Forgot Some Electeds: Party Affiliation Part 2

A reader just sent me a new database that included some elected officials that I forgot about the first time around. These offices would be Congress, Senate, and Assembly which I cannot believe I forgot. OC’s New Republican Congressmen Vote 3-1 Against Fiscal Cliff Deal; Old Ones Voted 3-2 in Favor

In a far-too-brief summary of the fiscal cliff deal: income taxes increased on people making more than $400,000 (couples over $450,000), tax deductions phase out for individuals making more than $250,000 (couples over $300,000), payroll taxes increased on people making more than $50,000, the death tax was increased from 35% for estates over $5.12 million to 40% for estates over $5 million, the Earned Income Tax Credit was expanded, college tuition tax credits were extended for five years, and federal unemployment benefits were extended for a year.

The vote on the fiscal cliff provides an interesting illustration of the impact of redistricting on Orange County’s Congressional representation.

How the Representatives of the New Congressional Districts Voted on the Fiscal Cliff Deal

The old OC delegation voted 5-2 in favor of the fiscal cliff deal while the new OC delegation voted 4-3 against the fiscal cliff deal, with the new 8th member not yet seated.

More interestingly, the old districts had Republicans 3-2 in favor of the deal with the Democrats at 1-0 while the new districts have Republicans 3-1 against the deal with the Democrats at 2-0.

Ed Royce (R-Fullerton), Linda Sanchez (D-Cerritos), and Loretta Sanchez (D-Santa Ana) voted in favor of the fiscal cliff deal.

John Campbell (R-Irvine), Darrell Issa (R-Vista), and Dana Rohrabacher (R-Huntington Beach) voted against the fiscal cliff deal.

(Newly Elected Congressman Alan Lowenthal (D-Long Beach) will not take take office until later this morning.)

Congressmen Gary Miller (R-Diamond Bar) and Ken Calvert (R-Corona) represented portions of Orange County until yesterday but now represent exclusively Inland Empire districts.  Miller and Calvert both voted for the fiscal cliff deal.

Top Ten OC Stories of the 2012 General Election

The top ten stories from the results of the 2012 general election in Orange County:

  1. 65th Assembly District – With an influx of hundreds of thousands of dollars in union and Democratic Party money, Sharon Quirk-Silva leads by 1,034 votes in her bid to unseat Republican Assemblyman Chris Norby and deliver a Democratic supermajority in the State Assembly.
  2. 72nd Assembly District – Travis Allen defeats fellow Republican Troy Edgar by 11% to win a seat in the Orange County legislative delegation.
  3. Irvine (Mayor and 2 Council seats) - After years of trying, Republicans finally defeat Larry Agran to capture the majority of the Irvine City Council, with Councilman Steven Choi defeating Larry Agran for Mayor and former Councilwoman Christina Shea returning to the Council, creating a majority of Choi, Shea, and Jeff Lalloway with a Council minority of Agran and Beth Krom.
  4. Fullerton (3 Council seats) - Councilman Travis Kiger (R) leads former Councilwoman Jan Flory (D) by 114 votes in their respective bids for new Council terms.  If Kiger’s lead holds, he will join fellow Republican election winners Bruce Whitaker and Jennifer Fitzgerald on the Council.  Kiger, Whitaker, and Councilman Greg Sebourn are libertarian conservatives, Fitzgerald is a more traditional conservative, and Councilman Doug Chaffee is a Democrat.  Kiger’s re-election would cement the results of the recall and maintain Orange County’s most libertarian council.
  5. Costa Mesa (3 Council seats and Measure V) - Voters delivered a mixed bag by re-electing Republican Councilmen Steve Mensinger and Gary Monahan (two of the 3Ms), but also electing Republican former Councilwoman Sandy Genis and rejecting Measure V.  If Monahan’s 319-vote lead over Democrat John Stephens holds, the reform majority will have shrunk from four seats to three seats (Mensinger, Monahan, and Jim Righeimer), yet would still be the majority.
  6. Anaheim (2 Council seats) – Voters delivered a mixed bag by electing former Councilwoman Lucille Kring (R) from Mayor Tom Tait’s slate and electing School Board Member Jordan Brandman (D) from Councilwomen Kris Murray and Gail Eastman’s slate.  Brandman’s election maintains the 3-2 majority that supports allowing the GardenWalk Hotel to keep 80% of its Transient Occupancy Tax revenue.
  7. 47th Congressional District – Long Beach State Senator Alan Lowenthal (D) defeats Long Beach Councilman Gary DeLong (R), becoming the third Democrat in Orange County’s Congressional delegation, joining the Sanchez sisters.
  8. Yorba Linda (3 Council seats) - If Gene Hernandez’s 35-vote lead over Councilwoman Nancy Rikel holds, YLRRR will have lost control of the Yorba Linda City Council.  Re-elected Councilman Mark Schwing and holdover Councilman John Anderson are the two remaining members of the YLRRR Council coalition.  Though originally backed by YLRRR, holdover Councilman Tom Lindsey has broken with the group.  Newly-elected Councilman Craig Young is not backed by YLRRR.  A Lindsey-Young-Hernandez majority would face off against a Schwing-Anderson YLRRR minority (this entire set of people I’ve mentioned for Yorba Linda are Republicans).  If Rikel is overtakes Hernandez, status quo is restored in Yorba Linda.
  9. Aliso Viejo (3 Council seats) - Voters tossed two incumbents from office, ousting Councilmen Greg Ficke (R) and Don Garcia (NPP) in favor of Ross Chun (D) and Mike Munzing (R).  Councilman Bill Phillips (R) was the sole incumbent re-elected.
  10. Mission Viejo (2 Council seats) - Voters delivered a mixed bag by re-electing Republican Councilmembers Frank Ury and Cathy Schlict, who ran on opposing slates.  Schlict leads Ury’s running mate, Republican Wendy Bucknum, by 0.5%.  Schlict’s running mate, Republican Ed Sachs, trails by 7.8%.

