phone book, government shouldn’t do it.”  He believes the private sector can do things much better than government can.  Dwight noted that the current council members do not work in business, but he does.  He runs several private businesses, his largest being an agricultural commodities exporting business, and he employs over 100 people.  Dwight said that government does not create jobs, the private sector does.  He noted his endorsement by the Orange County Republican Party and said that he wants to be the business owner on the City Council.
  • Adam Nick – Adam said he has been an accountant and auditor for over 20 years.  He owns a successful Lake Forest business and he has lived in the city for 30+ years.  Adam believes his time and experience qualifies him for council service.  Adam believes in small government, less regulation, and lower taxes.  He said the United States Constitution sets America apart from the rest of the world in that it states that the government derives its power from the people, not the other way around; the government works for us.  Adam believes he can make a difference and do good things for the city.

Mission Viejo City Council

  • Ed Sachs – Ed said that he has been in business since he was 8 years old, concluding his career with 30-plus years at Pioneer Electronics where he was President of the United States Mobile Electronics division for 5 years.  During his time at Pioneer, he presided over a division with a $500 million budget with $20+ million in profits.  Ed said he recently challenged the city’s mayor over the city’s reserves (which have been reduced significantly over the past 5+ years) and did not receive a good answer in return.  Ed also mentioned that the council has debating a dog park for the past 10 years and he wants to get in and make the tough decisions without arguing for over a decade.
  • Cathy Schlicht – Larry Gilbert spoke on behalf of Cathy.  He said that Cathy has opposed the city’s plans for a dog park because the first phase alone is estimated to cost $850,000.  He also mentioned that Cathy opposes the Kaleidoscope property owner’s plan to put up large electronic billboards to advertise out-of-town businesses.  Larry said if Ed and Cathy are not elected. the billboards will be approved.

Orange City Council

  • Jon Dumitru – Jon said his race is unique because he is running against a nice person, but she is a liberal Democrat.  He said that the union has spent $40,000 against him and the police union has spent $67,000.  Jon helped end firefighter overtime issues that cost the city over $2 million last year.  He also noted that the city just implemented a huge pension roll back, and he led the effort to eliminate compensation for City Council members.  Jon also said that, even though the city recently had a $23 million deficit that it had to close with reserves, his opponent wanted to give $1 million from the city’s catastrophic reserves to give city employees a bonus to deal with a city employee’s death – in Costa Mesa.

Santa Ana City Council

  • George Collins – George is running for Mayor of Santa Ana.  He said that the City Manager, who also serves as the Chief of Police, makes $330,000 per year.  He said that the city has no parks.  George got into politics because of city corruption.  He believes that the city defers things too often, which leads to debt.  He also thinks that the council is a conduit for liberals to move on to higher positions like the Board of Supervisors and state Assembly.  George wants to change the culture and make a difference.  George said he needs feet to walk and help him get elected.

Santa Ana Unified School District

  • Cecilia Iglesias – Cecilia said that 70% of Santa Ana are Latinos, and most of them have conservative values.  She urged Latinos to vote their values and to contribute to society.  Cecilia wants to make changes by starting locally and moving to the state and national level.  She ran against Loretta Sanchez two years ago as an independent and now wants to make a difference through her conservative values.  Cecilia is the founder of a non-profit for deaf kids and she wants educational opportunities for all.

Introducing Aliso Viejo City Council Candidates Mike Munzing And Greg Ficke

We next go to Aliso Viejo which I’m not sure is known for anything in particular, but that may be because it is a relatively new city.  It does have Soka University which touts itself as “[p]roudly founded upon the Buddhist principles of peace, human rights and the sanctity of life, SUA offers a non-sectarian curriculum that is open to top students of all nationalities and beliefs.”  Mike Munzing and current City Council member Greg Ficke are running.

Mike Munzing

Mike said he is running because the current City Council has adopted and embraced liberal environmental ideologies and policies that have negatively impacted the city, and he wants to reverse that course.

Mike believes that the current council has adopted radical green city initiatives that far exceed even the state requirements.  For example, he said that the city is trying to remove parking spaces from the Town Center to force people to find other alternatives rather than cars.  He said they also want to install roundabouts to make driving more difficult for residents.  Mike wants to roll back those policies to protect the quality of life the residents currently enjoy.

Mike also wants to address and correct the city’s restrictive signage policies for the real estate and business communities.  Mike said that city staff takes Open House signs down soon after they are put up by realtors which restricts the ability of home owners to sell their homes.  He wants to roll back those and other anti-business regulations and promote a business-friendly environment for the city.

Mike said that the city is largely a contract city, which means it has a very small number of direct employees, and saves the city a lot of money.  He is willing to look at employee compensation and benefits to see if they are reasonable for a city the size of Aliso Viejo.

Mike said that the city is only 7.5 square miles, and it is master-planned and nearly built out.  As a result, there are only a few parcels remaining for development.  Mike believes that future projects need to be addressed on a case-by-case basis, and he wants to make sure that any project fits within the quality of life that current residents have come to enjoy.

Mike is endorsed by, among others, the Orange County Republican Party, the Family Action PAC, Congressman Dana Rohrabacher, State Senator Mimi Walters, and Assembly member Diane Harkey.

Greg Ficke

Greg is running for re-election to the City Council because he said the job is not done.  Greg was contacted by dozens of residents and business owners who told him to run for re-election, and he wants to continue to make a difference for the community at large.

Greg believes in fiscally responsible and balanced budgets.  Greg noted that the city is a contract city, meaning that it contracts out most of the services it provides, and he said it is important to go through the city’s budget line item by line item to see if the city is getting the best value for what it is paying for.

Greg also has been pushing for the city to be transparent with its residents.  Since the first day he became a council member, he has advocated for the city to broadcast City Council meetings online or by local cable television.  If re-elected, Greg will continue to push for maximum council transparency.

Greg also wants to be responsive to the needs of all the city’s residents.  Greg is open and approachable and willing to listen to issues from any resident, whether it is in the City Council chambers, on the baseball or soccer fields, or at the grocery store.

Greg said that, as a contract city, Aliso Viejo has very few direct employees (only 14).  The small number allows the council to better evaluate their performance and compensation, and also provides the city with more flexibility and cost savings in the contracts it enters into with service providers.  Greg also said that compensation for its employees is annually validated against compensation with comparable cities by size, function, and position.  As a result, Greg believes that employee compensation is adequate.

Greg does not believe there will be much future development in the city as it is mostly built out, particularly on the residential side.  He said that the city population will only increase in small increments in the future.  Also, redevelopment does not appear to be a direction the city is headed towards in the future.  Greg thinks that there is a good balance in the city between the size of the community, and the services the city provides.

While Greg has not actively solicited endorsements, he is endorsed by the Orange County Republican Party and the South Orange County Chamber of Commerce.