A Little Halloween Fun

I am a huge fan of October 31st despite the fact that Chris Nguyen despises it. This year for Halloween I carved the pumpkins displayed below in honor of the upcoming Presidential Election.

 

I remember back in the days of Red County doing a post on Halloween where we pondered a political movie being made about Orange County. Just because I am feeling a bit nostalgic we are going to do an abridged version of that post here based on the idea that a movie about OC Political is being made.

OC Weekly Exposes Troy Edgar’s Campaign Finance Crimes

OC Weekly’s Scott Moxley has once again exposed potential crimes by an OC Politician.  For those you who are not aware of Moxley’s previous work, he is the same reporters that exposed disgraced Former Sheriff Mike Corona.  Moxley was also the reporter that brought the Mike Duvall sex scandal to light.

It looks like once again, Moxley has manged to get the scoop and expose yet another politician’s dirty laundry.

Troy Edgar’s Missing Mailer Money

In January, for his now-defunct congressional campaign, Edgar produced and delivered an eight-page glossy mailer to 3,000 Southern California Republican power brokers. The objective was to win endorsements, raise contributions and frighten potential GOP opponents away from the race. As political literature goes, the piece wasn’t bad. It hailed his leadership skills, conservative policy stances and family values. To bolster credibility, District Attorney Tony Rackauckas declared on the front page of the brochure, “Supporting Troy Edgar for Congress was an easy decision.”

It might be a line the DA, who recently announced he’s seeking additional resources to prosecute corrupt public officials, will soon wish he hadn’t uttered because the brochure could be the centerpiece of two crimes. Let me explain.

Because of anti-public corruption concerns resulting from the Watergate scandal in the 1970s, federal campaign-finance laws require campaigns to publicly disclose major expenses. The rationale is that voters should know if a candidate is up to no good. According to records obtained by the Weekly, the power-broker brochure cost more than $5,668, but Edgar never complied with federal election rules to disclose the spending or reveal who paid for it.

Indeed, he disclosed 41 separate congressional-campaign disbursements but not this one—which also happened to be the committee’s largest expenditure.

Asked to explain, the candidate first said he is unfamiliar with that specific mailer because he has sent out “hundreds” of them. Later, he assured me the power-broker disbursement “absolutely shows up” on a disclosure report. When I told him it didn’t and asked him to resolve what happened, he replied he “printed it at home,” which is troubling because, as I write this column, I’m looking at a detailed invoice for the job from Sparta Graphics.

2012 General Election Predictions: 47th Congressional District

This seat is going to be the most competitive in Orange County, even though the largest part of the district is Long Beach. Take a look at the map with statistics:

As you can see there is a 10% registration advantage for Democrats. However, DTS voters will lean more conservatively in this race. On top of the DTS voters the Orange County cities have a higher turnout level than the Long Beach portion of the district. In other words you have a very competitive seat on your hands.

The results from the primary election also show that it will be competitive, as Alan Lowenthal (D) ran  just slightly ahead of Gary DeLong (R):

  • Gary Delong, Republican ………. 23,831 votes 29.4%
  • Steven T. Kuykendall, Republican ………. 8,769 votes 10.8%
  • Peter Mathews, Democratic ………. 7,951 votes 9.8%
  • Steve Foley, Republican ………. 5,848 votes 7.2%
  • Sanford W. Kahn, Republican ………. 2,563 votes 3.2%
  • Usha Shah, Democratic ………. 2,350 votes 2.9%
  • Jay Shah, Democratic ………. 2,273 votes 2.8%

Recently Probolsky research conducted a poll on behalf of the DeLong campaign that showed a good chance of a close race that slightly leans towards DeLong. You can see the memo that went out here. These results show that DeLong is in a slight lead for the seat.

Alan Lowenthal has just under $217,000 after the primary and Gary DeLong has about a $100,000 lead with just under $317,000 after the primary.

This race is extremely close in about every aspect from voter registration, fundraising, and campaigning (so far).

Looking at all the factors at play in this district I believe that the winner will be:

Congressional Opponents Decide To Save Money By Sharing A Sign

This election has been bizarre. Over the past few weeks we have written posts about some of the wildest things that we have witnessed, including:

We now have a story that tops all of these in the world of the bizarre. 2 candidates for Congress in the 47th Congressional district live in the same house and neither of them is carpetbagging.

Dr. Jay Shah and his wife Usha Shah are both running for the same Congressional district. We here at OC Political found that a bit odd due to the fact that this decreases what were already slim odds on advancing to the November election. Perhaps they thought that Proposition 14 would allow voters to vote for 2 candidates to advance to the November election.

Whatever the reason they apparently also decided to split costs on signs by having a joint sign for both candidates that have started going up around Garden Grove and other parts of the district.

I think most readers would agree that the lone Democrat to advance to November will likely be Alan Lowenthal. It will be interesting to see which Shah finishes ahead of the other.

CD-47: DeLong Raised More & Has More Cash on Hand Than All Opponents Combined; Lowenthal Second; Kuykendall Distant Third

Councilman Gary DeLong (R-Long Beach), former U.S. Congressman Steve Kuykendall (R-Long Beach), and State Senator Alan Lowenthal (D-Long Beach)

In the CD-47 race, the lion’s share of the money has definitely been raised/held/spent by Councilman Gary DeLong (R-Long Beach).  DeLong raised $572,501, spent $168,209, and has $404,292 cash on hand (with only $6,000 in unpaid bills).  What’s even more stunning is that 97% of the money DeLong raised was from individuals, with only 3% coming from PACs.

State Senator Alan Lowenthal (D-Long Beach) raised $378,409, spent $95,119, and has $283,291 cash on hand (with $13,149 in unpaid bills).  59% of the money Lowenthal raised was from individuals, with 39% coming from PACs.

PACs only contributed to Lowenthal and DeLong but Lowenthal received almost 9 times what DeLong did in PAC money, yet the strength of DeLong’s contributions from individuals powered him well past Lowenthal.

Former Congressman Steve Kuykendall (R-Long Beach) raised $103,968 (excluding his $20,000 personal loan), spent $98,552, and has $5,416 cash on hand (excluding his $20,000 personal loan, and with $14,890 in unpaid bills).

(Of the minor candidates, Republican Sanford Kahn gave his own campaign $9,350, spent $8,636, and has $713 cash on hand while Democrat Peter Mathews raised $120 [excluding a $50 contribution from himself], spent $104, and has $110 cash on hand.  Democrat Usha Shah reported no money raised and no cash on hand.  Democrat Jay Shah [Usha's husband] and Republican Steve Foley did not report any activity.)

DeLong’s $572,501 was 54% of all money raised in the CD-47 race, and his $404,292 cash on hand is 58% of all cash on hand in the CD-47 race.  DeLong’s $168,209 in spending was 45% of all money spent so far in the CD-47 race, with 27% spent by Kuykendall, 26% spent by Lowenthal, and 2% spent by the minor candidates.

DeLong is the clearly the winner in the money race by a substantial margin, and will likely advance beyond June, setting up a November showdown between DeLong and Lowenthal.  The question for November is: how much money will the NRCC and DCCC drop on this race?
